PurposeThis paper examines how a “quasi-formal” organisation in a developing country engages in informal means of organising and decision-making through the use of calculative measures.Design/methodology/approachThe paper presents a case study of a large-scale indigenous manufacturing company in Ghana. Data for the study were collected through the use of semi-structured interviews conducted both onsite and off-site, supplemented by informal conversations and documentary analysis. Weber's notions of rationalities and traditionalism informed the analysis.FindingsThe paper advances knowledge about the practical day-to-day organisation of resources and the associated substantive rational calculative measures used for decision-making in quasi-formal organisations operating in a traditional setting. Instead of formal rational organisational mechanisms such as hierarchical organisational structures, production planning, labour controls and budgetary practices, the organisational mechanisms are found to be shaped by institutional and structural conditions which result from historical, sociocultural and traditional practices of Ghanaian society. These contextual substantive rational calculative measures consist of the native lineage system of inheritance, chieftaincy, trust and the power concealed within historically established sociocultural practices.Originality/valueThis paper is one of a few studies providing evidence of how local and traditional social practices contribute to shaping organising and decision-making activities in indigenous “quasi-formal” organisations. The paper extends our understanding of the nexus between “technical rational” calculative measures and the traditional culture and social practices prevailing in sub-Saharan Africa in general, and Ghana in particular.

Purpose The rising proportion of internet users in Sub-Saharan Africa and the lack of analytical techniques, as decision support systems, in choosing among alternative internet service providers (ISPs) by consumers underpin this study. The purpose of this paper is to propose an approach for evaluating high-speed internet service offered by ISPs in a sub-Saharan African country. Design/methodology/approach Using a sample size of 150, pairwise comparisons of two ISPs along five criteria of cost, usability, support, reliability and speed were performed by ten person groups of university students working in various organizations in Ghana and undertaking an online Six Sigma Course. Geometric means were employed to aggregate the scores in 15 groups, and these scores were then normalized and used as input into an analytical hierarchy process grid. Findings The results show that consumers of internet services highly emphasize the cost attribute of internet provision in their decision making. On the other hand, it was realized that consumers least emphasize the support provided by ISPs in their decision making among alternative ISPs. Originality/value This study has sought to provide an analytical framework for assessing the quality of service provided by alternative ISPs in a developing economy’s context. The evaluating criteria in this framework also reveal the key consumer requirements in internet service provision in a developing economy’s environment. This, to a large extent, will inform the marketing strategies of existing ISPs in Ghana as well as prospective ones intending to enter the Ghanaian market. Besides, the National Communication Authority, a regulator of communication services provision in Ghana, will be informed about the performances of the ISPs along five performance criteria. This is expected to aid in their regulatory functions.

PurposeTop-down pressure from donors, public sector inefficiencies and fund deficits have steered the introduction of public–private partnerships (PPPs) in sub-Saharan Africa. However, PPP activities in the water sector have been quite insignificant compared to other infrastructure sectors in this region. In addition, a number of water PPPs have encountered great difficulties and subsequent failures. This study aims at unveiling the underlying reasons behind failures.Design/methodology/approachThis study has classified the failure types of water PPPs and reviewed the development of water PPPs in sub-Saharan Africa to identify failed ones. Eight failed case studies are completed through the rigorous approach of event sequence mapping.FindingsNine root causes of water PPP failure are identified through a thorough examination of these failed water PPP cases and the interrelationships between these failure causes are established. The failure causes are further generalized through literature focusing on water PPP failures in developing countries and problematic issues that hinder the implementation of successful water PPPs across different Sub-Saharan African countries. Recommendations are provided for future improvements in carrying out water PPPs in Sub-Saharan Africa by learning past lessons and drawing experiences.Originality/valueThis is the first case study on water PPP failures in Sub-Saharan Africa from a construction management perspective. This study will help governments and the private sector in developing stronger future water PPPs.

