An African Perspective on Global Governance

This chapter examines the challenging idea of an African perspective on global governance. The extraordinary diversity of continental Africa in terms of religious beliefs, political institutions, social structures, and economic outlooks makes it a daunting task to discern a distinct African perspective. To avoid overgeneralization, homogenization, and essentialization of the different views that may exist, the chapter focuses on the African Union (AU) to represent a collective African position on global governance, arguing that global governance is thus viewed in relational terms. In this context, the steering capacity (i.e. governance) is the responsibility of the entire community and not the responsibility of a select few. This collectivist-driven conception of global governance is reflected in the way African states seek to exercise their agency on global issues and in the global system. The relational idea adds another dimension to the rationalistic ideas embedded in conventional narratives of global governance.

This article examines the development of Wagnerism in late-nineteenth-century Spain, focusing on how it became an integral part of Catalan nationalism. The reception of Wagner's music and ideas in Spain was determined by the country's uneven economic development and the weakness of its musical and political institutions—the same weaknesses that were responsible for the rise of Catalan nationalism. Lack of a symphonic culture in Spain meant that audiences were not prepared to comprehend Wagner's complexity, but that same complexity made Wagner's ideas acceptable to Spanish reformers who saw in the composer an exemplar of the European ideas needed to fix Spanish problems. Thus, when Wagner's operas were first staged in Spain, the Teatro Real de Madrid stressed Wagner's continuity with operas of the past; however, critics and audiences engaged with the works as difficult forms of modern music. The rejection of Wagner in the Spanish capital cleared the way for his ideas to be adopted in Catalonia. A similar dynamic occurred as Spanish composers tried to meld Wagner into their attempts to build a nationalist school of opera composition. The failure of Tomás Bréton's Los amantes de Teruel and Garín cleared the way for Felip Pedrell's more successful theoretical fusion of Wagnerism and nationalism. While Pedrell's opera Els Pirineus was a failure, his explanation of how Wagner's ideals and nationalism could be fused in the treatise Por nuestra música cemented the link between Catalan culture and Wagnerism.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

US-Venezuelan relations display both confrontation and cooperation. Chinese relations with Venezuela are a most likely case for rebellion against the global governance system over which the US presides. This chapter makes a structuralist argument, arguing that the way that the three countries are positioned within global and regional governance structures conditions the underlying character of their relations with each other. Simply put, the US, China, and Venezuela have very different interests and capabilities and their structural positions in South America explain why the increased Chinese presence in Venezuela is neither a threat to the US nor does it substantially aid Venezuelan intentions toward multi-polarizing the region or world. To make this argument, the chapter assumes that US foreign policy toward Venezuela is informed by its position as regional hegemon, Chinese foreign policy toward Venezuela is informed by its position as an extra-regional commercial state, and Venezuelan foreign policy toward both is informed by its position as a petrostate.

There are a few “easy fixes” or “work-arounds” that may appear to dispel the tension between the gender-egalitarian political agenda and a commitment to politically liberal legitimacy. First, we might argue that those who oppose gender egalitarianism are unreasonable, and thus fall outside the justificatory community that liberalism is committed to respecting. Second, we might argue that gender-norm-compliant choices are non-voluntary, and so need not be respected within liberal political institutions. Finally, we might argue that the gendered division of labor violates basic liberties, and so can be politically remediated on those grounds, even if the means of remediation are controversial. This chapter addresses each possibility and shows why they are not promising fixes. The main goals are to show that the problem is genuine and cannot be easily dispelled by some tempting quick fixes, and in so doing to clear the way for consideration of more promising solutions.

This article focuses on some of the challenges of teaching science in a culture where science and religion sometimes appear to be or are set at odds with each other. Apparent conflicts between scholarly claims and religious claims are not limited to science, however — they occur in almost every subject. Many topics included in science education are acknowledged as controversial issues, for example, evolution, cloning, abortion and genetic engineering. These issues pose problems for science teachers, especially in a religiously based culture, because of the nature of the conflict between the implications of a scientific study of some of these issues and religion. Some other issues may not formally conflict with religion but teachers' views, or the way they interpret the religious view regarding these controversial issues, can create a false contradiction, which might influence their performance and, in turn, influence their students' learning. Therefore, there is a need to understand teachers' personal religious beliefs and practices around some of these, and the way their beliefs influence their performance in the classroom. This article describes a study conducted to address these needs. The study looks at the role and influence of religion on the science teacher's performance. The findings highlighted the powerful influence of teachers' religious beliefs in dealing with or gaining new knowledge (the epistemology and the ontology of science). Also, the findings found that teachers' religious beliefs are among the major constructs that drive teachers' ways of thinking and classroom practices about scientific issues related to religion.
