The conversion rate on a diagnosis related group (DRG)-standardised basis of Victorian private overnight (ON) elective surgery cases to same day (SD) cases declined from 4.7% per annum over 1996?97 to 1998?996 to 2.5% per annum over 1998?99 to 2002?03. Similar analysis within the Victorian public sector shows a decline from 3.8% per annum over 1996?97 to 1998?996 to 1.9% over 1998?99 to 2002?03. Comparison on a DRG-standardised basis shows while the public sector continued to show a higher incidence of elective surgery SD cases than the private sector in 2002?03 (by 1.6%). The difference has declined since 1998?99 when it was 2.4%. DRG-based analysis suggests the conversion rate in both sectors and the difference in SD surgery cases between the two sectors will continue to decline. Future savings in recurrent and capital cost due to ON surgery cases becoming SD cases are likely to be much lower than savings in recent years.

It was anticipated that increased uptake of Private Health Insurance (PHI) would reduce demand on public sector surgical waiting lists. The best measure of changed demand is the comparison of the actual cases added to that projected given previous trends in PHI uptake. Detailed Victorian data is available up to 2000-1.The total waiting list has varied little, reflecting significant decreases in both in patients added to and removed. There was a marked increase in private sector elective surgery cases coinciding with the fall in additions to the public sector waiting list and in public sector elective surgical cases. The June 2001 Victorian surgical waiting list would have been 69,599 not 41,838 if the PHI uptake rate had continued to fall in line with pre-1999 trends, and that of June 2002 about 100,000 compared to 40,458 in March 2002.Limited data from other states suggests the Victorian trends are representative of all Australia.

<p>Radio frequency identification (RFID) enabled devices are becoming increasingly common in today’s world, facilitating many things from supply chain efficiencies to medical equipment tracking. The majority of studies into such systems centre on technical and engineering issues associated with their implementation and operation. Research outside of this scope generally focuses on RFID systems in isolated private sector supply chains. Less common is research on RFID systems within the public sector, and this research generally occurs within the health, defence, or agriculture areas. Using a combination of Actor-Network Theory (ANT) and Institutional Theory, this qualitative study examines how RFID is used within the public sector/private sector RFID network. Interactions across public and private sector RFID networks are examined in order to identify common themes within the network, and to determine where the needs of the two sectors diverge. Twelve themes were identified that acted as ANT mediators within the network, across three dimensions. These mediators differed in activity depending on where within the ANT translation they were strongest. A number of the mediators were also found to exert institutional pressures on organisations within the network, contributing to their strength during translation. The relationship between the two sectors was also examined. Findings indicated that some mediators were stronger within the public sector, particularly with respect to privacy and legislation. It was further found that the relationship between the two sectors was confused by the multiple different roles taken by the public sector within the translation. This multiplicity at times confused both public and private sector partners, leading to uncertainty within the network. This study contributes to research by addressing a gap in understanding of RFID systems in the public-private sector context. It also provides practitioners with a guideline as to which mediators should be addressed when contemplating an RFID system within this context, as well as indicating possible reasons the relationship between organisations in the two sectors may be challenging. In addition, the unusual combination of ANT and Institutional Theory contributes to theory by pointing towards a possible new way to investigate complex technology systems at the organisational level.</p>

Managers in the public sector have often been criticized for being bureaucratic, impersonal, reactive, cautious conformists when compared to their apparently charismatic, innovative, proactive and dynamic private sector counterparts; with all this implies for organizational performance. Using the recruitment advertisement as a lens, we analyze what recruiters say they are looking for in a manager in the two sectors. The results suggest that while material differences do exist, external perception owes more to stereotyping than clearly observable differences.

Responding to a high fiscal deficit, the Serbian government introduced a set of fiscal consolidation measures at the beginning of 2015, including a 10% public sector wage cut. This paper analyses the difference in wages between the public and the private sector in Serbia and changes in the public sector wage premium after the measures were introduced. The results show that, similarly to many other countries, wages in the Serbian public sector are on average higher than in the private sector, partially due to the better labour market characteristics of public sector workers. The public sector wage premium was 17.4% in 2014 and was mainly driven by higher returns to education, work experience, and occupation in this sector. In 2015 the premium dropped by 6 percentage points due to a lessening of the difference in returns between the sectors. Therefore, in addition to reducing budget expenditures, fiscal consolidation in Serbia has reduced wage inequality between these sectors.