The determinants of large-scale land acquisitions (LSLAs) are, in most cases, outside the traditional sales–buying land market, as they are often rented lands for long periods of time or exploitation licenses. Sub-Saharan Africa is among the most affected regions by this phenomenon for reasons related to its land policy, and includes 37% of the total LSLAs cases. The paper develops an econometric model based on a logarithmic OLS regression to identify the determinants of LSLAs in sub-Saharan Africa. As suggested by the literature, this analysis poses the total agricultural area acquired by country as dependent variable. Results show that investors prefer a country offering a sufficiently free trade economic context with a good level of agricultural productivity, thus allowing an easy investment process. Moreover, a country with a formal recognition of land rights is preferred, to have guarantees on their investment. The availability of water is also one of the main LSLAs drivers, as a natural limit of agricultural investments.


Subject EU-North Africa migration deals. Significance Large-scale migration movements from Sub-Saharan Africa, Turkey, and the Middle East and North Africa (MENA) region have challenged European governments in recent years, including stoking support for far-right/populist parties such as the French Front National, the Alternative for Germany, and the Austrian and Dutch freedom parties. Impacts EU member states’ ability to control the EU’s external borders is central to seeing off populist parties and restoring support for the EU. If Europeans believe their governments cannot control immigration, support for the extreme right will again increase. Were the far-right to come to power on the continent, the EU -- and its single market -- could be imperilled. However, high migration is unlikely to reorder EU politics to the benefit of the extreme right in the medium term.

Purpose The purpose of this paper is to investigate the relationship between corporate governance and records management in the context of higher education in Sub-Saharan Africa. Design/methodology/approach This is a qualitative research taking the form of a collective case study of six institutions. Findings That good records management can and does contribute to effective corporate governance and accountability. However, this relationship is not necessarily present in all circumstances. Research limitations/implications That further corporatisation in higher education is likely to be supported by, and result in, better records management. Originality/value The paper proposes governance record keeping as an approach to managing records and documents in the world of governance, audit and risk.

Purpose The purpose of this paper is to measure individual intellectual capital (IC) of academic staff as well as to test its impact on the employability readiness of future graduates and the reduction of the discrepancy between competencies developed and grades obtained with the help of two indicators, i.e. intellectual capital indicator (ICI) and employability readiness indicator (ERI). While ICI measures the level of a teacher’s competencies to be transmitted in the education process, ERI measures the level of a student’s competencies developed after completing relevant courses. Design/methodology/approach This is an empirical research carried out in the form of a case study. Regression model is applied to find the influence of ICI on ERI. The minimisation problem is set with relevant constraints to decrease the discrepancy between ERI and traditional grade point average (GPA). Findings The data were collected at one Kazakh university and from experts from academia and industry by means of documentary analysis, specialised tests and structured interviews. The direct impact of ICI on ERI is confirmed and the optimal level of ICI that permits an effective decrease in the discrepancy between ERI and GPA is identified. Research limitations/implications A longitudinal study covering more programmes is necessary to draw conclusions concerning causality. The application of ICI as a university’s management tool is shown. Originality/value The novelty of this study lies in providing a consistent and simple approach for calculating a teacher’s IC and its impact on a student’s employability readiness.

Purpose This study aims to explore the emergence and development of new industries, especially in the context of developing countries, by considering industry emergence and development as a large-scale institutional change or transition. Design/methodology/approach The authors conducted an inductive case study research on the emergence of the biopharmaceutical industry in a developing country. The data on the emergence and development of Iran’s biopharmaceutical industry during 1990 and 2018 were collected through semi-structured interviews, participation in meetings, visits to companies and analysis of archival texts. The data analysis was an inductive and iterative process. Findings In the emergence and development of the biopharmaceutical industry, there have been a few key agents, institutional entrepreneurs (IEs), in both the state and private sectors, who played main roles. Moreover, the most important type of knowledge which has been crucial for the decision-making of IEs has been informal, tacit and institutional knowledge. Furthermore, the authors identified a mechanism, inter-institutional circulation, as being most effective in the transfer of institutional knowledge among IEs. Originality/value The originality of this study is applying insights from institutional entrepreneurship and knowledge management literature to the extant literature on industry emergence and development.

