Housing is one of the basic needs of human. Population in Malaysia is increasing and expected to reach up to 35 million in year 2020. This phenomenon creates high demand for housing. To tackle the squatter problems, the government introduces low-cost housing. Low cost house is known as the government house, where the price is cheaper but still comfortable. Although there are many of low-cost housing projects have been completed to cope with the need of the citizen especially for low-income group. However, census report reveled that these is huge demand of low-cost housing. This demand might be because of various factors which are very essential to identify in order to meet the required demand of low cost houses. Hence, this study is carried out to assesse the demand of low cost housing in Melaka, determine the significant factors affecting demand of low-cost housing, and establish PLS-SEM model for assessing factors affecting low-cost housing demand. In this study, data are collected by distributing questionnaire in Melaka state. The collected data from survey was analyzed using statistical software SPSS and presented in graphs and chart. Further, factors affecting low cost housing demand in Melaka were modeled with the SmartPLS v2.0. The model shows the relationship between low cost housing demand and its indicators. The finding of the study showed that most significant indicators affecting the demand of low-cost housing in Melaka are the economic factors which include housing stock, inflation rate and Gross Domestic Products (GDP). The Goodness of Fit showed that the model has substantial explaining power for the assessing factors affecting low cost housing demand in Melaka which the values is 0.481. This means that the economic factor has a great influence on the low-cost housing demand in Melaka.

<p class="Abstract"><span lang="EN-US">The coming of Internet of things (IoT) brings opportunities for the deploying of wireless sensor networks. One area of deployment is smart poultry farming to improve the quality and security of chicken varieties that include broilers. The quality of broilers produced is dependent on the environment in which the broilers are kept. In addition, the revenue of the farmer is guaranteed if theft of stock is prevented. The current methods farmers use are labour intensive and time consuming as they are manual. Leveraging the features of IoT and sensors can help to monitor the environment and ensure adverse conditions are reported for farmers to take action before they harm the livestock. Incorporating intruder detection when monitoring conditions in the environment can also prevent stock theft and that can increase the income obtained by farmers. For such a system to be widely adopted by low income farmers, the cost should be low compared commercially available climate control systems that are meant for commercial farmers. The system should also provide ease of use for less technically skilled farmers, reduce the time taken by farmers to take action in controlling theft and conditions in the environment and be accessible from any location other than the broiler house. In this paper, we propose a low-cost model that can be used to monitor conditions in the environment of a broiler house and send the values to the farmer in real-time. The proposed model is based on open source microcontrollers, ZigBee protocol, GSM network, mobile applications and cloud computing. </span></p>

Malaysian government has introduce public low-cost housing during Malaysian Plan as an initiative to help the low-income household owners and squatters. However, in developing the low-cost housing, the quality and environmental aspects should be emphasized. Post Occupancy Evaluation (POE) is an approach in assessing existing building performance and future development of buildings to ascertain feedback from occupants after the building has been occupied for some time. This paper determines the physical environment based on occupants preference by using the POE tools. Physical environment elements obtained through literature review consists of facilities, spaces and services offered in each housing unit. A sum of 13 physical environment elements were measured by 868 occupants in Johor’s Public Low-cost Housing. Convenience sampling technique was the method used to determine the adequacy of sample throughout data collection process, subsequently it has been analyzed using frequency and factor statistics. The study reveals that physical environment elements were playing the crucial role in every housing unit. However, dwelling unit features, housing conditions and location were mainly the highest preference amongst occupants. In fact, physical environment elements plays an entirely crucial role in developing occupant’s comfort and satisfaction. Nevertheless, a few physical elements that show the least preferable amongst occupant such as external utilities and services, management, lighting and ventilation need to be given more attention in order to create a better environment in the future.

PurposeMalaysia's open registration system (ORS) scheme, which began in 1997, was established as part of prevention mechanism by the Ministry of Housing and Local Government to plug the leakage in the low-cost housing (LCH) allocation process. After two decades, ineligible persons still secure LCH to the detriment of the Malaysian low-income earners (LIEs) house-buyers/rentals. This paper explored the LCH computerised ORS for LIEs and proffered policy solutions to improve the scheme.Design/methodology/approachThe data were collected via unexplored exploratory sequential mixed methods approach that engaged 25 well-informed participants and the ‘quantilised findings’, validated by the Malaysian LCH policymakers.FindingsThis paper found that there is weak compliance to computerised ORS, which is pronounced in states with relaxed eligibility clearance. Also, it was found that under-declaration of income evident in states where there is relaxed verification and lack of data sharing between states and with federal governments, among others, are the root cause of weak compliance to computerised ORS.Research limitations/implicationsThis paper is limited to unravelling the encumbrances in the low-cost housing computerised open registration system in Malaysia's major cities. Future research is needed to use relevant information to access the level of enforcement of the computerised open registration system across the states of Malaysia.Practical implicationsThis paper recommended that LCH computerised ORS should be devoid of party favouritism, state government should establish functional LCH computerised ORS, and the state and federal governments, should embrace cooperative federalism. Also, applicants should be subjected to the Central Credit Reference Information System check, and culprits should be referred to the Malaysian Anti-Corruption Commission. This paper provides salutary lessons on how to improve the scheme with a view to achieving the Sustainable Development Goals regarding housing in 2030.Originality/valueThis paper demonstrates that the low-cost housing computerised open registration system in Malaysia is yet to be implemented across the states.

