Digital Resources: Chile’s Centro de Investigación y Documentación (CIDOC) and Anti-Communism in the 1964 Elections

The Documentation Center of the Contemporary History of Chile (CIDOC), which belongs to the Universidad Finis Terrae (Santiago), has a digital archive that contains the posters and newspapers inserts of the anti-communist campaign against Salvador Allende’s presidential candidacy in 1964. These appeared in the main right-wing newspapers of Santiago, between January and September of 1964. Although the collection of posters in CIDOC is not complete, it is a resource of great value for those who want to research this historical juncture, considering that those elections were by far the most contested and conflicting in the history of Chile during the 20th Century, as it implicted the confrontation between two candidates defending two different conceptions about society, politics, and economics. On the one hand, Salvador Allende, the candidate of the Chilean left; on the other, Eduardo Frei, the candidate of the Christian Democracy, coupled with the traditional parties of the Right. While the technical elements of the programs of both candidates did not differ much from each other, the political campaign became the scenario for an authentic war between the “media” that stood up for one or the other candidate. Frei’s anticommunist campaign had the financial aid of the United States, and these funds were used to gather all possible resources to create a real “terror” in the population at the perspective of the Left coming to power. This chapter focuses on the right wing's astonishingly successful efforts to privatize public goods and services. Privatization has been one of the highest priorities of the right wing for many years, and the chapter shows how it threatens both labor and democracy. Intentionally blurring the lines between public and private institutions, private companies and market forces undermine the common good. This chapter documents the history of privatization in the United States, from President Reagan's early efforts to Clinton and Gore's belief in private markets. Showing how privatization undermines democratic government, the chapter describes complex contracts that are difficult to understand, poorly negotiated “public–private partnership” deals, and contracts that provide incentives to deny public services. With huge amounts of money at stake, privateers are increasingly weighing in on policy debates—not based on the public interest but rather in pursuit of avenues that increase their revenues, profits, and market share. Privatization not only destroys union jobs but also aims to cripple union political involvement so that the corporate agenda can spread unfettered. Nevertheless, community-based battles against privatization have succeeded in many localities, demonstrating the power of fighting back to defend public services, public jobs, and democratic processes.

Right-wing extremist and populist parties operate in a rather difficult social and political environment in Germany, rendering notable electoral success fairly improbable, especially when compared to other European countries. The main reason for this is the continuing legacy of the Nazi past. Nevertheless the neo-Nazi National Democratic Party of Germany (NPD) managed to gain substantial votes in recent Land elections and became the leading force in the right-wing extremist political camp. Its success is attributable to rightwing extremist attitudes in some parts of the electorate in connection with a widespread feeling of political discontent. Nevertheless, it is questionable whether the NPD will be able to transform these attitudes into a viable ideological basis for two main reasons. On the one hand, maintaining a neo-Nazi ideology makes the NPD unattractive to many potential voters. On the other hand, given its internal power struggles and severe financial problems, the party may be unable to meet its challenges in organizational terms.

The history of modern psychiatry includes a legacy of coercion and infamous physical and mechanical treatments, on the one hand, and progress in human rights, particularly patient rights, on the other. The purpose of this article is to remind readers that this modern progress in psychiatry is more apparent than real. The author’s experience with recent cases in the mental health courts is discussed in order to demonstrate the ongoing abuse of human rights in psychiatry. A brief look at other aspects of the current mental health climate in the United States is also provided, along with considerations of informed consent.

The Right Reverend Monsignor William T. Russell, pastor of Saint Patrick's Church in Washington, D.C., since 1908 and reputedly one of the finest preachers in the country, agreed to an unusual interview during the spring of 1912. Five other clergy, including a rabbi, likewise participated in separate sessions with the same Protestant minister. The resulting six semiautobiographical accounts appeared as a weekly series in Collier's magazine at midyear. Unlike the companion pieces, however, the article devoted to Msgr. Russell appeared at a particularly timely moment. On the one hand, the Pan-American Thanksgiving Day celebration, although just three years old, seemed well on the way toward becoming an annual observance that neither the president of the United States nor the Latin American diplomatic contingent could slight idly. Yet, on the other hand, the article heralded a major Protestant protest that would call the entire basis of the celebration into public and even political question. Upon assuming the presidency in 1913, an unsuspecting Woodrow Wilson would find himself inadvertently drawn into an interdenominational dispute over the special Catholic service. Embarrassed to the point of privately admitting a clumsy mistake, Wilson eventually yielded to the critics and finally withdrew his support from an implied experiment in the cultural extension of a famous holiday.