Across the developing world, rural women suffer widespread gender-based discrimination in laws, customs and practices which cause severe inequalities in their ability to access, control, own and use land and limit their participation in decision-making at all levels of land governance. Most literature on land tenure in sub-Saharan Africa has presented women as a homogenous group. This study uses cases from Ohafia to show that women have differentiated problems, needs, and statuses in their quest for land access and tenure security. Ohafia in Abia State, Nigeria was the study area. The study employed both qualitative and quantitative methods including household surveys, semi-structured interviews, key informant interviews and observations. The experience of women revolved around fear of been cheated (19.7%), need a supporting hand (46.8%) and need approval from their husband (33.6%). The consequences of perceived exclusion and/or marginalization of women as revealed by women owner-occupiers are women subordination (70.2%) and marginalization of widow (29.8%). The study recommends the promotion of gender integration at all levels of projects and programmes by integrating gender perspectives in all future activities as it is required, for example, the FAO Gender Plan of Action and the UNCHS. To ensure gender inclusiveness in project and programme planning and in policy and decision-making, aiming towards a balanced representation of men and women in these bodies. Purpose The purpose of this paper is to investigate employment of positioning strategies in the retail bank sector of Sub-Saharan Africa, specifically using Ghana as the study context. In addition, it explores the applicability of western-based typology of positioning strategies in the Sub-Saharan African environment. Design/methodology/approach Six retail banks – three national and three foreign – are studied, each through an in-depth case study method: covert and participant observation techniques; and face-to-face interviews of chief executive officers, marketing managers, and bank branch managers provided data for the study. Findings The results show that the “service” positioning strategy is the most popular strategy employed by retail banks. “Value for money,” “attractiveness,” “brand name,” and “country of origin” positioning strategies are also dominant. “Top of the range” and “selectivity” strategies are minimally pursued by the sample of banks studied. The results reveal that both foreign and national retail banks employ multiple positioning strategies in the face of competition. However, foreign retail banks consistently employ a; large number of strategies relative to national retail banks. This paper supports the applicability of a western-derived set of positioning strategies in the Sub-Saharan African marketplace. Research limitations/implications This study closes a gap in the understanding of positioning, as well as filling the empirical gap in the application of positioning. In addition, it helps resolve a contextual gap of knowledge in Sub-Saharan Africa’s retail banking sector. Originality/value This study responds to Porter (1996), Clancy and Trout (2002), and Knox (2004) for continued empirical research in positioning in service industries and specifically in Sub-Saharan African economies (Coffie, 2014, 2016; Coffie and Owusu-Frimpong, 2014). Moreover, this research adds value to the banking and marketing literatures through a qualitative case study method, which is an important yet overlooked research method (Yin, 2009).

Purpose There is a view that strong preventative contracts are essential to control supplier opportunism and delivery during an outsourcing implementation. The purpose of this paper is to test the proposition that contractual project environments, typical of outsourcing engagements, are essentially conflictual and that context and circumstance can act to overwhelm formal contractual and project control and lead to poor outcomes. Design/methodology/approach The paper reports on a supply case study focussed on the outsourced delivery of an application development in the defence sector. Data were gathered by a participant observation in situ for a period of three years. A grounded analysis from observations, diaries, semi-structured interviews, focus groups, documentary analysis, and e-mails was carried out with six case organisations within the extended supply chain. Findings Collaboration between suppliers and buyers can be blocked by preventative fixed price contracts and as a result when requirements are incomplete or vague this adversely impacts success. Practical implications Strong contractual control focussed on compliance may actually impede the potential success of outsourcing contracts especially when collaborative approaches are needed to cope with variability in demand. Originality/value The research raises the important practical and conceptual notion that an outsourcing can be a conflictual inter-firm phenomenon especially where multiple actors are involved and business uncertainty is present.
