This chapter focuses on the politics of foreign policy. It recounts the bitter, and ultimately crippling, political brawls that Eisenhower, Bush, and Obama fought over their foreign policies. The chapter dives into Eisenhower’s battle with “America First” nationalists and his disagreements over national security with Senators Robert A. Taft and Joseph McCarthy. It discusses some of the forces undergirding Bush’s humiliating defeat after only one term in office, including the wounds inflicted by a resurgent “America First” movement and populist leaders such as Pat Buchanan and Ross Perot. The chapter documents the political turbulence of the Obama years, including his defining struggle against those who ridiculed his foreign policies as weak and defeatist. Finally, the chapter charts the role of Taft, McCarthy, Buchanan, and Perot in shaping the combustible politics of foreign policy in the 2010s and today.

This chapter investigates the central role of trust-building for the George H. W. Bush administration and its crucial significance in navigating the political transformations of 1990–91. Portraying Bush's foreign policy as driven by an effort to establish trust among adversaries to minimize risk and maintain order, this chapter shows how Bush and his key advisers, Secretary of State James A. Baker III and National Security Advisor Brent Scowcroft, crafted a strategy of personal diplomacy and caution. Analyzing in particular the demise of the Soviet Union in late 1991 as well as the 1990–91 Kuwait crisis, the chapter highlights the Bush administration's prioritization of reliability, steadfastness, and personal relationships in fostering a culture of mutual trust as key assets for U.S. foreign policy before.

This chapter examines the role of energy in foreign policy by focusing on Russia’s decision in 2006 to temporarily stop the flow of natural gas to the Ukraine, along with its impact on European markets. It first explains how energy contributes to national prosperity and underwrites national security, noting that states now desire energy security in the same way that they desire military and economic security. It then considers the political significance of energy during the post-Cold War years before discussing the ‘gas spat’ between Russia and Ukraine. It also explores the European energy insecurity dilemma that followed the spat and shows that much of the current tensions afflicting Europe and Russia are driven by an inability to manage energy security as a potent area of foreign policy.

The history of the formation of South Africa as a single state is closely intertwined with events of international scale, which have accordingly influenced the definition and development of the main characteristics of the foreign policy of the emerging state. The Anglo-Boer wars and a number of other political and economic events led to the creation of the Union of South Africa under the protectorate of the British Empire in 1910. The political and economic evolution of the Union of South Africa has some specific features arising from specific historical conditions. The colonization of South Africa took place primarily due to the relocation of Dutch and English people who were mainly engaged in business activities (trade, mining, agriculture, etc.). Connected by many economic and financial threads with the elite of the countries from which the settlers left, the local elite began to develop production in the region at an accelerated pace. South Africa’s favorable climate and natural resources have made it a hub for foreign and local capital throughout the African continent. The geostrategic position is of particular importance for foreign policy in South Africa, which in many ways predetermined a great interest and was one of the fundamental factors of international involvement in the development of the region. The role of Jan Smuts, who served as Prime Minister of the Union of South Africa from 1919 to 1924 and from 1939 to 1948, was particularly prominent in the implementation of the foreign and domestic policy of the Union of South Africa in the focus period of this study. The main purpose of this article is to study the process of forming the mechanisms of the foreign policy of the Union of South Africa and the development of its diplomatic network in the period from 1910 to 1948.

This chapter is the first of two to explore United States President Thomas Jefferson’s approach to the Tripolitanian War. It argues that Jefferson sought to protect and expand American commerce whilst eroding the trade networks of England and France as means of gaining a stronger position in the international economy. It suggests that Jefferson’s use of commerce as a tool of foreign policy was not related to pacifism and diplomacy, but rather an extra arm of defence on the world stage. It provides a thorough exploration of Jefferson’s political and economic motives for the war, and in doing so compares Jefferson’s speeches to the language of Realpolitik. It also explores the advocacy of economic warfare; and details the feud between Jefferson and Hamilton concerning British rule. It concludes that the Tripolitanian War can be considered a component of a larger geopolitical strategy to defend and advance the political and economic interests of America. It also asserts that historians should treat this war within the nineteenth-century political sphere, and refrain from making comparisons to twenty-first century American foreign policy.