In the Rich Collection of the New York Public Library there is a manuscript, Apuntes ligeros sobre los Estados Unidos de la América Septentrional, in which a Spanish diplomat and author, Valentín de Foronda, gives his impressions about the United States of America.We cannot say with certainty what the history of this manuscript is, but from the few scattered facts which we have we can come to certain conclusions. At the time when it was written, in 1804, there must have been more than one copy. The perfection of the manuscript and the fact that ft is not in Foronda’s handwriting, tends to indicate that it was recopied several times. It is probable that there were at least three sets of copies. The original he must have kept for himself. One, in all likelihood was given to his immediate superior, who at that time was Casa Irujo. A third set might have been sent to the Spanish Minister of State. It is my belief that the manuscript that has come down to us is the one he gave to the Ambassador Casa Irujo. The reason on which I base this, is that twenty years later, long after Foronda and Casa Irujo had died, Mrs. Casa Irujo became a personal friend of Obadiah Rich, the bibliographer, and used to be a frequent guest at his house in Madrid. Rich obtained the manuscript about this time and it is very probable that he got it from her. Where the other hypothetical copies are would be difficult to say. The set sent to the Spanish Minister of State must be buried in some Spanish archive. The other one which he kept for himself was more than likely confiscated by the Spanish authorities, along with his other papers, and was probably destroyed during Foronda’s trial of 1814.

This book is the fruit of twenty years’ reflection on Islamic charities, both in practical terms and as a key to understand the crisis in contemporary Islam. On the one hand Islam is undervalued as a global moral and political force whose admirable qualities are exemplified in its strong tradition of charitable giving. On the other hand, it suffers from a crisis of authority that cannot be blamed entirely on the history of colonialism and stigmatization to which Muslims have undoubtedly been subjected – most recently, as a result of the “war on terror”. The book consists of seventeen previously published chapters, with a general Introduction and new prefatory material for each chapter. The first nine chapters review the current situation of Islamic charities from many different viewpoints – theological, historical, diplomatic, legal, sociological and ethnographic – with first-hand data from the United States, Britain, Israel–Palestine, Mali and Indonesia. Chapters 10 to 17 expand the coverage to explore the potential for a twenty-first century “Islamic humanism” that would be devised by Muslims in the light of the human sciences and institutionalized throughout the Muslim world. This means addressing contentious topics such as religious toleration and the meaning of jihad. The intended readership includes academics and students at all levels, professionals concerned with aid and development, and all who have an interest in the future of Islam.

From the 1880s, states and self-governing colonies in North and South America, across Australasia, and in southern Africa began introducing laws to regulate the entry of newly defined “undesirable immigrants.” This was a trend that intensified exclusionary powers originally passed in the 1850s to regulate Chinese migration, initially in the context of the gold rushes in California and the self-governing colony of Victoria in Australia. The entry and movement of other populations also began to be regulated toward the end of the century, in particular the increasing number of certain Europeans migrating to the United States. It is perhaps unsurprising, then, that Britain followed this legal trend with the introduction of the 1905 Aliens Act, although it was a latecomer when situated in the global context, and certainly within the context of its own Empire. The Aliens Act was passed in response to the persecution of Eastern European Jews and their forced migration, mainly from the Russian Empire into Britain. It defined for the first time in British law the notion of the “undesirable immigrant,” criteria to exclude would-be immigrants, and exemptions from those exclusions. The Aliens Act has been analyzed by historians and legal scholars as an aspect of the history of British immigration law on the one hand, and of British Jewry and British anti-Semitism on the other. Exclusion based on ethnic and religious grounds has dominated both analyses. Thus, the Act has been framed as the major antecedent to Britain's more substantial and enduring legislative moves in the 1960s to restrict entry, regulate borders, and nominate and identify “undesirable” entrants effectively (if not explicitly) on racial grounds.

