This article investigates why deeply entrenched racial inequality persists into the post-civil rights era in the United States. It challenges individual-level explanations that assume persistent racial inequality is the result of either White bigotry, which is diminishing, or the failure of Blacks to take advantage of the opportunities opened up by the civil rights legislation of the 1960s. We propose an alternative explanation for durable racial inequality. Contemporary color lines, we argue, result from the cumulative effect of racial discrimination and exclusion, a process in which Whites accumulate racial advantages to the detriment of African Americans and Latinos. These cumulative inequalities are produced and sustained by competition between racial groups to acquire and control jobs and other resources, and by institutional practices and public policies. Individual choice in the form of intentional racism has little to do with the persistence of racial inequality. Our analysis suggests that Americans' current understanding of the concept of equality of opportunity is out of sync with the realities of durable racial inequality, and needs to be revised.

During the crisis that followed Hurricane Katrina, many Americans expressed surprise at the dramatic levels of racial inequality captured in the images of large numbers of poor Black people left behind in devastated New Orleans. In this article we argue that, to better understand both the parameters of contemporary racial inequality reflected in the hurricane's aftermath and why so many were surprised about the social realities of racial inequality that social scientists have known about for decades, it is essential to recognize the shifting nature of Whites' racial attitudes and understandings. There is widespread evidence that in the post-civil rights era the expression of White racial prejudice has changed. In fact, during the post-civil rights era subtle and indirect forms of prejudice have become more central to the sustenance and perpetuation of racial inequality than are overt forms of prejudice. We draw on both survey and qualitative data to investigate current manifestations of White racial attitudes and prejudices. Our results indicate that racial apathy, indifference towards racial and ethnic inequality, is a relatively new but expanding form of racial prejudice. We further show that Whites' systematic “not knowing” about racial inequality (White ignorance), which was manifest in the reaction to the crises after Hurricane Katrina, is related to this racial indifference. Racial apathy and White ignorance (i.e., not caring and not knowing) are extensions of hegemonic color-blind discourses (i.e., not seeing race). These phenomena serve as pillars of contemporary racial inequality that have until now received little attention. We conclude with a discussion of the theoretical and the practical implications of our results for understanding racial dynamics in the post-Katrina United States.

AbstractWe analyze the prevalence and framing of references to equality and inequality in presidential state of the union addresses (SOTUs) delivered between 1960 and 2018. Despite rising income inequality and increased attention among political elites to structural inequalities of race and gender in recent years, we find very few direct or indirect references to inequality as a social problem and surprisingly few references even to the ostensibly consensual and primary values of equal opportunity and political equality. References to racial inequality have been few and far between since the height of the civil rights era. By contrast, another primary value in the American political tradition—economic individualism are a major focus in these SOTUs. We trace the scant presence of equality talk in these speeches to the ambiguous scope of egalitarian goals and principles and their close tie-in with race in America. We rely on automated text analysis and systematic hand-coding of these speeches to identify broad thematic emphases as well as on close reading to interpret the patterns that these techniques reveal.

This chapter introduces three main themes presented in the book. First, racism is not coterminous with racial inequality. The term “racial subordination” is used in a new and more useful way to refer to a non-nefarious external source of racial inequality. This discussion revolves around an illustration that clearly demonstrates the difference between racism and racial subordination. Second, though motivated by a non-nefarious reason, racial subordination is not racial innocence. Allowing racial subordination to persist effectively creates a racial glass ceiling. For that reason, it is bad social policy. Third, even well-to-do blacks are vulnerable to racial subordination. This means that the race problem is not simply a socioeconomic problem requiring a socioeconomic solution. The race problem in post-civil rights America is, in fact, not one but three interrelated problems (a three-headed hydra)—socioeconomic, socio-legal, and socio-cultural with the latter two manifested mainly as racial subordination. This book focuses on the subordination side of the race problem.

This thesis is an analysis of a novel written by Nic Stone entitled Dear Martin (2017). It explores the issue of institutional racism in the post-civil rights era. The concept of systemic racism by Joe R.Feagin is employed to analyze this novel. This analysis focuses on four issues of systemic racism as seen through several African-American characters. This analysis also depends on the narrator to determine which parts of the novel are used as the data. The result of the study shows that African-American characters experience four forms of institutional racism which are The White Racial Frame and Its Embedded Racist Ideology, Alienated Social Relations, Racial Hierarchy with Divergent Group Interest, and Related Racial Domination: Discrimination in Many Aspects. In conclusion, in this post-civil rights movement era, African-Americans still face institutional racism.

Jim Crow Hollywood describes how Hollywood insiders consider race when making decisions about moviemaking. Movies by and about white Americans are said to be worthy investments, while movies by and about Black Americans are said to be risky investments. This way of thinking has profound effects on the way movies and people move through the Hollywood system—shaping their production budgets, determining who directs lucrative tent pole blockbuster franchise movies, and creating stigma around race and moviemaking. This chapter gives an overview of the book’s approach, a summary of prior research on race in culture industries, and a preview of the book’s chapters. Quotes from film directors, statistics on over a thousand movies, and emails between Hollywood insiders reveal that race is back in the forefront regarding how decision-makers in American culture institutions rationalize inequality. Except now understandings about race are mixed with talk about economic investments and cultural preferences, making racial inequality more palatable to the everyday observer and further entrenching racial divisions that counteract post-Civil rights narratives of racial progress.
