This chapter introduces L-PEST model as the proposed tool for better understanding the fields are influenced by motivations and adaptation policy on FLOSS of public authorities and governments. Software usage in the public sector is a highly complex topic. In the confines of this chapter the selected case studies will show consideration to the vastly different needs and capacities and the different approaches and motivations towards the utilization of FLOSS by governments and/or local authorities. The primary objective of this chapter is to identify and describe the actors associated to the usage of FLOSS within and by the public sector. This chapter has made an attempt to fill this research gap and place the different actors into one complex model. It is hoped the proposed model assists better clarifying the intricate relationship between relevant factors. Nevertheless, much more research work is needed in the years to come. According to Michel Sapin, French Minister in charge of Public Administration and e-Government (2001), “The next generation e-government has two requirements: interoperability and transparency. These are the two strengths of open source software. Therefore, I am taking little risk when I predict that open source software will take a crucial part in the development of e- Government in the years to come.”

PurposeOrganisational decline has far-reaching, negative emotional and financial consequences for staff and customers, generating academic and practitioner interest in turnaround change processes. Despite numerous studies to identify the stages during turnarounds, the findings have been inconclusive. The purpose of this paper is to address the gap by defining these stages, or episodes. The characteristics of leaders affect the outcome of organisational change towards turnarounds. This paper focusses, therefore, on the leadership requirements during specific episodes, from the initial crisis to the full recovery phases.Design/methodology/approachA total of 11 semi-structured interviews were conducted with executives from the public sector in South Africa who went through or were going through turnaround change processes and 3 with experts consulting to these organisations.FindingsContrary to current literature in organisational change, this study found that, in these turnaround situations, leadership in the form of either an individual CEO or director general was preferable to shared leadership or leadership distributed throughout the organisation. This study found four critical episodes that occurred during all the public service turnarounds explored, and established that key leadership requirements differ across these episodes. The study shows how these requirements relate to the current literature on transactional, transformational and authentic leadership.Practical implicationsThe findings on the leadership requirements ultimately inform the selection and development of leaders tasked with high-risk turnaround change processes.Originality/valueFour episodes with corresponding leadership requirements were established in the particular context of public sector turnaround change processes.

The South African cabinet adopted policy recommendations from the Government Information Technology Officer's Council pertaining to Free and Open-Source Software (FOSS). Even though the South African Cabinet has shown support for the use of FOSS through the enactment of a policy, the adoption of open source software in electronic records management seems to be slow. Proprietary software continues to be adopted and used by most public institutions, including local and provincial municipalities in South Africa. Therefore, this study aimed to investigate factors that may influence the adoption and use of FOSS for electronic records management by South African municipalities. The study adopted a qualitative research approach to collect data from 10 purposively selected municipalities in Gauteng. Data were analysed and presented thematically to address the research question. The findings of this study suggest that municipalities in Gauteng are not adopting FOSS for electronic records management as expected. This study established that top management support, reliability, affordability of the software, inadequate capability, contracts with proprietary software providers, organisational culture and organisational support are some of the factors that contributed to the low uptake when it comes to the adoption of Free and Open-Source Software by the municipalities.

Modern cell phones are required to receive and display alerts via the Wireless Emergency Alert (WEA) program, under the mandate of the Warning, Alert, and Response Act of 2006. These alerts include AMBER alerts, severe weather alerts, and (unblockable) Presidential Alerts, intended to inform the public of imminent threats. Recently, a test Presidential Alert was sent to all capable phones in the U.S., prompting concerns about how the underlying WEA protocol could be misused or attacked. In this paper, we investigate the details of this system and develop and demonstrate the first practical spoofing attack on Presidential Alerts, using commercially available hardware and modified open source software. Our attack can be performed using a commercially available software-defined radio, and our modifications to the open source software libraries. We find that with only four malicious portable base stations of a single Watt of transmit power each, almost all of a 50,000-seat stadium can be attacked with a 90% success rate. The real impact of such an attack would, of course, depend on the density of cellphones in range; fake alerts in crowded cities or stadiums could potentially result in cascades of panic. Fixing this problem will require a large collaborative effort between carriers, government stakeholders, and cellphone manufacturers. To seed this effort, we also propose three mitigation solutions to address this threat.

The popularity of Open Source Software (OSS) in developing countries is quiet evident from its widespread adoption across government departments and public sector organizations. The use of OSS saves economic resources of cash starved countries, provides an opportunity to promote e-government, and to utilize their resources in other sectors. Many developing countries have a large pool of skilled developers who can modify the source code of the OSS at a very low cost. Many governments in developing and developed countries have switched to OSS which probably encourages others to follow the trend. It was not possible to follow the adoption trend in all the developing countries but the usage of OSS in countries like India, Brazil, and Venezuela provides us an insight. The successful adoption of OSS requires thorough analysis of its advantages as well as the issues associated with it. This chapter will provide an overview of OSS, characteristics of OSS developers, and their motivation to volunteer by contributing in OSS projects, followed by the advantages and issues associated with OSS.