Purpose – The purpose of this paper is to analyze the circumstances that have conditioned the development of education in Spain from the enlightenment to the present day. Design/methodology/approach – Multidisciplinary scientific approach that combines the interpretation of the legal texts with the revision of the doctrinal and theoretical contributions made on the issue. Findings – From the beginning of the nineteenth century, the history of education in Spain has been marked by constant fluctuations between the reactionary instincts, principally maintained by the Catholic Church and the conservative social classes, and the progressive experiments, driven by the enlightened and the liberals first, and the republicans and the socialists later. As a consequence of that, the fight for finishing with illiteracy and guaranteeing universal schooling underwent permanent advances and retreats, preventing from an effective modernization of the Spanish educative system. On the one hand, renewal projects promoted by teachers and pedagogues were inevitably criticized by the ecclesiastical hierarchy, obsessed with the idea of preserving the influence of religion on the schools. On the other hand, successive governments were weak in implementing an educational policy which could place Spain at the level of the other European and occidental nations. Originality/value – At the dawn of the twenty-first century, although the country has overcome a good part of its centuries-old backwardness, increasing economic difficulties and old ideological splits keep hampering the quality of teaching, gripped by neoliberal policies which undermine the right to education for all. The reading of this paper offers various historical clues to understand this process.

A few hours before his sudden death last year in Bonn, Hajo Holborn remarked that in spite of the ill health of his last years his life had been a happy one. He had an unusually successful career in his beloved profession, first as a young man in Germany, then as a leading scholar in his field in the United States; and he was able to finish his magnum opus,A History of Modern Germany, before his death. Its first volume appeared in 1959; its third and last, in 1969. As a disciple of Wilhelm Dilthey and of Friedrich Meinecke, Holborn gave special attention to the “realm of ideas,” to the religious, intellectual, and artistic achievements of Germany. While he wrote primarily political history and succeeded in ordering the mass of information which he provides into a meaningful narrative which holds the reader's interest, the high points are his discussion of the thinkers and poets from Germany's rapid cultural rise in the late eighteenth century to its decline after the mid-nineteenth century. One of the best of these subchapters is the one on Marx and Engels, a masterpiece of objectivity. It is to be found in the second volume of theHistory, though chronologically Marx and Engels belong in the third volume, which covers the period from 1840 to 1945. (After all, the two young men met and their public activity began only after 1840 and their thought and dedicated life began to exercise their impact only decades later.) By 1945, when Holborn's History ends, Marx had become the most widely known German, whose influence shaped history on a worldwide scale and to a degree surpassing by far that of the other great German with whom Holborn starts hisHistory, Martin Luther.

Many commentaries on the recent American elections conclude that the United States has taken a long-term move to the right. This shift seemingly began in the late sixties as a reaction to the turmoil occasioned by militant, sometimes violent protest tactics used by the civil rights and antiwar movements, and by the sharp challenge to traditional values encompassed in the changes in family and sex behavior, dress styles, the increased use of drugs, and the like. The Republicans have been victorious in four out of the last five presidential elections, those held from 1968 on. Only one of these, that in 1968, was close, but in that contest a right-wing and racist candidate, George Wallace, received 13 percent. The one election of the five which the Democrats won, that in 1976, was the first one after Richard Nixon's resignation following the Watergate scandal.Yet the conclusion that America has been in a conservative mood for some time is challenged by the results of the races for Congress and state offices and by the findings of the opinion polls. In 1984, in the same election in which Ronald Reagan received 59 percent of the vote, eight percent more than in 1980, his party lost two seats in the Senate and gained only 14 in the much larger House, leaving it behind the Democrats by 252 to 183. The Democrats still hold 34 of the 50 governorships, down by only one. Judged by which party holds most electoral offices, the Democrats remain the majority party.