AbstractThis article examines how Roberto Leydi and Giovanna Marini, two important figures of the Italian ‘folk revival’, negotiated diverse American cultural influences and adapted them to the political context of Italy in the 1950s and 1960s. I argue that American musical traditions offered them valuable models even as many Italian intellectuals and artists grew more critical of US society and foreign policy. To explore this phenomenon in greater depth, I take as examples two particular moments of exchange. I first discuss American folklorist Alan Lomax's research in Italy and its impact on Leydi's career. I then examine how Marini employed American talking blues in order to reject US society in her first ballad, Vi parlo dell'America (I Speak to You of America) (1966). These two cases provide specific examples of how American influence worked in postwar Italy and the role of folk music in this process.

To gain a comprehensive understanding of the relationships of elite/citizen preferences and strategies—and its consequent impact on the perceived role of their countries in the greater international system—it is necessary to put an emphasis on interactions within and across contrasting areas of the formerly communist world. Until recently, the systematic investigation of foreign policy-making processes has been a relatively neglected dimension within the general domain of post-communist studies. During the mid-to-late 1990s, various scholars addressed ideological redefinition in post-communist states. Other scholars have addressed the foreign policy trajectory of the newly independent states from the perspective of governance, institutional structure, and state capacity. Among the analytic tools that have been adopted to evaluate the international activities of post-communist states in recent years is the burgeoning concept of “multi-vector” foreign policy. However, due to the vast cross-regional scope and complexity of the former Soviet region, it has become more analytically useful to identify this group of countries in terms of their location in separate and respective geographic subregions. Two regional overviews provide a synthesis of the four analytic foci: national identity, political transition, rationality, and regionalism. The first offers an assessment of the foreign policy decisions and strategies of the Baltic republics since 1990–1. The second evaluates the foreign relations between the Russian Federation and the five independent republics of Central Asia.

Foreign policy analysis (FPA) deals with the decision-making processes involved in foreign policy-making. As a field of study, FPA overlaps international relations (IR) theory and comparative politics. Studies that take into account either sex, women, or gender contribute to the development of knowledge on and about women in IR, which is in itself one of the goals of feminist scholarship. There are two main spheres of feminist inquiries when it comes to foreign policy: the role of women as sexed power holders involved in decision-making processes and power-sharing in the realm of foreign policy-making, and the role of gendered norms in the conduct and adoption of foreign policies. Many observers insist that feminism and foreign policy are linked only by a marriage of convenience, designed to either acknowledge the political accomplishments of women in the sphere of foreign policy such as Margaret Thatcher and Indira Ghandi, or bring attention to so-called “women’s issues,” such as reproduction rights and population control. Scholarship on women and/or gender in relation to foreign policy covers a wide range of themes, such as the role of women as political actors in decision-making processes and organizational structures; women’s human rights and gender mainstreaming; the impact of various foreign policies on women’s lives; and the concept of human security and the idea of women’s rights as a valid foreign policy objective. Three paradigms that have been explored as part of the study of women in comparative politics and IR are behavioralism, functionalism, and rational choice theory.

This lecture includes an attempt to answer the question: what the connection of Mao Zedong, Zhou Enlai and Zhu De was, and what conditions contributed to the fact that both Zhou Enlai and Zhu De did not share the fate of the political opponents of Mao Zedong, inter alia Liu Shaoqi, Wang Ming, Gao Gang and others. Recognizing the political reality of China of the period from the creation of the CPC to the death of the heroes, the synthetic approach shows their resumes, and an attempt was taken to involve the most important facts to answer the questions, inter alia about civil, war of national liberation, domestic and foreign policy of China implemented in accordance with the provisions of the Communist Party of China and the role of the heroes in shaping the cultural and civilisation order after the declaration of the establishment of the People’s Republic of China.
