based on the present situation about coal, petroleum and natural gas, electricity, renewable resources of energy industry in Gansu province, analyze the energy industry competitive power: The coal industry structure became reasonable, the safe production and the brain drain are serious; The petrochemical industry gradually tended to cluster development, deep processing products lacked; Power grid construction developed as well, grid resource allocation capacity needs to promote ; wind resources and solar energy resources are rich, electric generating capacity is not high. Then put forward the energy industry development strategy: optimize the energy structure, adjust the energy industrial layout, promote energy science and technology innovation, improve the energy macro-control system, deepen the reform of the energy system ,further establish policies and standards for sustainable energy development.

This paper introduced the related concepts of new energy industry development potential evaluation, established the evaluation index system. This paper determined its evaluation indexes weights utilizing delphi-method, and then evaluated the new energy industry development potential of Baoding using the fuzzy comprehensive evaluation method. Evaluation results show that the city new energy industry have a good growth potential. The example results show that the models commonality is very good.
