SUMMARYDifferences are emerging in decentralization of forest and community management in Zimbabwe, Mozambique and South Africa. This paper draws on case studies in each country to examine five aspects of their decentralization experience, namely forest tenure, new organizational structures, accountability and livelihood outcomes. Tenure arrangements developed as a result of decentralization are important for communities, as these determine the nature of access sanctioned by the state and security of the arrangements. The transfer of power to new organizations is proving to be a challenge. Experiences across the three case studies show that new committees were formed for these forestry initiatives by outside agencies and attempts were made to make them relevant to the way local communities managed forests. One of the main tenets of decentralization revolves around accountability of community representatives to their constituents rather than to the state. Although moves have been made to promote the accountability of community representatives, these have produced mixed results in Zimbabwe, Mozambique and South Africa. Only after changes in the approach taken by the state in Zimbabwe did community representatives become more accountable. In Mozambique, because of the special arrangements around the specific case, greater authority was given to community representatives, whereas, in South Africa, the state retained authority over representatives. Decentralization may bring benefits and improve communities' livelihoods from forestry activities, however much more still needs to be done by states in order for forests to take communities out of poverty.

Social innovations are targeted measures that are capable to resolve social problems (Rammert 2010) and they are directed towards an improvement of the situation (Gillwald 2000). Finally, they are directed towards an amelioration of the situation (Gillwald 2000). In Austria it is argued that ethnic business represents a type of social innovation (Haberfellner 2000). The question the paper addresses is if and to what extent ethnic business goes hand in hand with social developments and possibly boosts social change. Entrepreneurs of Turkish origin in Salzburg are the focus of analysis. The paper starts with a definition of the term ‚social innovation‘ (1), the issues of ethnic vs. migrant business (2.), followed by the description of the labour market situation of Turkish migrants in Salzburg and discrimination in the labour market (3.), and, to to round up, the analysis of biographic interviews with Turkish entrepreneurs in Salzburg (4.). The preliminary results show that there exist social problems such as the lower socio-economic situation of Turkish migrants in Salzburg and discrimination in the labour market. These problems can be seen as basis for the need of social innovations. But nevertheless Turkish run ethnic businesses in a strict sense of the word are no social innovation because they do not act against the problems in an intended way; they rather work on their own account. They may overcome disadvantages on the labour market but their actions are not directed towards overcoming the problem per se. It is much rather a transintentional aspect (Schimank 2010), which goes beyond the economic interest of the actors.

Subject. The article discusses medical and demographic processes in Russia and Finland. Objectives. I evaluate cases of social innovations implemented for the preservation and strengthening of public health in Finland under the auspices of The Global Burden of Disease Study. Methods. Methodologically, the study relies upon the ideology of the GDB Project, which rests on the DALY (the Disability Adjusted Life Year). Results. I analyzed the morbidity and mortality rates, DALY in Russia and Finland, determined what mainly triggers the risk (environmental, behavioral, metabolic) fueling some public health degradation. The article provides the insight into the efficiency of some social innovations implemented in Finland and suggests what should be done to outline medical and demographic programs in Russia. Conclusions and Relevance. The medical and demographic situation in Russia requires new tools to find innovative solutions for the social policy and, inter alia, the use of the GBD technique, which proved to be effective. Referring to evidence from Finland, demographic challenges in Russian can be handled through a systems approach, i.e. socio-economic actions, improvement of the healthcare and social security, wellness propaganda.

To monitor the development of four community-managed forests, networks of permanent sample plots were established in 2005 at sites in Chitwan, Kaski and Mustang Districts, Nepal. This research note documents the procedures used when preparing for establishment of the plot networks, evaluates the applied stratification of the forest on the basis of data gathered in pilot surveys conducted in the early 2005, and provides a discussion on the implications of the choices made. This paper highlights the lessons of using adaptive learning in community forestry that effectively help to resolve forest based conflicts in Terai region of Nepal. The paper is based on a three-year action research carried out in Terai. Qualitative methods including participatory rural appraisal tools and documentation of engaged action and reflections were used. Methods and tools that largely fall under adaptive learning were deployed. The field data was complemented by review of secondary data and literature on environmental history of Terai. We found that policies on land and forest in Terai for the last fifty years have induced and aggravated conflicts over access and control between state and communities and also within diverse groups of local communities. These conflicts have had serious negative impacts on sustainable management of forests and on local people’s livelihoods, particularly resource poor and landless people. Centralised and bureaucratic approaches to control forest and encroachment have largely failed. Despite investing millions of Rupees in maintaining law and order in forestlands, the problem continues to worsen often at the cost of forests and local communities. We found that transferring management rights to local communities like landless and land poor in the form of community forestry (CF) has induced strong local level collective action in forest management and supported local livelihoods. Moreover, adding adaptive learning, as a methodological tool to improve governance and enhance local level collective action significantly improves the benefit of CF. It implies that a major rethinking is needed in the current policies that have often led to hostile relationships with the local inhabitants- particularly the illegal settlers. Instead, transferring forest rights to local communities and supporting them through technical aspects of forest management will strengthen local initiatives towards sustainable management of forests.
