Fruits and vegetables sectors are considered to be strategic in the European Union due to their contribution to a better human health. Among others positive effects, their intake increase reduce mortality and obesity, assuring in the same time harmonised development for young children. The present study thus focused to reveal the consistency of the measure implemented in the Common Agricultural Policy to support fruits and vegetables production in Romania in liaison with the policy objectives. The country is one of the main ten important European producers of horticultural products in terms of production volumes and acreage. Results showed that over the last seven years (2007-2014), the sectorial production drawbacks have not been ameliorated very much. Both sectors are dominated by small-size farms that can produce only seasonally and mainly for short-market chains. In the same time, the greenhouses area shrink to levels that made the country extremely dependent to imports especially for tomatoes. The analysis of the pillar one payments schemes revealed that the fruits and vegetables producers could have access to only one payment that was half from European averages. Moreover, almost half of the producers had low sizes that left them outside the eligible criteria. The measures designed for the second pillar also penalized producers through the selection criteria. These results showed that for Romania there was not a real consistency between the actual policy measures and the objectives assumed by policy makers. The future measures (2014-2020) seem to correct these negative findings being better tailored to the situation of the local fruits and vegetables producers.

The sugar industry in the Czech Republic is one of the branches of food production that since the end of nineties has been strongly protected by agricultural policy. Here, we will deal with the question how the Czech agricultural policy affected the competitiveness of the sugar industry during transformation. From the analysis, it can be derived that not only agricultural measures but also organisational changes inside the enterprises, as well as modernisation and increasing capacity of plants  that all took place before the enforced political aid, supported the stabilisation of sugar beet farming and the sugar industry in the Czech Republic and its competitiveness in the national market.

Stochastic agro-economic model GLOBIOM is used to demonstrate how best to design and evaluate the CAP’s financial and structural measures, both individually and jointly, in the face of inherent uncertainty and risk. The model accounts for plausible shocks simultaneously and derives measures that are robust against all shock scenarios; it can thus help avoid the irreversibility and sunk costs that occur in unexpected scenarios.To allow adequate agricultural production, we show that the distribution of CAP funds needs to account for exposure to risks, security targets, and the synergies between policy measures, including production, trade, storage, and irrigation technologies.

The article notes that in rural areas, re-development is necessary to ensure the sustainable development of specific area. The authors believe that it is possible to improve the farm structure by enlarging them by combining small business entities or providing another land plot in exchange. Such works will result in achievement of the desired structural change, only if it is implemented systematically and becomes a permanent element of long-term rural administration policy. Measures related to the consolidation and equivalent exchange of land plots should be introduced comprehensively and unambiguously in combination with subsequent development of such territories. Only then can the intended goal be fully achieved, that is, improvement of their spatial structure. Taking into account the limited funds, it is necessary to develop a strategy in order to identify the regions for community, districts or voivodships in which such activities should be carried out on a priority basis. Determination of lands for unification must be well thought, rational and, above all, it is necessary that the effect of such work brings measurable results for the country's agricultural policy. The survey ranked 32 characteristics which are specific to each village using the zero unitarization method and Hellwig method. The results of surveys carried out in 41 settlements of the Zharnovskaya community with a total area of 14 106.91 hectares, divided into 22 638 cadastral plots, are presented. The study area is located in central Poland.

The latest reform of the Common Agricultural Policy (CAP) has recently been accepted, identifying important challenges for EU agriculture, but proposing only limited changes to the previous CAP. Now it is time for the implementation of the new measures. However, from a theoretical point of view, it seems that the CAP can hardly meet the challenges it faces due to the inconsistencies between the predefined challenges and the measures proposed to meet them. The aim of the paper is to systematically analyse the consistency between the challenges of European agriculture and the policy measures aimed at meeting them. It seems that not all measures are consistent with the challenges.