In communities where average family incomes are low relative to the costs of conventional housing – a common situation in New Hampshire – the services of adequate housing are, in effect, unavailable to many resident. If this service is to be available to low income residents, the public sector must provide public housing, or encourage private provision of low cost housing. Yet, instead of encouraging such housing, many New Hampshire communities ban or restrict the most common form of low cost housing – the mobile home.

Prefabricated system has been used extensively in many developed and developing countries to provide low cost housing. There are many case studies that took the advantage of prefabricated system as part of self help approach in house construction. Prefabricated system in self help housing proved to be cost effective, provide employment opportunities, utilise low skill levels and maximise local natural resources. Malaysia is also promoting prefabricated system to be used in low cost housing provision. There are obstacles to implement such technology into the conventional construction industry. This paper investigates the possibility of adapting local resources, such as timber, into prefabricated components as a mean to promote not only modular coordination concept but also promote self build approach in the community at a lower skill labour. It is not an immediate solution to housing issues yet it provides alternatives to house the low income group and contribute to increase the supply of housing.

Low-cost housing, so-called affordable housing, is an important subject as it affects many aspects of people's well-being and city planning. The urban poor, who form a respectable percentage of cities' residents in many developing countries, are the most affected segment by the availability and affordability of housing. Governments often try their best to provide affordable housing through housing interventions and programs. However, many low-income people end up in informal settlements including slums and squatter settlements. This research analyzes state-led low-cost housing initiatives compared to informal affordable housing in developing countries. The importance of this research is mainly associated with understanding how governmental housing initiatives and laws affect the housing preferences of the urban poor. The research starts by providing a brief background about the subject and its importance from the literature. The research uses mixed methods approach and a case study of Greater Cairo Region following the massive migration during the period between the 1980s and the 2000s to provide an in-depth understanding of the situation. The research then analyzes/discusses some housing initiatives, and uses both quantitative/qualitative data in order to explain potential malpractice and issues. Finally, the research will highlight the key findings and provide some recommendations for change/improvement.

The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare themselves as Zero Squatter state. Thus far, most of the states in Malaysia are still striving to achieve the goal. The government has therefore aspires to reach the target by the year 2020. The Malaysian government under its 5-years National Plan has since introduced the low, medium and high cost housing categories. The housing policy was therefore designed to provide the public of all income levels, particularly the low-income groups, with affordable housing as part of an effort to eradicate squatters. However, despite the various policies, the number of squatter families remains large, especially in the urban areas. This paper therefore, intends to examine the instruments put forward by the government to eliminate squatters and assess the roles of related parties assigned to achieve the government’s mission. Through a qualitative approach, results demonstrated that Malaysia has various types of polices and guidance at both the federal and state levels in relation to low-cost housing provision. These would have supposed to help reduce the number of squatters in the country. However, to date, Malaysia is still experiencing problems with squatters. This calls for further investigation.

Purpose – Numerous studies to date have demonstrated the public-private partnership (PPP) project procurement method's failure to deliver low-cost housing (LCH) to low-income groups (LIGs) in developing countries. The purpose of this paper is to investigate critical failure factors (CFFs), and how they cause the failure of PPP-LCH program. Design/methodology/approach – Grounded Theory methodology was used to gather and analyze the data in order to identify, categorize, and develop the logically causal relationships among CFFs that cause PPP-LCH program failure. Findings – Ten CFFs in various phases of PPP-LCH project life cycle caused PPP-LCH program failure. Some CFFs resulted from ineffective PPP policy and strategy, while some were beyond the control of the project/program management team. These CFFs were inter-/intra-related to one another in a particular way. Originality/value – Despite the increase in PPP-LCH projects/programs for LIGs in practice and the prevalence of failure, the studies of PPP-LCH project/program failure still suffer from insufficient conceptual clarity about the causes of these failures. The lessons learned, to some extent, help decision makers in both public and private sectors to reduce the probability of the PPP-LCH project/program failure by clearly explaining the nature of each CFF.
