Purpose – Reflecting the Mauritian government's “quality” agenda and its focus on school leadership, this paper reports the findings of research exploring Mauritian principals’ views about the use of total quality management (TQM) for school improvement. While aspects of this research have been reported elsewhere, the purpose of this paper is to focus on school leaders’ use of data and evidence in making decisions for school improvement. Design/methodology/approach – The paper reports on qualitative aspects within a mixed methods research with data collected by means of semi-structured interviews conducted with a purposive sample of six principals. The analysis of the data were an exercise in grounded theory building. Findings – The paper expands the knowledge of principals as quantitative data users arguing that qualitative information based on professional discourses, human judgements and lived experiences should be equally valorised if TQM is used for making informed educational decisions. Research limitations/implications – The research relied on principals’ views as the unique source of data. The perspectives of the other stakeholders would offer a richer description of leadership reality in Mauritian schools. Practical implications – The paper suggests a more participatory decision-making model for effective change that could rightfully engage all stakeholders through various complementary quantitative and qualitative processes. It further recommends that alongside the core systemic qualities of TQM, there are ethical, moral and cultural dimensions of leadership that could enhance the teaching and learning environment. Originality/value – While confirming some extant research, the paper brings new thinking to understanding the critical role of principals within the TQM scenario of data-driven decision making.

This Research Paper aims to evaluate the Performance of the Heads of Maintenance Department of the Ministry of Awqaf and Islamic Affairs in the mosques of Qatar in light of the Total Quality Management (TQM) principals. To achieve this goal, the researcher conducted a field study consisting of a questionnaire containing 32 questions. The study targeted a random sample of 263 individuals (Stake Holders) in three grand mosques at different praying times and locations to measure their understanding about the role of the Maintenance Department and its employees, and the extent of involvement, as mosque users, in the process of decision-making. In addition, the level of their knowledge about the maintenance work was also studied. After analyzing the data, the most important results have been concluded; That There is a strong relationship between continuous evaluation and good performance of the Heads of Maintenance, and the External users are very important in improving and evaluation performance process. Finally, the most important recommendations is that the Heads of Maintenance should implement in all areas and at all levels TQM in order to reach a good standard of performance, and to adopting ambitious programs to increase the interaction and awareness of the internal and external users and to establish solid understanding about mosques maintenance among the users.

The importance of Total Quality Management (TQM) can not be denied in increasing business efficiency and productivity. For this reason, companies should be able to apply this philosophy professionally in all business process. It has been stated that TQM is to be a philosophy which are reduces costs and defects, provides customer satisfaction, including workers in the decision-making processes and improves education in all business processes. However, some firms in Turkey can’t practice the TQM philosophy completely. Accordingly, it can be stated that many firms have some deficiencies to implement aims of this philosophy. The aim of this study is to explain the total quality management philosophy, its historical development process and some applications in the world and Turkey and to analyze TQM applications of Kalekim company. The results of this study show that Kalekim company implemented TQM applications successfully. Özetİşletmelerin etkinliklerinin ve verimliliklerinin artırılmasında Toplam Kalite Yönetimi (TKY)’ nin önemi yadsınamaz. Bu nedenle şirketler, bu felsefeyi tüm işletme süreçlerinde profesyonelce uygulayabilmelidir. TKY, tüm iş süreçlerinde, maliyetlerin ve hataların azaltıldığı, müşteri memnuniyetinin sağlandığı, işçilerin karar alma süreçlerine dahil edildiği, eğitimin artırıldığı bir felsefe olarak ifade edilmektedir. Ancak, Türkiye’deki bazı firmalar TKY felsefesini tam olarak uygulayamamaktadırlar. Dolayısıyla birçok firmanın bu felsefedeki amaçlarını gerçekleştirmede bazı eksiklileri olduğu söylenebilir. Bu çalışmanın amacı, TKY’nin felsefesini, tarihsel gelişimini, dünya ve Türkiye’deki bazı uygulamalarını belirtmek ve Kalekim firmasının TKY uygulamalarını analiz etmektir. Çalışma sonucunda, Kalekim firmasının TKY uygulamalarını başarı ile gerçekleştirdiği görülmüştür.

In Indonesia today, there exists a trend in the development of non-governmental organizations that manages the funds of ZIS, thus flourished as social movements. However, there is a gap between the potential for a large charity with the realization of a very small charity. This fact indicates low performance of OPZ. Furthermore, it will raise the problem of accountability and transparency of the LAZ. This problem will make a challenge for LAZ to improve their performances. This paper is expected to be a reference for the development of performance assessment models for LAZ in Indonesia.  It used BSC model which study the influence of IC and TQM, either partially or simultaneously, on the performance of LAZ

Tulisan ini menjelaskan tentang penerapan(TQM)mutu pendidikan yang menjadi prioritas utama di semua lembaga pendidikan.Tulisan memfokuskan pada penerapan prinsip umum Total Quality Management yang meliputi delapan (8) hal yaitu: Mengutamakan Ketercapaian Kepuasan Pelanggan (Customer Focus Organization), Kepemimpinan (Leadership), Keterlibatan Seluruh Partisipan (People Organization), Pendekatan yang menekankan pada perbaikan proses (Process Approach), Pendekatan sistem (System Approach), Perbaikan secara terus menerus (Continual Improvement), Pengambilan keputusan berdasarkan fakta (Factual Approach to Decision Making), dan hubungan dengan supplier yang saling menguntungkan (Mutually Beneficial Relationship).Tulisan menerapkan prinsip umum Total Quality Management yang telah dilaksanakan oleh lembaga pendidikan Islam secara serius, maka diyakini bahwa peningkatan kualitas output yang diharapkan akan dengan mudah dapat dicapai dan akan dapat bersaing dengan lembaga pendidikanlain baik di tingkat nasional bahkan internasional sekalipun.Salah satu upayanya adalah dengan menerapkan berbagai teori dan konsep manajemen mutu agar kualitas pendidikan dapat terjaga dan diakui sebagai lembaga pendidikan yang menjalankan proses denganbaik dan menghasilkan output yang baik. Tulisan ini menggunakan teori Edward Deming dan Joseph Juran yang berkaitan dengan perencanaan mutu, pengendalian dan peningkatan mutu. Tulisanini akan membahas tentang beberapa penerapan konsep mutu dan relevansinyapada lembaga pendidikan Islam.
