Local government practices in Thailand have become more networking orgovernance-oriented since the promulgation of the Constitution of 1997 and the Decentralization Plan and Process Act of 1999. Several local governments have applied modern concepts of New Public Management (NPM) in order to perform their tasks. Public- Private Partnership is, therefore, regarded as a mode of governance for the sake of successful public service delivery. This article aims to describe and analyze local governance in political economy perspective. The case study of Rayong Municipality is selected to present the factors that drove the emergence of public-private partnership and how local government coalitions cooperate in public service delivery, especially the case of solid-waste management. The waste problem in Rayong Municipality had risen considerably due to the rapid increase in population, a trend that may continue in the future. The causes of the problem are many; lack of proper disposal units, limited budget, personnel and landfill areas. This problem has a negative impact on the quality of life in the municipality and therefore this is best dealt with collectively. The project that has been implemented is the waste recycling scheme, garbage banking in schools and communities. The Waste-to-Fertiliser and Energy project makes the Integrated Waste Management Approach complete with the cooperation from other government agencies and NGOs and the involvement of the private sector as PPP.

There has often been a gap between policy intentions and outcomes in the field of local governance and public service delivery. Analyzing the factors for these discrepancies requires multi-level approaches that relate policy decisions formulated at the national and international level with the decisions of local governance stakeholders. An Institutional Analysis and Development framework is necessary ability to link multiple local governance levels. Yet most common literatures have been limited to the study of collective action among local communities without considering higher institutional and government levels. To overcome this limitation, I set the methodology of the framework, which bridges the gap between institutional, historical analysis, power-centers, and discourse analysis. This article aims at examining current public service delivery status, analyzing challenges of public service delivery of local government and assessing people’s experience of public service delivery of local government. In conclusion, current status of Local Government is illegal, incomplete and dysfunctional as it is in its service delivery. The major challenge is political instability and political reluctances for local election. This study illustrates the accountability of local government performance in the administration of public services in South Labuhanbatu Regency which includes honesty and legal accountability, process accountability, and financial accountability and programs. The method used in this research is descriptive research method by conducting surveys and interviews. The study found that licensing is still not focused in one place, licensing procedures that still require manual signatures, internal and external coordination are still manual and the lack of understanding from the community is an obstacle in the performance of public service delivery.

This is the age of Information and Communication Technology (ICT) which has brought change by being an integral part of governmental service delivery of the twenty-first century. Public service delivery is a great concern for governments. The present government of Bangladesh has realized this fact of ICT and has introduced ICT based Union Digital Centre (UDC), district and upazila web portals to provide quicker and smoother services to the people for creating “Digital Bangladesh”. The main focus of this study is to bring citizens under the whole e-governance system. ICT based UDCs are the main actors for this purpose. The present government has set up 4547 service centres at every Union level (the lowest tier of Local Government) which is known as Union Digital Centre (UDC). ICT based UDCs providetime and cost effective some sorts of off-line and online door step services to the rural people.The broad objective of this study is to make an e-government framework at the local government level in Bangladesh by providing e-services through UDC. The specific objectives are: To find out the role of UDC in public service delivery at the local government level in Bangladesh; and to know the effectiveness of UDC in promoting e-government by delivering e-services to the people. This study has attempted a qualitative research approach to obtain its objectives.
