Constructing Organizations: The Example of Public Sector Reform

This chapter discusses the social construction of organizations and the way in which this is influenced by the theoretical concept of organization. It considers examples from recent publicsector reforms in several European countries, including Denmark, France, Germany, Great Britain, and Sweden, as well as in Australia and New Zealand. Constructing organizations involves the setting up or changing of entities in such a way that they come to resemble the general and abstract concept of organization. It is argued that traditional public services in many countries have lacked some of the key aspects of organization. They can be described, at the most, as conspicuously ‘incomplete’ organizations.

The New Zealand public management model is a product of 1980s and 1990s enthusiasm for replacing hierarchy and centralised bureaucracies with contracts and market-like methods for delivering public services. Fervour for change from tradition is illustrated by the titles of these books published in 1992, a high-water mark for public sector reform in New Zealand: Liberation Management (Peters, 1992), Reinventing Government (Osborne and Gaebler, 1992) and Breaking through Bureaucracy (Barzelay, 1992).

In the bicultural context of Aotearoa New Zealand, Māori (people of the land) and Tauiwi (the other tribe, i.e. Pākehā and other non-indigenous New Zealanders), continue to be represented in binary opposition to each other. This has real consequences for the way in which health practitioners think about and respond to Māori. Reflecting on ideas explored in my PhD thesis, I suggest that Māori identity is much more complex than popular representations of Māori subjectivity allow. In this article I offer an alternative narrative on the social construction of Māori identity by contesting the idea of a singular, quintessential subjectivity by uncovering the other face/s subjugated beneath biculturalism’s preferred subjects.
