Vocational Rehabilitation and Employment Outcomes

This chapter identifies some of the main barriers and available supports that allow students with disabilities to participate in vocational rehabilitation (VR) transition programs. VR is a US federal program that attempts (as one of its goals) to introduce students with disabilities to employment experiences while they are still in school. The program uses access to paid internships and vocational counseling among several other components as key mechanisms to pursue its objectives. The chapter describes how the program is introduced from a best-practices perspective and proposes a conceptual model that highlights the individual, organizational, and contextual factors affecting employment outcomes for youth with disabilities. It also introduces the concept of entrepreneurship as another way to support the transition of high school youth with disabilities and discuss the implications of VR programs and supports on the employment outcomes of youth with disabilities.

The authors examined vocational rehabilitation service and outcome differences between youth with disabilities who participated in a model transition intervention and youth with disabilities who did not. The transition model featured research-supported components integrated into a single service model and implemented across 11 Maryland school districts from 2007 to 2013. Using administrative data extracted from the Maryland Division of Rehabilitation Services, several major findings emerged. Model participants experienced a shorter time from eligibility to development of the Individual Plan for Employment, but longer open cases; received more job-related services and less assessment and diagnostic services; cost less to serve; achieved significantly higher employment rates at case closure; and worked slightly fewer hours and earned less per week at closure. These results signify implications for vocational rehabilitation practice with students and youth with disabilities, especially in the context of transition service requirements of the Workforce Innovation and Opportunity Act.

Preparing youth to become active and independent citizens is a critical goal for all societies. However, youth with disabilities are less likely to achieve the same adult outcomes as their non-disabled peers. Although there is a growing body of research that has identified best practices regarding the facilitation of youth with disabilities from school to an inclusive adult life, many teachers do not have the requisite skills or knowledge to facilitate this process. This chapter explores best practices in transition education for teachers beyond the academic content, identifying eight key strategies that should inform teacher preparation programs. Using a case study from Iran, this chapter critically reflects on the relevance of these strategies in an international context, where inclusion and education of students with disabilities is an emerging field.

This study describes an intervention developed to implement several best transition practices with a high risk/high need population. In all, 116 students with disabilities from a charter school for dropouts participated. All students were interviewed at different points in time to track their progress as they completed the program. Records of participant’s activities and outcomes were collected. Results suggest a positive impact on students’ graduation rate (95%), enrollment in vocational rehabilitation (100%), proportion of students obtaining certificates for employment (56%), and paid internship (37%). Overall, 35% of the vocational rehabilitation cases were closed successfully with students meeting the 90-day employment requirement after graduation. Results inform future work on the implementation of interventions designed to help low-income minority youth with disabilities.

BACKGROUND: Students with disabilities often experience numerous challenges in terms of finding employment. Given the important role of vocational rehabilitation counselors in supporting employment activities for these students, a need exists for identifying effective strategies that increase employment outcomes for this population. OBJECTIVE: The objective of this scoping review is to examine and describe successful research- based interventions on pre-employment transition services for students with disabilities that can be used by vocational rehabilitation counselors. METHODS: The search strategy examined literature from 1998 through 2017 focused on vocational rehabilitation counselors, students with disabilities, and elements related to pre-employment transition services. Articles included American, European, and Australian literature published in English. RESULTS: This review identified a number of research-based interventions that support employment outcomes for students with disabilities. CONCLUSIONS: The research-based interventions identified in this scoping review can help vocational rehabilitation counselors consider effective strategies for increasing employment outcomes for students with disabilities.

Communicating mobile security threats and best practices has become a central objective due to the ongoing discovery of new vulnerabilities of mobile devices. To cope with this overarching issue, the goal of this paper is to identify and analyze existing threats and best practices in the domain of mobile security. To this extent, we conducted a literature review based on a set of keywords. The obtained results concern recognizable threats and established best practices in the domain of mobile security. Afterwards, this outcome was put forward for consideration by mobile application users (n = 167) via a survey instrument. To this end, the results show high awareness of the threats and their countermeasures in the domain of mobile applications. While recognizing the risks associated with physical and social factors, the majority of respondents declared the use of built-in methods to mitigate the negative impact of malicious software and social-engineering scams. The study results contribute to the theory on mobile security through the identification and exploration of a variety of issues, regarding both threats and best practices. Besides this, this bulk of up-to-date knowledge has practical value which reflects in its applicability at both the individual and enterprise level. Moreover, at this point, we argue that understanding the factors affecting users’ intentions and motivations to accept and use particular technologies is crucial to leverage the security of mobile applications. Therefore, future work will cover identifying and modeling users’ perceptions of the security and usability of mobile applications.

The purpose of this study is twofold: (a) to examine the relationship between individual factors and rehabilitation outcomes of transition youth with disabilities receiving state vocational rehabilitation services and (b) to determine the contextual effects of state unemployment rate on the employment outcomes of transition youth and its potential interactions with personal and service factors. Hierarchical generalized linear modeling was used to analyze Rehabilitation Services Administration Case Service Report (RSA-911) data for fiscal year 2013. Results show that state unemployment rates were found to moderate the relationships between some demographic and service variables and successful competitive employment. These results indicate the importance of contextual variables, such as state unemployment rates, and their impact on the predictive strength of specific personal and service variables on employment outcomes of youth with disabilities. Implications for vocational rehabilitation services and policy, and future research are discussed.

Abstract This study has two main objectives: (i) to analyse the effect of travel characteristics on the spreading of disease, and (ii) to determine the effect of COVID-19 on travel behaviour at the individual level. First, the study analyses the effect of passenger volume and the proportions of different modes of travel on the spread of COVID-19 in the early stage. The developed spatial autoregressive model shows that total passenger volume and proportions of air and railway passenger volumes are positively associated with the cumulative confirmed cases. Second, a questionnaire is analysed to determine changes in travel behaviour after COVID-19. The results indicate that the number of total trips considerably decreased. Public transport usage decreased by 20.5%, while private car usage increased by 6.4%. Then the factors affecting the changes in travel behaviour are analysed by logit models. The findings reveal significant factors, including gender, occupation and travel restriction. It is expected that the findings from this study would be helpful for management and control of traffic during a pandemic.
