ABSTRACT This paper presents the results of a study conducted to determine whether unit-oriented construction drawings, which are being developed and used by shipbuilders using modern zone-oriented, or modular, construction techniques, will satisfactorily substitute for system-oriented detailed arrangement drawings in the Navy's life-cycle maintenance management process. The study concluded that modular construction drawings will provide the necessary data in a more usable format, and thus are the preferred approach for the Navy's use. However, the study also identified several additionally needed features that are not now being provided in unit-oriented drawings, but which must be included in order to meet the needs of planning and maintenance activities during the operational life of a ship. A number of other observations about drawing use and maintenance are provided.

Engineering infrastructures require regular maintenance and/or repair activities that have important social, environmental, and economic impacts. Despite their growing importance, few studies have focused on fully integrated analyses. This work presents a general methodological approach to design databases of engineering maintenance activities for their assessment. This methodology was applied to the case of dredging projects in the ports managed by the Andalusian Regional Government (Spain). The resulting database contains 87 fields of information obtained from the analysis of 70 activities performed between 1993 and 2015. This database is free, public, and available to the scientific community, and it was implemented in PostgreSQL using the PostGIS extension for spatial data; therefore, it can be integrated in a GIS. The assessment of deviations from the initial projects and the comparison between locations enhanced our methodology, which represents a valuable tool not only for scientists and managers to improve the decision-making process when planning future strategies, but also to evaluate the environmental impacts.

Purpose Effective building maintenance management is vital for reducing the impact of building defects and costly building maintenance work. Such practice significantly contributes to the public sector in terms of cost reduction, improved effectiveness and efficiency in maintenance works, increasing safety and well-being of the occupants, expanding the life of building stocks and expanding the value of investment for the government building assets. The maintenance practice in Malaysia is still emerging in comparison to many developed nations. The purpose of this study is to determine the current scenario of the building maintenance approach at the design stage in public buildings in Malaysia. Design/methodology/approach An extensive questionnaire survey was held, involving 312 key players (38 per cent out of 820 predetermined participants) in Malaysia. Findings The analysis showed that building maintenance in public building in Malaysia still uses the reactive approach. Despite the Malaysian Government’s adoption of a proactive maintenance approach, unfortunately, there are some misunderstandings among the key players regarding the approach. The research results demonstrate that the key players had a lack of understanding on the concept of the proactive maintenance management approach and that they were either ignorant or had insufficient awareness of proactive maintenance approach. Originality/value The contribution of this study is useful for the government to adopt a more proactive building maintenance policy at the design stage, to give awareness on proactive building maintenance to the key players in their construction project and as a guide to the key players to adopt a maintenance plan at the design stage of work.

Introduction A new market trend offers long canes for individuals with visual impairments in a variety of colors; however, the impact of these colors is unknown to orientation and mobility (O&M) specialists and individuals who are blind or who have low vision. The authors examined the impact of cane color on drivers’ yielding behaviors; also, cane display effectiveness was assessed. Methods At traffic signal–controlled intersections, drivers’ yielding responses (yield–no yield and seconds to crosswalk) were recorded by two raters when a pedestrian presented one of two conditions (display and flagging) with four differently colored long canes (white, black, yellow, and green). Results In trials where the pedestrian used a flagging cane technique, the white cane achieved 290% more yielding than the green cane, 100% more yielding than the yellow cane, and 40% more yielding than the black. Statistical differences were found between the white-with-red cane and the yellow and green canes. The measure of drivers’ latency for moving forward was not statistically different between trials in which a pedestrian displayed a white cane at the crosswalk and trials in which no pedestrians were present. Discussion Cane color appears to have a substantial effect on drivers’ yielding responses. The results also indicate only a slight driver response to a highly visible cane display, confirming the results of previous studies that recommended more potent pedestrian movements to mitigate the threat from turning vehicles. Implications for practitioners O&M specialists and cane travelers need to consider the options for cane color when using a cane to cross streets. A white cane, flagged at the onset of the walk signal, can achieve more desirable responses from drivers than can the long canes of other colors. More effective cane behaviors exhibited by pedestrians who are visually impaired should always be considered by O&M instructors in order to influence drivers.

Features and operating modes of the current generation of actuated controllers have evolved to the point where there is a significant difference between the configuration parameters associated with an actuated controller and the information obtained from traffic signal system optimization packages such as TRANSYT 7F and PASSER II. As a result, TRANSYT 7F and PASSER II give no guidance on the impact or sensitivity of many actuated control parameters on a traffic signal system’s performance. Furthermore, none of the current generation of microscopic simulation models is detailed enough to evaluate the effect particular features, such as cycle transition algorithms or return from preemption algorithms, have on overall system performance. To address this need, an enhancement made to the CORSIM package that allows physical controllers to be connected to CORSIM is described in this paper. In this arrangement, CORSIM provides the microscopic simulation and tabulation of measures of effectiveness (MOEs). However, instead of CORSIM emulating controller features, CORSIM sends detector information to the physical controllers and reads back phase indications. This type of simulation is often referred to as hardware-in-the-loop. Since CORSIM tabulates performance MOEs, qualitative before-and-after measurements can be obtained for any hardware conforming to the NEMA TS-1 electrical standard for phase outputs and detector inputs. To validate the performance of this hardware-in-the-loop approach, an evaluation is presented that shows there is no evidence of a significant statistical difference in MOEs between the internal control algorithm and the hardware-in-the-loop control algorithm for both a fixed time and actuated controller.
