During the first 97 percent of the approximately 200,000-year history of Homo sapiens, when humans existed as hunter-gatherers and early agriculturalists, they lived with little political and economic inequality, due to the ready availability of stone weapons and ability of the weaker ones to form defensive coalitions blocking bullies’ attempts to amass political power. Their egalitarian incentive structure rewarded them for sharing food, child care, and practically everything else. The slow adoption of agriculture beginning about 10,000 years ago created the material condition on which a limited degree of social hierarchy could develop. About 9,000 years ago, chiefs arose by ideologically claiming special access to celestial powers to better assure the welfare of the community. They thereby gained greater access to material goods and mates. However, their legitimacy was fragile, readily upset by poor harvests or other catastrophes that delegitimated their ideology and returned their societies to economic and political equality.

Are there any prima facie reasons that democracies might have for disenfranchising older citizens? This question reflects increasingly salient, but often incompletely theorized complaints that members of democratic publics advance about older citizens’ electoral influence. Rather than rejecting these complaints out of hand, we explore whether, suitably reconstructed, they withstand democratic scrutiny. More specifically, we examine whether the account of political equality that seems to most fittingly capture the logic of these complaints – namely, equal opportunity of political influence over electoral outcomes – can justify disenfranchising older citizens. We conclude that equal opportunity of influence cannot ground a blanket disenfranchisement of older people and that, taken in conjunction with other general considerations that apply to all sound electoral policies, partial disenfranchisement proposals (i.e. proposals for reducing the electoral influence of older citizens via age-weighted voting) are both quasi-inapplicable and practically unrobust across a relevant range of political contexts.

How do states differ in how difficult they make voter registration, and what effect does this have on voters? We propose and validate a new Difficulty of Registration Index (DORI) calculated via an item response theory (IRT) model of five key dimensions of registration (automaticity, portability, deadline, mode, and preregistration) for each state from 2004 to 2020. Since 2004, most states eased registration processes, with Democratic statehouses in racially diverse and young states leading the way. Using CCES data, we find that DORI is associated with increased probability that voters experience problems registering and failing to turnout (in both self-reported and validated turnout data). These effects are pronounced for young voters. This study holds lessons for how restrictive registration procedures can change the shape of the electorate and make it harder to achieve political equality.

Abstract Algorithmic communications pose several challenges to democracy. The three phenomena of filtering, hypernudging, and microtargeting can have the effect of polarizing an electorate and thus undermine the deliberative potential of a democratic society. Algorithms can spread fake news throughout the society, undermining the epistemic potential that broad participation in democracy is meant to offer. They can pose a threat to political equality in that some people may have the means to make use of algorithmic communications and the sophistication to be immune from attempts at manipulation, while other people are vulnerable to manipulation by those who use these means. My concern here is with the danger that algorithmic communications can pose to political equality, which arises because most citizens must make decisions about what and who to support in democratic politics with only a sparse budget of time, money, and energy. Algorithmic communications such as hypernudging and microtargeting can be a threat to democratic participation when persons are operating in environments that do not conduce to political sophistication. This constitutes a deepening of political inequality. The political sophistication necessary to counter this vulnerability is rooted for many in economic life and it can and ought to be enhanced by changing the terms of economic life.

The more digital democracy applications lower the costs of political participation, allowing ordinary citizens to propose their own policy initiatives, the more they increase the burden of decision for the very same citizens, who are required to debate and vote on many issues. Drawing from this paradox, this article considers how the designers and administrators of six popular decision-making software (DMS) have introduced software features and norms of use whose function is to reduce the aggregate burden of decision for participants in digital democracy initiatives (DDIs). Building upon Andrew Feenberg’s definition of the design code of technology as a technical stabilization of social demands, this article considers how different DMS stabilize the democratic interventions of a plurality of actors, affecting political equality along two axes of the democratic process: the relationship between the exchange of opinions and the synthesis of opinion and the relationship between agenda setting and voting. This article concludes that the design code of digital democracy software reflects an ongoing tension between the need of governing actors to make the democratic process manageable and the pressure of social actors to make it more equal and inclusive.

AbstractWe analyze the prevalence and framing of references to equality and inequality in presidential state of the union addresses (SOTUs) delivered between 1960 and 2018. Despite rising income inequality and increased attention among political elites to structural inequalities of race and gender in recent years, we find very few direct or indirect references to inequality as a social problem and surprisingly few references even to the ostensibly consensual and primary values of equal opportunity and political equality. References to racial inequality have been few and far between since the height of the civil rights era. By contrast, another primary value in the American political tradition—economic individualism are a major focus in these SOTUs. We trace the scant presence of equality talk in these speeches to the ambiguous scope of egalitarian goals and principles and their close tie-in with race in America. We rely on automated text analysis and systematic hand-coding of these speeches to identify broad thematic emphases as well as on close reading to interpret the patterns that these techniques reveal.

The Balkan Wars of 1912–1913 and World War I shattered the social fabric of Ottoman Europe and led to a radical revision of the region’s political boundaries. How did experiences of successive traumas—expulsions, famine, disease, massacres, and new occupation regimes—shape Muslims’ understandings of the European project and their experiences within it? This chapter analyzes this catastrophic era from diverse Muslim perspectives. It reveals how many Muslims found legal promises of political equality and rights ambiguous and intangible, and instead sought to define their own terms of political belonging. They wanted autonomy, confessional sovereignty, and the protection of Islamic institutions and property.

AbstractThe link between democracy and within-country income inequality remains an unresolved quest in the literature of political economy. To look into this debate, I propose exploring the implications of electoral systems, rather than political regimes, on income inequality. I surmise that proportional representation systems should be associated with lower income inequality than majoritarian or mixed systems. Further, I conjecture that the relationship between electoral systems and income inequality hinges on the de facto distribution of real political power, namely political equality. I use data on 85 countries covering the period 1960–2016 and specify models able to capture the persistence and mean reversion of income inequality. The estimates fail to significantly associate democracy with income inequality, and find other political institutions to significantly shape income inequality. The paper finds a robust association between more proportional systems and lower income inequality. However, this association depends on political equality. Changes towards proportional representation systems seem to lower income inequality at low and medium levels of political equality. Strikingly, instrumental variable estimates show that changes in electoral systems in political equal societies increases income inequality.

Abstract The distinction between equality and sufficiency, much discussed in the distributive justice literature, is here applied to democratic theory. Overlooking this distinction can have significant normative implications, undermining some defences and criticisms of political equality, as I show by discussing the work of three prominent democratic theorists: Thomas Christiano, David Estlund, and Mark Warren. Most importantly, Christiano sometimes defends egalitarian conclusions using sufficientarian premises, or worries about inequality in situations where insufficiency is also part of the problem; inequality above the level of sufficiency is not always as troubling. Estlund makes the reverse error. He attacks rather than defends political egalitarianism, but insufficiency seems to explain some of his concerns. Nonetheless, I show that political egalitarians may need to specify a sufficientarian threshold, to avoid levelling-down objections. Democratic theorists should thus take seriously the distinction between political equality and political sufficiency. More generally, political theorists and philosophers should be aware of omitted variable bias and interaction effects due to conceptual stretching arising from under-theorised distinctions in their thought experiments.
