Summary A casual reading of the SPE/WPC (World Petroleum Congresses) Petroleum Reserves Definitions (1997) and the U.S. Securities and Exchange Commission(SEC) definitions (1978) would suggest very little, if any, difference in the quantities of proved hydrocarbon reserves estimated under those two classification systems. The differences in many circumstances for both volumetric and performance-based estimates may be small. In 1999, the SEC began to increase its review process, seeking greater understanding and compliance with its oil and gas reserves reporting requirements. The agency's definitions had been promulgated in 1978 in connection with the Energy Policy and Conservation Act of 1975 and at a time when most publicly owned oil and gas companies and their reserves were located in the United States. Oil and gas prices were relatively stable, and virtually all natural gas was marketed through long-term contracts at fixed or determinable prices. Development drilling was subject to well-spacing regulations as established through field rules set by state agencies. Reservoir-evaluation technology has advanced far beyond that used in 1978;production-sharing contracts were uncommon then, and probabilistic reserves assessment was not widely recognized or appreciated in the U.S. These changes in industry practice plus many other considerations have created problems in adapting the 1978 vintage definitions to the technical and commercial realities of the 21st century. This paper presents several real-world examples of how the SEC engineering staff has updated its approach to reserves assessment as well as numerous remaining unresolved areas of concern. These remaining issues are important, can lead to significant differences in reported quantities and values, and may result in questions about the "full disclosure" obligations to the SEC. Introduction For virtually all oil and gas producers, their company assets are the hydrocarbon reserves that they own through various forms of mineral interests, licensing agreements, or other contracts and that produce revenues from production and sale. Reserves are almost always reported as static quantities as of a specific date and classified into one or more categories to describe the uncertainty and production status associated with each category. The economic value of these reserves is a direct function of how the quantities are to be produced and sold over the physical or contract lives of the properties. Reserves owned by private and publicly owned companies are always assumed to be those quantities of oil and gas that can be produced and sold at a profit under assumed future prices and costs. Reserves under the control of state-owned or national oil companies may reflect quantities that exceed those deemed profitable under the commercial terms typically imposed on private or publicly owned companies.

The COVID-19 global pandemic unprecedently disturbed the education system in the United States and lead to the closure of all planetariums that were providing immersive science communication. This situation motivates us to examine how accessible the planetarium facilities were before the pandemic. We investigate the most important socioeconomic and geographical factors that affect the planetarium accessibility using the U.S. Census Bureau data and the commute time to the nearest planetarium for each ZIP Code Tabulated Area. We show the magnitude of the effect of permanent closure of a fraction of planetariums. Our study can be informative for strategizing the pandemic response.

This study is an intersectional investigation of how the first two international Swedish superstars, Jenny Lind (1820–1887) and Christina Nilsson (1843–1921), performed gender, race, nationalism, and class during their respective tours of the United States of America in 1850–1852 and 1870–1872. The purpose is to chart early transatlantic performances of Nordic white femininity and Swedishness as well as to discuss the symbolical values and associations that it signaled. I will argue that Lind and Nilsson set out a template of idealized Nordic white femininity in the U.S. and that they contributed to the growing identity and self-awareness of Swedish-Americans.

Diverse structural reforms were enacted in Mexico during 2013 and 2014. Since these reforms were made on the constitutional level, they must be translated into specific laws and regulations; and more importantly, they must be implemented in an efficient manner. As Mexico is experiencing this transformation, its relations with United States are also evolving. This transition will probably imply new challenges with regard to different aspects of the bilateral relationship. Considering that the U.S. Congress plays a significant role in shaping those relations, the purpose of this article is to analyze some significant issues that have received or are likely to receive special attention in the U.S. Congress. This article is divided into seven sections. The first one presents an analysis of the complexity of U.S.-Mexico relations. The second part includes an explanation regarding Mexican reforms of 2013 and 2014, as well as the resulted transition in the bilateral relationship. The next four sections address significant pillars of this relationship: security, economy, migration, and energy. Each of these parts comprises a general overview of the U.S.-Mexico relations in that specific matter; a description of the views of the Mexican government and reforms of its constitutional and legal framework; and an analysis of the most relevant legislative actions that have recently taken place or are likely to receive attention in the U.S. Congress. The seventh section addresses other relevant aspects that should be taken into account in the policyand law-making processes.

ABSTRACT The Agreement of Cooperation Between the United States of America and the United Mexican States Regarding Pollution of the Marine Environment by Discharges of Hydrocarbons and other Hazardous Substances, signed in Mexico City in 1980, provides a framework for cooperation in response to pollution incidents that pose a threat to the waters of both countries. Under this agreement, MEXUSPAC organizes Mexican and U.S. response agencies to plan for and respond to pollution emergencies in the marine environment. The MEXUSPAC contingency plan designates the commandant of the Mexican Second Naval Zone and the chief of the U.S. Coast Guard 11th District Marine Safety Division as the MEXUSPAC Cochairmen, and defines on-scene commanders, joint operations centers, and communications protocols that would be needed to coordinate the response to pollution incidents affecting both countries.

Abstract With the recent adoption of a DNA sequencing-based method for the species identification for seafood products by the U.S. Food and Drug Administration (FDA), a library of standard sequences derived from reference specimens with authoritative taxonomic authentication was required. Provided here are details of how the FDA and its collaborators are building this reference standard sequence library that will be used to confirm the accurate labeling of seafood products sold in interstate commerce in the United States. As an example data set from this library, information for 117 fish reference standards, representing 94 species from 43 families in 15 orders, collected over a 4-year period from the Gulf of Mexico, U.S., that are now stored at the Smithsonian Museum Support Center in Suitland, MD, are provided.

Using a Cumulative Resilience Screening Index (CRSI) that was developed to represent resilience to natural hazards at multiple scales for the United States, the U.S. coastal counties of the Gulf of Mexico (GOM) region of the United States are compared for resilience for these types of natural hazards. The assessment compares the domains, indicators and metrics of CRSI, addressing environmental, economic and societal aspects of resilience to natural hazards at county scales. The index was applied at the county scale and aggregated to represent states and two regions of the U.S. GOM coastline. Assessments showed county—level resilience in all GOM counties was low, generally below the U.S. average. Comparisons showed higher levels of resilience in the western GOM region while select counties in Louisiana, Mississippi and Alabama exhibited the lowest resilience (<2.0) to natural hazards. Some coastal counties in Florida and Texas represented the highest levels of resilience seen along the GOM coast. Much of this increased resilience appears to be due to higher levels of governance and broader levels of social, economic and ecological services.
