Scientists’ Views about Public Engagement and Science Communication in the Context of Climate Change

Scientists who study issues such as climate change are often called on by both their colleagues and broader society to share what they know and why it matters. Many are willing to do so—and do it well—but others are either unwilling or may communicate without clear goals or in ways that may fail to achieve their goals. There are several central topics involved in the study of scientists as communicators. First, it is important to understand the evolving arguments behind why scientists are being called on to get involved in public engagement about contentious issues such as climate change. Second, it is also useful to consider the factors that social science suggests actually lead scientists to communicate about scientific issues. Last, it is important to consider what scientists are trying to achieve through their communication activities, and to consider to what extent we have evidence about whether scientists are achieving their desired goals.

Many publics remain divided about the existence and consequences of anthropogenic climate change despite scientific consensus. A popular approach to climate change communication, and science communication more generally, is the information deficit model. The deficit model assumes that gaps between scientists and the public are a result of a lack of information or knowledge. As a remedy for this gap, the deficit model is a one-way communication model where information flows from experts to publics in an effort to change individuals’ attitudes, beliefs, or behaviors. Approaches to climate change communication that reflect the deficit model include websites, social media, mobile applications, news media, documentaries and films, books, and scientific publications and technical reports. The deficit model has been highly criticized for being overly simplistic and inaccurately characterizing the relationship between knowledge, attitudes, beliefs, and behaviors, particularly for politically polarized issues like climate change. Even so, it continues to be an integral part of climate change communication research and practice. In an effort to address the inadequacies of the deficit model, scholars and practitioners often utilize alternative forms of public engagement, including the contextual model, the public engagement model, and the lay expertise model. Each approach to public engagement carries with it a unique set of opportunities and challenges. Future work in climate change communication should explore when and how to most effectively use the models of public engagement that are available.

AbstractPrevious research indicates the importance of interdisciplinary approaches when teaching about climate change. Specifically, social science perspectives allow students to understand the policy, economic, cultural, and personal influences that impact environmental change. This article describes one such college course that employed active-learning techniques. Course topics included: community resilience, environmental education, historical knowledge timeline, climate justice, social vulnerability, youth action, science communication, hope versus despair, misinformation, and climate refugees. To unify these concepts, engaging activities were developed that specifically address relevant individual, local, state, national, and international climate resilience themes. Students assessed their personal climate footprint, explored social/cultural influences, wrote policy requests to relevant local/state government officials, studied national policy options, and learned about previous global initiatives. The course culminated in a mock global climate summit, which was modeled on a Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC). This final activity required each student to prepare a policy report and represent a nation in negotiating a multilateral climate agreement. It is accepted that climate change education must include physical data on the impacts of anthropogenic emissions. It is also essential that students appreciate the interdisciplinary nature of climate adaptations, become hopeful about addressing change, and gain skills necessary to engage as informed climate citizens.

This chapter focuses on the connection between the international legal framework governing the conservation of natural resources and human rights law. The objective is to examine the potential synergies between international environmental law and human rights when it comes to the protection of natural resources. To do so, it concentrates on three main areas of potential convergence. It first focuses on the pollution of natural resources and analyses how human rights law offers a potential platform to seek remedies for the victims of pollution. It next concentrates on the conservation of natural resources, particularly on the interconnection between protected areas, biodiversity, and human rights law. Finally, it examines the relationship between climate change and human rights law, focusing on the role that human rights law can play in the development of the current climate change adaptation and mitigation frameworks.

In this paper, we focus on different roles in citizen science projects, and their respective relationships. We propose a tripartite model that recognises not only citizens and scientists, but also an important third role, which we call the ‘enabler’. In doing so, we acknowledge that additional expertise and skillsets are often present in citizen science projects, but are frequently overlooked in associated literature. We interrogate this model by applying it to three case studies and explore how the success and sustainability of a citizen science project requires all roles to be acknowledged and interacting appropriately. In this era of ‘wicked problems’, the nature of science and science communication has become more complex. In order to address critical emerging issues, a greater number of stakeholders are engaging in multi-party partnerships and research is becoming increasingly interdisciplinary. Within this context, explicitly acknowledging the role and motivations of everyone involved can provide a framework for enhanced project transparency, delivery, evaluation and impact. By adapting our understanding of citizen science to better recognise the complexity of the organisational systems within which they operate, we propose an opportunity to strengthen the collaborative delivery of both valuable scientific research and public engagement.

When Australian physicist, Peter Ridd, lost his tenured position with James Cook University, he was called a ‘whistleblower’, ‘contrarian academic’ and ‘hero of climate science denial’. In this article, we examine the events surrounding his dismissal to better understand the role of science communication in organised climate change scepticism. We discuss the sophistry of his complaint to locate where and through what processes science communication becomes political communication. We argue that the prominence of scientists and scientific knowledge in debates about climate change locates science, as a social sphere or fifth pillar in Hutchins and Lester’s theory of mediatised environmental conflict. In doing so, we provide a model to better understand how science communication can be deployed during politicised debates.

Social scientific evidence suggests that labor migration can increase resilience to climate change. For that reason, some have recently advocated using labor migration policy as a tool for climate adaptation. This paper engages with the normative question of whether, and under what conditions, states may permissibly use labor migration policy as a tool for climate adaptation. I argue that states may use labor migration policy as a tool for climate adaptation and may even have a duty to do so, subject to two moral constraints. First, states must also provide acceptable alternative options for adaptation so that the vulnerable are not forced to sacrifice their morally important interests in being able to remain where they are. Second, states may not impose restrictive terms on labor migrants to make accepting greater numbers less costly for themselves because doing so unfairly shifts the costs of adaptation onto the most vulnerable.

Shared features of economic and climate time series imply that tools for empirically modeling nonstationary economic outcomes are also appropriate for studying many aspects of observational climate-change data. Greenhouse gas emissions, such as carbon dioxide, nitrous oxide, and methane, are a major cause of climate change as they cumulate in the atmosphere and reradiate the sun’s energy. As these emissions are currently mainly due to economic activity, economic and climate time series have commonalities, including considerable inertia, stochastic trends, and distributional shifts, and hence the same econometric modeling approaches can be applied to analyze both phenomena. Moreover, both disciplines lack complete knowledge of their respective data-generating processes (DGPs), so model search retaining viable theory but allowing for shifting distributions is important. Reliable modeling of both climate and economic-related time series requires finding an unknown DGP (or close approximation thereto) to represent multivariate evolving processes subject to abrupt shifts. Consequently, to ensure that DGP is nested within a much larger set of candidate determinants, model formulations to search over should comprise all potentially relevant variables, their dynamics, indicators for perturbing outliers, shifts, trend breaks, and nonlinear functions, while retaining well-established theoretical insights. Econometric modeling of climate-change data requires a sufficiently general model selection approach to handle all these aspects. Machine learning with multipath block searches commencing from very general specifications, usually with more candidate explanatory variables than observations, to discover well-specified and undominated models of the nonstationary processes under analysis, offers a rigorous route to analyzing such complex data. To do so requires applying appropriate indicator saturation estimators (ISEs), a class that includes impulse indicators for outliers, step indicators for location shifts, multiplicative indicators for parameter changes, and trend indicators for trend breaks. All ISEs entail more candidate variables than observations, often by a large margin when implementing combinations, yet can detect the impacts of shifts and policy interventions to avoid nonconstant parameters in models, as well as improve forecasts. To characterize nonstationary observational data, one must handle all substantively relevant features jointly: A failure to do so leads to nonconstant and mis-specified models and hence incorrect theory evaluation and policy analyses.
