Japanese Peruvian Enemy Aliens during World War II

Seiichi Higashide was not an agent of the Japanese emperor or a pro-Axis immigrant, and yet he and more than 1,800 other Japanese Peruvians got caught up in a wave of anti-Japanese hysteria during World War II that led to their kidnapping, forced migration, and incarceration in hastily erected camps in Texas and New Mexico. Higashide and his family were detained as “illegal aliens” in an Immigration and Naturalization Service detention facility in Texas alongside thousands of other foreigners in other camps spread across the Southwest. After the war, Higashide and his family worked at Seabrook Farms, a food processing complex in New Jersey, which was essentially a prison work camp. In the 1950s, the Higashides became US citizens, but the trauma of detention and racism remains with the family. The Higashides’ story reveals the intersection between US empire, national security, and immigrant detention.

This chapter analyses the earliest of the New Zealand coming-of-age feature films, an adaptation of Ian Cross’s novel The God Boy, to demonstrate how it addresses the destructive impact on a child of the puritanical value-system that had dominated Pākehā (white) society through much of the twentieth century, being particularly strong during the interwar years, and the decade immediately following World War II. The discussion explores how dysfunction within the family and repressive religious beliefs eventuate in pressures that cause Jimmy, the protagonist, to act out transgressively, and then to turn inwards to seek refuge in the form of self-containment that makes him a prototype of the Man Alone figure that is ubiquitous in New Zealand fiction.

The article is devoted to the features of the wartime culture. The source was a unique collection of letters from the fronts of World War II, written by political instructor Arkady Georgievich Endaltsev. The war led to the breakdown of familiar cultural models. It is important to understand how, adaptation to new standards occurred on an individual level. For A. Endaltsev, family care practices were a way to bridge cultural gaps. They are reflected in the letters. There, framed by ideologically verified stamps, one can find financial assistance to the family, control over the education of the daughter, the need for a continuous flow of information about the life of the wife and children.

The National Security Council, created by the National Security Act of 1947, is the instrument through which the President obtains the collective advice of the appropriate officials of the executive branch concerning the integration of domestic, foreign, and military policies relating to the national security. An outline of the genesis of this new governmental agency will indicate in part its present rôle.Even before World War II, a few far-sighted men were seeking for a means of correlating our foreign policy with our military and economic capabilities. During the war, as military operations began to have an increasing political and economic effect, the pressure for such a correlation increased. It became apparent that the conduct of the war involved more than a purely military campaign to defeat the enemy's armed forces. Questions arose of war aims, of occupational policies, of relations with governments-in-exile and former enemy states, of the postwar international situation with its implications for our security, and of complicated international machinery.

While preparing a revised treatment of the family Combretaceae for “Flora of India Project,” our attention was drawn on Terminalia paniculata Roth (1821: 383) which was described on the basis of a specimen collected by Benjamin Heyne from peninsular India. The species is well documented in Indian Floras (e.g. Wight & Arnott 1834, Beddome 1869, Brandis 1874, Clarke 1878, Cooke 1903, Talbot 1911, Gamble 1919 and Chandrabose 1983). Gangopadhyay & Chakrabarty (1997) in their revision of the family Combretaceae of Indian subcontinent mentioned that the type of this species is not extant. The type material of T. paniculata housed in the Berlin herbarium (B; herbaria acronyms follow Thiers 2017) was presumably destroyed during the World War II. In the Kew herbarium (K), there is a collection by Benjamin Heyne (K000786096: image!) identified and listed in Wallich’s Numerical List as T. triopteris B.Heyne ex Wallich (1831: no. 3980B). This material contains two twigs, one flowering and the other fruiting and this appears to be a specimen not seen by Roth (1821) since he clearly mentioned in the protologue: “Fructum non vidi.” Thus, as per the provisions of the Code (Mc Neill et al., 2012), as there is no other extant original material (Article 9.7) traceable, a neotype (Articles 9.11 and 9.13) is designated here for T. paniculata from Peninsular India, where Benjamin Heyne made botanical explorations (Burkill, 1965). The neotype specimen is housed in the Central National Herbarium, Botanical Survey of India, Howrah, India (CAL) and its duplicate in the Madras Herbarium, Botanical Survey of India, Southern Regional Centre, Coimbatore, India (MH).

The establishment of the Oder-Neisse border between Poland and Germany, as well as the westward shift of Poland’s eastern border resulted in migration for tens of millions in regions that had already been devastated by nearly a decade of forced evacuation, flight, war and genocide. In Poland, postwar authors such as Gdańsk’s own Stefan Chwin and Paweł Huelle have begun to establish a fascinating narrative connecting now-Polish spaces with what are at least in part non-Polish pasts. In Germany, meanwhile, coming to terms with a past that includes the Vertreibung, or forced migration, of millions of Germans during the mid-1940s has been limited at best, in no small part on account of its implication of Germans in the role of victim. In her 2010 debut novel Katzenberge, however, German author Sabrina Janesch employs a Polish migration story to connect with her German readers. Her narrator, like Janesch herself, is a young German who identifies with her Polish grandfather, whose death prompts her to trace the steps of his flight in 1945 from a Galician village to (then) German Silesia. This narrative, I argue, resonates with Janesch’s German audience because the expulsion experience is one with which they can identify. That it centers on Polish migration, however, not only avoids the context of guilt associated with German migration during World War II, but also creates an opportunity to better comprehend their Polish neighbors as well as the geographical spaces that connect them. Instead of allowing border narratives to be limited by the very border they attempt to define, engaging with multiple narratives of a given border provide enhanced meanings in local and national contexts and beyond.

This chapter considers the end of the Cold War as well as its implications for the September 11 attacks in 2001, roughly a decade after the Cold War ended. While studying the Cold War, the chapter illustrates how memory and values as well as fear and power shaped the behavior of human agents. Throughout that struggle, the divergent lessons of World War II pulsated through policymaking circles in Moscow and Washington. Now, in the aftermath of 9/11, governments around the world drew upon the lessons they had learned from their divergent national experiences as those experiences had become embedded in their respective national memories. For policymakers in Washington, memories of the Cold War and dreams of human freedom tempted the use of excessive power with tragic consequences. Memory, culture, and values played a key role in shaping the evolution of U.S. national security policy.