Abstract Introduction Israel ranks very high globally in performing bariatric surgery (BS) per capita. In the first phase of the COVID-19 pandemic the bariatric surgeons’ community faced many concerns and challenges, especially in light of a decree issued by the Ministry of Health (MOH) on March 22nd, to ban all elective surgery in public hospitals. The aim of this study is to portray the practices and attitudes of Israeli bariatric surgeons in the first phase of the pandemic. Methods Anonymous web-based questionnaire sent to all active bariatric surgeons in Israel. Statistical analysis was performed using SAS software package. Results 53 out of 63 (84%) active surgeons responded to the survey. 18% practice in the public sector only, 4% in the private sector only and 78% in both sectors. 76% practice BS for more than 10 years and 68% perform more than 100 procedures a year. Almost all the surgeons (98%) experienced a tremendous decrease in operations. Nevertheless, there were substantial differences by sectors. In the public sector, 86% of the surgeons ceased to operate while 14% did not comply with the government’s decree. In the public sector 69% of the surgeons were instructed by the administrators to stop operating. The majority of surgeons who continued to operate (77%) changed nothing in the indications or contra-indications for surgery. Among the surgeons who opted to refrain from operating on special sub-groups, the most frequent reasons were pulmonary disease (82%), age above 60 (64%), Ischemic heart disease (55%) and living in heavily affected communities. Roughly only half (57%) of the surgeons implemented changes in informed consent and operating room (OR) measures, contrary to guidelines and recommendations by leading professional societies. When asked about future conditions for reestablishing elective procedures, the reply frequencies were as follows: no special measures - 40%; PCR negativity - 27%; IgG positivity - 15%; waiting until the end of the pandemic- 9%. Conclusions We showed in this nation-wide survey that the variance between surgeons, regarding present and future reactions to the COVID-19 pandemic, is high. There were substantial differences between the private and the public sectors. Although the instructions given by the MOH for the public sector were quite clear, the compliance by surgeons and administrators was far from complete. The administrators in the public sector, but more so in the private sector were ambiguous in instructing staff, leading surgeons to a more “personal non-structured” practice in the first phase of the pandemic. These facts must be considered by regulators, administrators and surgeons when planning for reestablishing elective BS or in case a second wave of the pandemic is on its way.

Abstract Evidence from many countries shows that public sector employees have considerably higher rates of absenteeism than have private sector employees. Based on regression analyses of a large probability sample of the Norwegian population, this article shows that most of the sector difference in long-term absence can be accounted for by taking into consideration the sociodemographic characteristics of the workforce and the occupational composition in the two sectors. A clear sector difference in short-term absenteeism cannot be accounted for in this way. A direct effect of the working or employment conditions in the two sectors is also not a likely explanation, since workers who switch between the sectors are not more absent when they are in the public than when they are in the private sector. Thus, the high level of short-term absenteeism in the public sector seems to be due to a selection of absence-prone individuals to the sector. Since motivational factors are likely to be relatively more important for short-term than for long-term, these findings indicate that lower work attendance motivation in public sector employees may be the main driver. These patterns are consistent with an economic explanation in which people with low attendance motivation select to the public sector, since the work attendance incentives are weaker there. The degree to which the results are compatible with the theory public service motivation is also discussed.

AbstractWe examine differences in altruism and laziness between public sector employees and private sector employees. Our theoretical model predicts that the likelihood of public sector employment increases with a worker’s altruism, and increases or decreases with a worker’s laziness depending on his altruism. Using questionnaire data from the German Socio-Economic Panel Study, we find that public sector employees are significantly more altruistic and lazy than observationally equivalent private sector employees. A series of robustness checks show that these patterns are stronger among higher educated workers; that the sorting of altruistic people to the public sector takes place only within the caring industries; and that the difference in altruism is already present at the start of people’s career, while the difference in laziness is only present for employees with sufficiently long work experience.

Mobility as a Service (MaaS) is the concept through which travelers plan, book, and pay for public or private transport on a single platform using either a service or subscription-based model. Observations of current projects identified two distinct approaches to enabling MaaS: the private-sector approach defined as a “business model,” and the public sector approach that manifests as an “operating model.” The distinction between these models is significant. MaaS provides a unique opportunity for the public sector to set and achieve public policy goals by leveraging emerging technologies in favor of the public good. Common policy goals that relate to transportation include equity and access considerations, environmental impact, congestion mitigation, and so forth. Strategies to address these policy goals include behavioral incentivization and infrastructure reallocation. This study substantiates two models for implementing MaaS and expanding on the public sector approach, to enable policy in favor of the public good.

PurposeThe paper aims to understand the different motivations / reasons for engaging in CSR initiatives by the organizations. In addition, the study also examines the relationship between CSR motivations and corporate social performance (CSP).Design/methodology/approachThe data were collected from two power sector organizations: one was a private sector firm and the other was a public sector firm. A comparative analysis of the variables with respect to private and public sector organizations was conducted. A questionnaire survey was administered among 370 employees working in the power sector, with 199 executives from public sector and 171 from private sector.Findings“Philanthropic” motivation emerged as the most dominant CSR motivation among both the public and private sector firms. The private sector firm was found to be significantly higher with respect to “philanthropic”, “enlightened self-interest” and “normative” CSR motivations when compared with the public sector firms. Findings suggest that public and private sector firms differed significantly on four CSR motivations, namely, “philanthropic”, “enlightened self-interest”, “normative” and “coercive”. The CSP score was significantly different among the two power sector firms of public and private sectors. The private sector firm had a higher CSP level than the public sector undertaking.Research limitations/implicationsFurther studies in the domain need to address differences in CSR motivations and CSP across other sectors to understand the role of industry characteristics in influencing social development targets of organizations. Research also needs to focus on demonstrating the relationship between CSP and financial performance of the firms. Further, the HR outcomes of CSR initiatives and measurement of CSP indicators, such as attracting and retaining talent, employee commitment and organizational climate factors, need to be assessed.Originality/valueThe social issues are now directly linked with the business model to ensure consistency and community development. The results reveal a need for “enlightened self-interest” which is the second dominant CSR motivation among the organizations. The study makes a novel contribution by determining that competitive and coercive motivations are not functional as part of organizational CSR strategy. CSR can never be forced as the very idea is to do social good. Eventually, the CSR approach demands a commitment from within. The organizations need to emphasize more voluntary engagement of employees and go beyond statutory requirements for realizing the true CSR benefits.
