Government websites as data: a methodological pipeline with application to the websites of municipalities in the United States

The authors undertake an exploratory study, in the context of a digitally disadvantaged community in the United States, to determine what factors are associated with e-government website visitation. Following a community-based initiative, designed to stimulate computer literacy and access to information and communication technologies for residents and neighbors of an underserved public housing community, a survey of e-government website visitation was undertaken. The results indicate that over half of the respondents are aware of or have visited e-government websites, with nearly a third indicating they intend to use e-government websites in the future. Awareness of e-government websites was found to be significantly related to e-government website visitation. Internet experience and perceived access barriers were found not to be significantly related to e-government website visitation. This research enhances the understanding of visitation of e-government services among techno-disadvantaged citizens to encourage greater inclusion. The authors conclude by emphasizing the importance of a community organizing strategy to sustain e-government participation among the digitally disadvantaged.

Abstract This study explores the relationship between local government dissemination of COVID-19 information and partisanship. The unit of analysis is all official county government websites in the United States. In particular, we investigate if there is a correlation between the overall partisanship of a county and whether a county government's website (1) mentions COVID-19 and (2) provides safety instructions concerning COVID-19. We hypothesize that mass partisanship will impact the probability that a county government's website provides information related to the coronavirus. We find that a larger share of Democratic voters in a county is associated with an increase in the probability that a county government's website mentions COVID-19 and provides safety instructions for its residents. The results hold even after controlling for population density, internet subscriptions and COVID-19 cases and deaths. The finding indicates that citizens’ access to information, even on matters of public health, are partially a consequence of partisanship.

Local government websites are the primary place citizens interact with their local governments online. This research presents qualitative and quantitative content analyses of local government websites in the United States. It investigates these websites with respect to the participatory and consumer citizenship roles reflected and structured through their design. The websites are evaluated regarding their usability with respect to consumer and participatory interactions as well as the symbolic content framing users’ interactions. While both participatory and consumer interactions were equally accessible in 2003, longitudinal analysis shows that governments are facilitating consumer interactions without a corresponding increase in participatory usability. Additionally, an evaluation of the symbolic content of the websites reveals that almost universally, they emphasize a consumer mode of interactions over a participatory mode of interactions. A detailed qualitative analysis shows that participatory aspects are subordinate to consumer dimensions and that political content is cast to discourage dissenting political interactions.

The emergence and rapid spread of electronic government in the United States over the past decade, as well as across much of the globe, has created a need for better, more robust methods of measuring this system’s performance. In this chapter we discuss several issues surrounding performance measurement of e-government websites. We outline two types of performance measurement – internal and external measurement – and emphasize the importance of external, citizen-centric performance measures in the e-government context. Following a brief case study illustrating the value of this type of performance measurement, we conclude the chapter by recommending a unified system of e-government performance measurement spanning levels and types of government in the United States. Such a system would best position not only the U.S. government, but many political systems currently implementing and expanding e-government services to realize the goals of improved citizen perceptions of service quality, government efficiency, government responsiveness, transparency, trust, and so forth, through e-government.

Prostate adenocarcinoma is the most common malignant tumor of men in the United States and is the third leading cause of death in men. Despite attempts at early detection, there will be 244,000 new cases and 44,000 deaths from the disease in the United States in 1995. Therapeutic progress against this disease is hindered by an incomplete understanding of prostate epithelial cell biology, the availability of human tissues for in vitro experimentation, slow dissemination of information between prostate cancer research teams and the increasing pressure to “ stretch” research dollars at the same time staff reductions are occurring.To meet these challenges, we have used the correlative microscopy (CM) and client/server (C/S) computing to increase productivity while decreasing costs. Critical elements of our program are as follows:1) Establishing the Western Pennsylvania Genitourinary (GU) Tissue Bank which includes >100 prostates from patients with prostate adenocarcinoma as well as >20 normal prostates from transplant organ donors.

In recent years it became apparent that we needed to improve productivity and efficiency in the Microscopy Laboratories in GE Plastics. It was realized that digital image acquisition, archiving, processing, analysis, and transmission over a network would be the best way to achieve this goal. Also, the capabilities of quantitative image analysis, image transmission etc. available with this approach would help us to increase our efficiency. Although the advantages of digital image acquisition, processing, archiving, etc. have been described and are being practiced in many SEM, laboratories, they have not been generally applied in microscopy laboratories (TEM, Optical, SEM and others) and impact on increased productivity has not been yet exploited as well.In order to attain our objective we have acquired a SEMICAPS imaging workstation for each of the GE Plastic sites in the United States. We have integrated the workstation with the microscopes and their peripherals as shown in Figure 1.

Every ten years, the United States “constructs” itself politically. On a decennial basis, U.S. Congressional districts are quite literally drawn, physically constructing political representation in the House of Representatives on the basis of where one lives. Why does the United States do it this way? What justifies domicile as the sole criteria of constituency construction? These are the questions raised in this article. Contrary to many contemporary understandings of representation at the founding, I argue that there were no principled reasons for using domicile as the method of organizing for political representation. Even in 1787, the Congressional district was expected to be far too large to map onto existing communities of interest. Instead, territory should be understood as forming a habit of mind for the founders, even while it was necessary to achieve other democratic aims of representative government.
