Earned value management is well-known as the most efficient method of project monitoring and control providing relatively reliable information about the project performance. However, this method requires accurate estimates of the progress of project activities, which are always associated with uncertainties that, if ignored or not addressed well, lead to incorrect results. To address this issue, the application of multi-valued logic, in particular fuzzy logic, in earned value management has recently attracted a lot of attention both in practice and research. This paper introduces directed earned value management (DEVM) in which ordered fuzzy numbers are used to express the so-called uncertainties as well as to capture more information about the trend of the project progress. To evaluate the performance of the proposed method, several numerical examples and a case study are presented. The results reveal that compared to the existing methods, DEVM has a lower computational complexity. Also, it doesn’t suffer from the overestimation effect and as a result, it has a higher ability to express project-specific dynamics. In sum, the proposed method allows project managers to make informed decisions that lead to taking preventive and corrective actions promptly and at a lower cost.

The method used to analyze the cost and time by using earmed value concept . Estimated completion of aspects of the schedule obtained approximate completion time ( TE ) was 70 days with the use of conventional materials , while using printed material is for 64 days . This case shows the project using print materials to accelerate approximately 8 days of the 72 -day plan . The conclusion of this study is the effect of the use of conventional materials based on the use of earned value schedule states that a plan with almost the same execution time by 72 days to 100 houses , while the performance in terms of cost , is effective for less than the cost of implementing the plan , so there are advantages Rp.72,396,667.04 amounted to 100 houses . Metode yang digunakan untuk menganalisis biaya dan waktu yaitu dengan menggunakan earmed value concept. Perkiraan penyelesaian dari aspek jadual didapat perkiraan waktu penyelesaian pekerjaan (TE) adalah 70 hari dengan menggunakan material konvensional, sedangkan menggunakan material cetak adalah sebesar 64 hari. Hal Ini menunjukkan proyek dengan menggunakan material cetak akan mengalami percepatan kurang lebih 8 hari dari waktu rencana 72 hari. Kesimpulan dalam penelitian ini adalah pengaruh penggunaan material konvensional berdasarkan penggunaan earned value schedule menyatakan bahwa waktu rencana dengan waktu pelaksanaan hampir sama yaitu sebesar 72 hari untuk 100 unit rumah, sedangkan kinerja dari segi biaya dinilai efektif karena biaya pelaksanaan lebih kecil dari rencana, sehingga ada keuntungan sebesar Rp.72,396,667.04 untuk 100 unit rumah. Sedangkan dengan menggunakan material cetak pelaksanaan lebih cepat 8 hari dari pada waktu rencana yaitu sebanyak 64 hari untuk 100 unit rumah, sedangkan kinerja dari segi biaya yang dianalisa dengan earned value concept dapat dinilai efektif dengan keuntungan sebesar Rp.125,139,788.80 untuk 100 unit rumah.Kata Kunci : Rumah Sejahtera Tapak, Material Konvensional, Material Cetak

This study proposes a framework for incorporating time-dependent fragility into large-scale risk assessment models, focusing on incremental building expansion as a significant driver of changes in vulnerability. In rapidly urbanizing areas in developing countries, the pay-as-you-go process of informal building construction and staged expansion is the de facto pattern of growth. While there is a common understanding that such expansions increase the earthquake vulnerability of buildings, this study proposes a framework to model and quantify this increase. Vulnerability curves are developed through incremental dynamic structural analysis for common building expansion typologies. Building expansions are modeled as Markov chain processes and used to simulate stochastic expansion sequences over a building's lifetime. The model is then used to simulate a hypothetical neighborhood in the Kathmandu valley area to understand neighborhood-level risk over time. The study provides a new methodology to analyze changing seismic risk over time, driven by any building modification that impacts the building's vulnerability (incremental expansion, deterioration, retrofit, etc.).
