BACKGROUND: Health and safety performance measurements aimed to provide information on the progress and current situation of organizational strategies and activities. OBJECTIVES: We developed a model to determine and select safety key performance indicators in order to assess safety management systems. METHODS: This study has been designed in six steps aiming at defining a model of leading performance indicators (LPIs) and selecting key performance indicators (KPIs) using the AHP method. RESULTS: According to the results analysis, 116 structural and operational indicators were defined based on the components of the OHSAS 18001 management system. For this purpose, 19 structural, 27 operational and 33 active KPIs were selected by AHP and BN techniques. CONCLUSION: Development of LPIs is influenced by various organizational, managerial, and operational factors. LPIs extracted from the components of the OHS-MS deployed in an organization are often passive and cannot show the changes in the safety status of a workplace in a short period. The model presented in this study was designed with an emphasis on extraction of active and operational indicators, as they were capable of detecting performance changes in construction industries.

Lack of education is a major concern in underdeveloped countries because it leads to poor human and economic development. The level of education in public institutions varies across all regions around the globe. Current disparities in access to education worldwide are mostly due to systemic regional differences and the distribution of resources. Previous research focused on evaluating students’ academic performance, but less has been done to measure the performance of educational institutions. Key performance indicators for the evaluation of institutional performance differ from student performance indicators. There is a dire need to evaluate educational institutions’ performance based on their disparities and academic results on a large scale. This study proposes a model to measure institutional performance based on key performance indicators through data mining techniques. Various feature selection methods were used to extract the key performance indicators. Several machine learning models, namely, J48 decision tree, support vector machines, random forest, rotation forest, and artificial neural networks were employed to build an efficient model. The results of the study were based on different factors, i.e., the number of schools in a specific region, teachers, school locations, enrolment, and availability of necessary facilities that contribute to school performance. It was also observed that urban regions performed well compared to rural regions due to the improved availability of educational facilities and resources. The results showed that artificial neural networks outperformed other models and achieved an accuracy of 82.9% when the relief-F based feature selection method was used. This study will help support efforts in governance for performance monitoring, policy formulation, target-setting, evaluation, and reform to address the issues and challenges in education worldwide.

This is an overview paper based on the contemporary literature available in the regime of forest and pasture as common property resources. The analysis has underscored the role of local institutions and organizations for the sustainable management of forest and pasture as common property resources. The paper concludes that farmers of Nepal have developed and used the organizational and institutional mechanisms for the sustained management of these resources by ensuring social equity. In 2007, the Green500 list was introduced, which compares supercomputers by performance-per-watt. Since supercomputers consist of thousands of nodes, energy-saving is a growing demand. Compute clusters are often managed by a so-called Resource Management Systems (RMS), which have load information about the whole system. For clusters with changing compute demands, this can be used to switch on/off nodes according to the current load situation and save energy this way. Here, the authors present energy-saving techniques that work on the management level and measurements that show that speed scaling is not a good means for energy saving. Further, they give an overview of some important standards and specifications related to energy saving, like ACPI and IPMI. Finally, the authors present their energy-saving daemon called CHERUB. Due to its modular design, it can operate with different Resource Management Systems. Their experimental results show that CHERUB’s scheduling algorithm works well, i.e. it will save energy, if possible, and avoids state flapping.
