On 2 April 1917, President Woodrow Wilson urged Congress to enter the European war, and Congress voted to do so on Friday, 6 April. On the 15th of that month, Victor released the Original Dixieland Jazz Band’s record of “Livery Stable Blues” and “Dixieland Jass Band One-Step”; it caused an immediate nationwide sensation. James Reese Europe travelled to Puerto Rico in search of woodwind players for the Fifteenth New York Regiment Band, and the Creole Band ended its vaudeville career when it missed the train to Portland, Maine. German musicians in the United States came under increased scrutiny in the weeks after the declaration of war, as the country prepared to adopt new laws and regulations for wartime.

Federal wildland fire management policy in the United States directs the use of value-based methods to guide priorities. However, the economic literature on the effect of wildland fire on nonmarket uses, such as recreation, is limited. This paper introduces a new approach to measuring the effect of wildfire on recreational use by utilising newly available long-term datasets on the location and size of wildland fire in the United States and observed behaviour over time as revealed through comprehensive National Park Service (NPS) visitor data. We estimate travel cost economic demand models that can be aggregated at the site-landscape level for Yellowstone National Park (YNP). The marginal recreation benefit per acre of fire avoided in, or proximate to, the park is US$43.82 per acre (US$108.29 per hectare) and the net present value loss for the 1986–2011 period is estimated to be US$206 million. We also estimate marginal regional economic impacts at US$36.69 per acre (US$90.66 per hectare) and US$159 million based on foregone non-resident spending in the 17-county Great Yellowstone Area (GYA). These methods are applicable where time-series recreation data exist, such as for other parks and ecosystems represented in the 397-unit NPS system.

Abstract. Sustainable flood risk management (SFRM) has become popular since the 1980s. Many governmental and non-governmental organisations have been keen on implementing the SFRM strategies by integrating social, ecological and economic themes into their flood risk management (FRM) practices. However, justifications for SFRM are still embryonic and it is not yet clear whether this concept is influencing the current policies in different countries. This paper reviews the past and present flood management approaches and experiences from flood defence to FRM in four developed countries with the aim of highlighting lessons for developing mega deltas. The paper explored recent strategies such as “Making Space for Water, PPS 25, and NPPF” in the UK; “Room for Rivers” in the Netherlands which was promoted to cope with flooding, integrate FRM with ideas on sustainability, and deliver good FRM practice for next generations. The United States has also established a sound National Flood Insurance Program (NFIP), and Japan has developed an advanced flood warning and evacuation contingency system to prepare for climatic extremes. These case studies showed some good lessons to achieve long term SFRM direction to deliver flood management practices with social-economic and environmental concerns. Most of developing coastal megacities especially in Asia are still heavily reliant on traditional hard-engineering approach, that may not be enough to mitigate substantial risks due to human (exist huge populations, rapid socio-economic growth, subsidence) and natural (climate change) factors. We understand different countries and cities have their own interpretation on SFRM, but recommend policy makers to adopt “mixed options” towards thinking about long term and sustainability that with social, economic and environmental considerations.

AbstractTo reduce flood losses, floodplain managers make decisions on how to effectively manage their community’s flood risks. While there is a growing body of research that examines how individuals and households make decisions to manage their flood risks, far less attention has been directed at understanding the decision-making processes for flood management at the community level. This study aimed to narrow this research gap by examining floodplain managers’ perceptions of the quality of their community’s flood management decision-making processes. Data gathered from interviews with 200 floodplain managers in the United States indicate that most floodplain managers perceive their community’s flood management decision-making processes to be good. The results also indicate that communities participating in the Federal Emergency Management Agency’s Community Rating System, as well as communities with a higher level of concern for flooding and a lower poverty rate, are significantly more likely to report better flood management decision-making processes.
