This article examines the impact of the 1996 welfare reform legislation on welfare use in immigrant households. Although the data indicate that the welfare participation rate of immigrants declined relative to that of natives at the national level, this national trend is entirely attributable to the trends in welfare participation in California. Immigrants living in California experienced a precipitous drop in their welfare participation rate (relative to natives). Immigrants living outside California experienced roughly the same decline in participation rates as natives. The potential impact of welfare reform on immigrants residing outside California was neutralized because many state governments responded to the federal legislation by offering state-funded programs to their immigrant populations and because the immigrants themselves responded by becoming naturalized citizens. The very steep decline of immigrant welfare participation in California is harder to understand, but could be a by-product of the changed political and social environment following the enactment of Proposition 187.

Recent US welfare-form initiatives affecting employment and housing assistance have promoted more flexible applications of assistance as well as devolving the responsibility of care for the poor from federal levels to the individual. Implicit in these policy changes is the assumption that individuals enter labor and housing markets where open access is the norm and a ‘level playing field’ exists. In this paper, we use the analogy of seeing labor and housing markets as public spaces to analyze how the ideals of democratic capitalism in labor and housing markets exist normatively, but are always violated in practice. We argue that the influence of neoliberalism, and the devolution of welfare responsibility to the individual in particular, have led to policy changes that neglect issues of unequal access connected to hierarchies of race and gender and their spatial manifestations. Welfare reform in the specific areas of employment and housing assistance has promoted the primacy of private markets as essential components to ensuring social welfare. These reforms have super-ficially opened more options to recipients of public assistance while simultaneously allowing to continue the instruments, institutions, and structural forces that constrain practical access to the full range of jobs and housing. We argue that efforts to maintain these markets have not been distributed to measures ensuring fair play of participants. As a consequence, some problematic contradictions between policy and practice call into question the suitability of the private market as a strategy of providing welfare for the poor.

We study the short-term impact of Connecticut's Jobs First welfare reform experiment on women's labor supply and welfare participation decisions. A nonparametric optimizing model is shown to restrict the set of counterfactual choices compatible with each woman's actual choice. These revealed preference restrictions yield informative bounds on the frequency of several intensive and extensive margin responses to the experiment. We find that welfare reform induced many women to work but led some others to reduce their earnings in order to receive assistance. The bounds on this latter “ opt-in” effect imply that intensive margin labor supply responses are nontrivial. (JEL H23, H75, I38, J16, J22)

Enactment of welfare reform, changes in housing assistance programs, and the devolution of control from the federal to local levels is about to have a significant impact on the housing market. The significance of these changes will be experienced differently, depending on social and economic status. For those in the middle and upper income brackets, changes will probably not be noticeable. For many low-income households and the communities in which they reside, change will be dramatic. This article's observations and comments will be limited to the city of Tampa rather than being expressed in universal terms.
