Anecdotal evidence suggests a link between online message boards and the rise of far-right movements, which have achieved growing electoral success globally. Press accounts and scholarship have suggested these message boards help to radicalize like-minded users through exposure to shared media insulated from cross-cutting viewpoints (e.g., Hine et al. 2017 ; Palmer 2019). To better understand what role online message boards might play for supporters of right-wing populist movements, we focus on the Spanish political party Vox and its supporters’ use of the message board ForoCoches, a fan site for car enthusiasts, which became an important platform for the party. Using more than 120,000 messages collected from threads mentioning the party between 2013–2019, we examine the URLs shared to show how mainstream news media events shape the conversation online and how users not only were exposed but deeply engaged with cross-cutting news sources. We argue that the use of sites such as ForoCoches should be viewed in the context of a broader increasingly hybrid political and media landscape where activity online and offline cannot be understood separate from one another. Moreover, our findings suggest that the online political discussions that take place in Vox-related threads on ForoCoches resemble normatively positive deliberative spaces—albeit in this case in support of illiberal political positions. In other words, our findings complicate conventional notions about the benefits of political talk, especially online, as a democratically desirable end in and of itself.

The 73rd Amendment to the Constitution of India was introduced with a stated legislative intent of reserving not less than a third of seats for women in institutions of local self-government, the three-tier panchayati raj institutions. That amendment is considered a milestone in India’s project of empowerment of women. This paper evaluates the power and prestige of the post of an adhyaksha (chairperson) of a zila (district) panchayat (council) in general, and in particular the status of women elected to the post during 2016 in the state of Uttar Pradesh (UP). Analysing the candidature, electoral success, electoral practices and subsequent functioning of zila panchayat adhyakshas (ZPAs), the authors argue that despite seats being reserved for women, no meaningful political empowerment of women has occurred in UP. The paper questions the efficacy of the indirect mode of election of ZPAs in bringing about empowerment of women, arguing that indirect elections enable powerful ruling elites to use women as proxies, subverting the legislative intent of the 73rd Amendment. The paper therefore proposes electoral reforms.

Abstract A voluminous literature documents that citizens' perceptions of democracy are shaped by electoral victories and defeats, but what reasoning do citizens use to evaluate parties as winners or losers? Drawing on research on partisan-motivated reasoning, I propose an own-party bias in winner–loser evaluations according to which voters evaluate the electoral fate of their party more favourably than that of other parties. Data gathered in the aftermath of the Danish parliamentary election in 2015 support this expectation. Citizens are more inclined to interpret the election outcome as successful for their preferred party, regardless of the actual election result. This is more pronounced the stronger their partisan attachment and among the less politically knowledgeable, who also assign less importance to objective indicators of electoral success. The findings have implications for our understanding of electoral winners and losers and of how electoral results shape party support and polarization.

ABSTRACTWhile the increase of women in elected office has received much scholarly attention, less attention has been paid to the dynamics of resisting gender quotas in countries that fail to adopt such measures despite regional and international pressure. We develop a context-sensitive typology of affirmative action measures that includes gender quotas and funding incentives and explore determinants of electoral candidates’ positioning in the context of Zambia. Using a sequential mixed-methods approach and unique data, we examine how candidates of different gender, party affiliation, and level of electoral success position themselves when asked to choose between different options. Intriguingly, electoral success and party allegiance – whether a candidate is affiliated with a current or former government party – are more important than gender. This finding is relevant for the debate on feminist democratic representation by showing that candidates are likely to have their more radical views muted when getting into position.

Abstract The objective of our paper is to analyse the political activity of Polish, and Slovak, women in EP elections; we aim to determine, among other things: whether gender quotas are a decisive factor for women’s electoral success, or do other factors result in an increase/decrease in the number of female candidates and the number of women MEPs? What are the particular characteristics of women representing Poland, and Slovakia, in the EP? What was their path to the EP? Which (conservative, liberal) parties are more willing to put women forward in EP elections? Poland introduced the so-called gender quotas into the electoral system, while Slovakia does not have such legal solutions in place. However, when comparing Slovakia to the situation in Poland, it can be stated that although there is a system of election quotas in Poland, its practical implementation may be purely theoretical. In percentage terms, the number of Slovak women elected to the European Parliament (except 2019) was significantly higher than in Poland, even though there is no quota system in the Slovak Republic. The success of Polish, and Slovak, women in the elections to the EP of the 9th term is the result of many factors, which include so-called electoral engineering (quotas, gender balance, first and second places on lists), electoral strategy of a party, but above all, political and social activity of the women themselves. We consider the last factor to be determinant in this respect.

Abstract The research paper analyses key words found in pre-election communication of electorally successful political parties, based on which the main communication differences among those parties and the specifics of pre-election communication, as well as the pre-election discourse as a whole, are identified. Research material consists of political parties’ microblogs published on individual political parties’ Facebook profiles in the period from January 1, 2020 to February 28, 2020, with a reference corpus formed by the total of these microblogs. The analysis showed professionalization of political communication, the use of new, but also traditional ways of interaction with the electorate, pre-election communication based on the presentation of candidates, offensive and combative tone of the most successful parties, self-presentation, hints of persuasive and manipulative techniques, topic points of electoral programmes, but also thematic neutrality and non-specificity that suggest smaller electoral success.

The Swiss People’s Party (Schweizerische Volkspartei [SVP]) has increased its territorial extensiveness and organisational intensiveness in recent years, and has professionalised its strategies of communication. This article analyses the dynamics characterising the SVP’s organisation. It shows that with its locally rooted presence and its effort to generate ideological coherence, the party has embraced the “mass party” organisational model. It additionally assesses the extent to which the SVP’s centralised power at the federal level is conducive to the party’s further electoral success. Having considered both the party at national level and three of its most important cantonal branches, the article argues that the organisational dominance of the SVP’s central leadership was beneficial for the party’s electoral strength but will lead to tensions with cantonal and local branches, which are largely in charge, to build and maintain an active base.

This article analyses the formal and lived organisation of the Alternative für Deutschland (AfD, Alternative for Germany). We show that the party is exceptional among what is usually understood as the populist radical right (PRR) party family, at least from an organisational perspective: The AfD sharply contradicts the “standard model” of PRR party organisation, which emphasises “charismatic” leadership and the centralisation of power as key features. Instead, studying the AfD’s efforts to adopt some elements of a mass-party organisation and its relatively decentralised decision-making underlines the importance of “movement-party” strategy, collective leadership, and internal democracy—concepts that are usually associated with Green and left-wing parties. Our analysis shows how the party’s organisation is essential for understanding its development more broadly as it reflects and reinforces sharp intra-party conflict. From this perspective, the case of the AfD sheds new light on the relationship between PRR party organisation and electoral success, indicating the importance of strong ties to parts of society over effective internal management as long as demand for anti-immigration parties is high. We conclude that even though AfD quickly built up a relatively inclusive organisational structure, the role of both its leadership and its rank-and-file is still a matter of controversy.

Abstract It is striking that economists in particular firmly believe in the benefits of rule-binding, even though this belief runs counter to the standard assumption of economic theory that we humans are self-interested and therefore extremely resourceful when it comes to circumventing inconvenient government regulations, e.g. taxes. In Public Choice Theory, politicians are even assumed to have nothing but self-interest as their guiding motive for action. Why then, in this world of thought, should ultra-self-interested politicians of all people adhere to simple rules such as the debt brake instead of bypass them, if – as is also assumed in this model world all that matters to them is short-term electoral success, for which government debt can be helpful.
