The discourse of historical legitimization: a comparative examination of Southern Jutland and the Slovenian language area

This article analyzes the discourse of historical legitimacy in the duchy of Schleswig and in the Slovenian-speaking regions of Carniola, Styria, and especially Carinthia in the nineteenth and twentieth centuries. The question as to who had arrived in the area first was never far from the surface, because in an era of national romanticism, duration of stay seemed to allot special claims to possession. Rather than challenging this rationale, all sides tended to focus their efforts on enhancing their local genealogy. Yet the national conflicts of the period were not about political and linguistic history, but about contemporary interests and identities. In both Jutland and the southeastern Alps, national movements tended to focus on select moments in time that corresponded most closely to their modern-day political aspirations. The comparative analysis of two otherwise fairly divergent European regions reveals the pragmatic similarities of historical nation-building.

Istrian historiography written throughout the nineteenth and twentieth centuries tends to refl ect the often contentious discourse between Italian irredentists and Slavic nationalists relating to the peninsula’s nature and belonging. On the one hand, Italian historians and polemicists suggest that Istria and Istrianity were primarily Italian, and therefore the region should be part of an Italian state. Until the end of the Trieste Crisis in 1954, many Italians continued to debate the nature of the region and its population, but the frequency of such publications tapered off with most of the peninsula falling to communist Yugoslavia. On the other hand, Croatian scholars and polemicists claimed the region and its population were thoroughly Slavic, and that Italians historically were aggressors and oppressors. However, another group of scholars has entered the debate, suggesting that Istrian identity is a hybrid, and this hybridity has historical roots. Its population, they claim, professes and promotes an Istrian identity, which consists of Slovene, Croatian, and Italian infl uences. The new camp reflects the continued politicization of identity in Istria into the 1990s, by both nation-building Croatian nationalists seeking the construction of a monolithic Croatian identity and regionalists searching for more regional and local autonomy. This illuminates the historic and contemporary political and social struggles to ascribe some kind of belonging to this contested borderland region.

The Leadership in Energy and Environmental Design (LEED) is currently intensively applied in several European countries. The aims of the present study were to compare the difference between (i) two countries from the same region (i.e., Finland vs. Sweden or Turkey vs. Spain) and (ii) two European regions (northern Europe [Finland and Sweden] vs. [Turkey and Spain]) when the LEED- New Construction (NC) 2009 Certified rating level certified projects were analyzed. We found that, in the northern and southern parts of Europe, LEED- NC 2009 credit achievements in terms of Sustainable Sites (SS), Water Efficiency (WE), Materials and Resources (MR), and Indoor Environmental Quality (EQ) were similar, whereas credit achievements in Energy and Atmosphere (EA) were different. High achievements were revealed in WE and SS, with values of 80–100% and 70–75%, respectively; intermediate achievements were revealed in EQ, with values of 40–60%; and low achievements were revealed in MR (20–40%). EA achievements were intermediate (60–65%) in northern Europe, while they were low in southern Europe (40%). This evidence can help recognize the categories that are performed with a high number of points and those that are performed with a low number of points.

This paper offers a discussion of the role of ethnographic Finno-Ugric studies in Soviet nation building. In particular, it is concerned with the issue of representation of ethnicity/ethnic identity in various fields of museum studies: expeditions, local history, educational work, and exhibition activities. Special attention is paid to the field studies of Moscow and Leningrad ethnographers who participated in the formation of collections of regional museums of local lore and the construction of “authentic” visual images of Finno-Ugric peoples in the Soviet ethnographic portrait of the “family of peoples of the USSR”. One of the key questions is how the ethnographic reality and the transformative perspective of Soviet nation building correlated in the expedition practice. The role of the institute of museums in national movements is emphasized in recent studies of the history of Russian ethnography and the implementation of various ethnographic projects. In the authors’ opinion, ethnographers who conducted expert and scientific research, acted as intermediaries in the dialogue/conflict between local communities and authorities in building a regional national discourse.
