Educating Landowners on Forest-Based Alternative Income Streams in North Carolina: Program Evaluation and Lessons Learned

Abstract Forest-based payments for ecosystem services markets have grown considerably in recent years. Besides timber products from harvests, forests offer multiple nontimber and intrinsic benefits, which could be important sources of income for landowners. In summer 2019, we organized four region-specific educational workshops all across North Carolina to educate landowners, Extension agents, and natural resource professionals about these alternative forest-based income streams. In this article, we cover the topics included in those workshops, postworkshop evaluation, and lessons learned from those events, which provide useful insights for Extension and outreach professionals in program design and delivery in forest-based payments for ecosystem service markets. Study Implications This article presents the details of a program, postworkshop evaluation, and lessons learned, which serve as useful guidelines for Extension and outreach educators in designing and delivering similar programs in forest-based alternative income streams. Although markets for ecosystem services are improving worldwide along with increasing research and outreach efforts in forest-based intrinsic benefits, results from evaluation surveys suggest that attendees had limited knowledge in forest carbon markets, wetland mitigation banking, and conservation easements in North Carolina. More region-specific Extension and outreach programs highlighting the locally available nontimber market options are recommended all across the country. Similarly, partnerships with other state agencies and institutions in program planning, advertisement, and delivery would improve effectiveness of similar Extension and outreach programs.

States are rapidly modifying law and policy to increase access to the opioid antidote naloxone, and the provision of naloxone rescue kits (NRK) for use in the event of overdose is becoming increasingly common. As of late 2014 the majority of states had passed laws increasing naloxone access, and nearly as many have modified emergency responder scope of practice protocols to permit Emergency Medical Technicians (EMTs) and law enforcement officers to administer the medication. While the text of these laws is generally similar, their implementation varies among states.This article outlines experiences and lessons learned from two diverse states, Massachusetts and North Carolina. In Massachusetts naloxone access initiatives were well underway before formal legislative action occurred, while in North Carolina the passage of a naloxone access law served as a catalyst for the creation of new programs and facilitated the scale-up of existing ones. In both states legislative action was necessary to permit the prescription and dispensing of naloxone to the friends and family members of people who use opioids, a key legal change.

The Recovery Strategy for the Woodland Caribou (Rangifer tarandus caribou), Boreal Population in Canada (EC, 2012), identifies coordinated actions to reclaim woodland caribou habitat as a key step to meeting current and future caribou population objectives. Actions include restoring industrial landscape features such as roads, seismic lines, pipelines, cut-lines, and cleared areas in an effort to reduce landscape fragmentation and the changes in caribou population dynamics associated with changing predator-prey dynamics in highly fragmented landscapes. Reliance on habitat restoration as a recovery action within the federal recovery strategy is high, considering all Alberta populations have less than 65% undisturbed habitat, which is identified in the recovery strategy as a threshold providing a 60% chance that a local population will be self-sustaining. Alberta’s Provincial Woodland Caribou Policy also identifies habitat restoration as a critical component of long-term caribou habitat management. We review and discuss the history of caribou habitat restoration programs in Alberta and present outcomes and highlights of a caribou habitat restoration workshop attended by over 80 representatives from oil and gas, forestry, provincial and federal regulators, academia and consulting who have worked on restoration programs. Restoration initiatives in Alberta began in 2001 and have generally focused on construction methods, revegetation treatments, access control programs, and limiting plant species favourable to alternate prey. Specific treatments include tree planting initiatives, coarse woody debris management along linear features, and efforts for multi-company and multi-stakeholder coordinated habitat restoration on caribou range. Lessons learned from these programs have been incorporated into large scale habitat restoration projects near Grande Prairie, Cold Lake, and Fort McMurray. A key outcome of our review is the opportunity to provide a unified approach for restoration program planning, best practices, key performance indicators, and monitoring considerations for future programs within Canada.

A well-designed logic model shows inter-connections within components of outreach programs, community projects, grant proposals, and even the design of a graduate internship. The logic model is a systematic display of inputs, outputs, outcomes, and impact on a community. One may define community as any group of people with a common vision, purpose, or problem. Relationships among people are the focal point for a community and the logic model can be used as a tool for fostering open communication within the community. The logic model is typically one of three approaches in design: 1) theoretical, 2) outcomes-based, or 3) activities approach. Use of a logic model ensures accountability for stakeholders, a tool for generating a common vision, and a method for reporting far-reaching impact as a result of activities identified for the model.

Regional history museums are uniquely positioned to cultivate a sense of place for their visitors and are often called upon to steward thoughtful community dialogues. These duties are particularly important when a community is struggling to reconcile its past as it confronts contemporary issues. This essay explores Levine Museum of the New South’s K(NO)W Justice K(NO)W Peace initiative—a rapid-response exhibit and related programming cocreated with community members in the aftermath of the police-involved shooting of Keith Lamont Scott and the protest that unfolded in Charlotte, North Carolina, in September 2016. This essay interrogates the approaches, processes, and lessons learned as the Levine Museum sought to spark civil dialogue and understanding at a time when its community needed it most.

Even before FHWA's focus on ecosystem conservation as part of its vital goals, the North Carolina Department of Transportation (NCDOT) had begun to examine how and where compensatory mitigation was being implemented in the state. Over the past 4 years, NCDOT, the North Carolina Department of Environment and Natural Resources, and the U.S. Army Corps of Engineers–Wilmington District have partnered to redesign the mitigation process with one goal in mind: to create a compensatory mitigation program that delivers guaranteed environmental benefits. The result of these efforts is the Ecosystem Enhancement Program (EEP). Instead of focusing on individual highway project impacts, the EEP concept revolves around watershed plans and considers cumulative impacts associated with a given watershed. Accordingly, EEP provides cumulative mitigation for cumulative impacts. It was clear from the start that EEP was going to change fundamentally the goals, approach, and structure of providing mitigation in North Carolina. Although the mitigation experts knew how the mitigation process needed to change, they lacked expertise in how to manage that change. Not surprisingly, this has presented several hurdles that the sponsoring agencies are still trying to scale today. As implementation moves forward, many valuable lessons are being learned, which are laying the groundwork for successful change. This paper describes the origins of the EEP concept, outlines the implementation processes, discusses “change barriers” experienced and lessons learned, and provides an EEP progress report 2 years into the program's implementation.

Abstract Southern state forestry and lead environmental agencies were surveyed regarding their 1987 silvicultural nonpoint pollution control programs. Most states had voluntary control systems and employed educational programs to meet pollution control objectives. North Carolina and Virginia provided modest cost-share funds for water quality protection on forested lands, and Florida had an extensive quasiregulatory approach to water quality protection. In total, southern state agencies employed 24 full-year equivalent personnel and spent about $935,000 to administer forestry-related water quality protection programs. South. J. Appl.
