This chapter argues that a complete account of a state’s legitimacy must evaluate not only its powers and its institutions, but also its officials. It gives reasons for separate evaluation of officials before suggesting that, to be legitimate, officials who claim a state’s authority must seek to improve the legitimacy of both the state’s powers and institutions. In exercising the state’s authority, officials owe relational duties towards those subject to the state’s powers and institutions. Finally, the chapter emphasizes that an assessment of the ‘micro-legitimacy’ of officials may be integrated with a pluralist dimension of ‘macro-legitimacy’, in which the state is one among many claimants of authority, one among many principals with official agents.

The aim of the article is to study the politics of memory of the Second Polish-Lithuanian Commonwealth in the 1920s–1930s in Western Ukraine associated with the restoration of the Polish statehood. The methodology of scientific research is based on general scientific and special historical methods, including the basic principles of historical perception. The principles of historicism and scientific character of research enabled the author to recreate the politics of memory of the Second Polish-Lithuanian Commonwealth in Western Ukraine in all its complexity and diversity, as well as in interrelation and interdependence with the events of that time. The principle of objectivity facilitated the consideration of the outlined problems taking into account objective historical patterns and a critical analysis of the reference database. The principle of consistency provided the means to form a complete account of the corresponding commemorative practices. The scientific novelty of the research lies in the fact that for the first time the problem of reflecting the historical subject of the restoration of Poland in the political power of memory in Western Ukraine is studied on the basis of a big archive database. As a result, the author comes to the conclusion that the "memory" of the state restoration was actively implemented throughout its territory, including Western Ukraine. Due to the corresponding politics of memory, the Polish authorities tried to integrate Western Ukraine into a single social and cultural space, the creation of which was quite a difficult task for the postwar Poland. Historical subjects and various kinds of commemorations became unified on the entire territory of the state. Some of the local subjects, for example, "Lviv Eaglets" or the battles of legionnaires near Kostiukhnivka became national, and strengthened the position of the Polish state narrative in Western Ukrainian region. The author argues that the activity of memorialization in Western Ukrainian cities led to the filling of the memory space with Polish symbols. The paper considers the issue of formalism and monotony of Polish commemorative practices in Western Ukraine.

AbstractThis paper presents the state of research on Hobbes in France these last 7-8 years. First of all, it explains how the generation of forerunners in the 1970s and 1980s has been replaced by the birth of a vigorous French school of Hobbes scholars in the 1990s and then by a new generation of academics during the recent years. The first part of this paper deals with the institutions and the institutional life concerned with Hobbes in France (Centre Hobbes, Groupe Hobbes, conferences, etc.). The second part is devoted to eight recent monographs on the English philosopher. The third one is focused on various collections of papers as well as special issues. The fourth part reckons five recent translations into French of some of Hobbes's works (Elements of Law, Latin Leviathan, Vitae, De cive). The whole gives a complete account of the intense activity of scholars on Hobbes in France today, including works that are about to be published.

AbstractPopulism is a particular type of constitutional pathology; a brand of groupthink in which a leader establishes a direct connection with the people and, by virtue of this connection, is able to govern outside the established constitutional processes of the state. This Article reflects on the interaction between populism and political parties. It argues that one of the roles of political parties is to act as a medium between political elites and the people; a medium that can, or should, enable the people to exercise control over this elite through their membership of parties. Populism therefore presents a threat to the proper operation of political parties, and the proper operation of political parties correspondingly threatens populism.This Article begins by reflecting on the nature of populism. It does not pretend to provide a complete account of that phenomenon, but rather aspires to identify one strand of populist rule: A particular type of connection between the leader and her people. Second, the paper reflects on the constitutional role of political parties. Whilst political parties have often been treated critically in British constitutional scholarship, it will be argued that they are essential to the success of the democratic process: Modern representative democracy cannot function in their absence. Finally, these two sections of the paper will be drawn together: One explanation for the rise of populism is the weakness of political parties, and one way of combating, or mitigating, populism is for the state, and the citizenry, to support and facilitate parties. This Article suggests a correlation between the decline of political parties and the rise of populism, but it cautiously avoids making claims of causation. It could be that the decline of political parties leads to the rise of populism, as voters who are faced with a choice of superannuated parties turn, instead, to charismatic individuals. Or it could be that the rise of populism leads to the decline of political parties, as voters develop a direct relationship with leaders and, as a result, cease to engage with each other within the context of parties. Or, perhaps, these interactions might occur together, forming a feedback loop, with the decline of parties leading to the rise of populism which, in turn, hastens party decay.

Various authors have emphasized the spatial information resident in an electron micrograph taken with adequately coherent radiation. In view of the completion of at least one such instrument, this opportunity is taken to summarize the state of the art of processing such micrographs. We use the usual symbols for the aberration coefficients, and supplement these with £ and 6 for the transverse coherence length and the fractional energy spread respectively. He also assume a weak, biologically interesting sample, with principal interest lying in the molecular skeleton remaining after obvious hydrogen loss and other radiation damage has occurred.

Two methods of identifying language disordered children are examined. Traditional approaches require attention to relatively superficial morphological and surface syntactic criteria, such as, noun-verb agreement, tense marking, pluralization. More recently, however, language testers and others have turned to pragmatic criteria focussing on deeper aspects of meaning and communicative effectiveness, such as, general fluency, topic maintenance, specificity of referring terms. In this study, 54 regular K-5 teachers in two Albuquerque schools serving 1212 children were assigned on a roughly matched basis to one of two groups. Group S received in-service training using traditional surface criteria for referrals, while Group P received similar in-service training with pragmatic criteria. All referrals from both groups were reevaluated by a panel of judges following the state determined procedures for assignment to remedial programs. Teachers who were taught to use pragmatic criteria in identifying language disordered children identified significantly more children and were more often correct in their identification than teachers taught to use syntactic criteria. Both groups identified significantly fewer children as the grade level increased.
