Purpose – Creativity is becoming one of the most powerful sources of competitive advantage in the modern economy. As more developed economies progress from the tertiary (or service-based) level to the quaternary (or knowledge-based) level, successful nurturing of creativity and innovation provides competitive advantages for industries and countries alike. The paper aims to discuss these issues. Design/methodology/approach – Based on the extant literature, a set of performance measures and metrics for the creative economy is proposed. Findings – A conceptual framework for developing a creative economy is presented, and measures and metrics to be used as a managerial tool for controlling performance in creative economies are provided. Research limitations/implications – Although the measures and metrics presented are based on the best available research, they are not empirically tested. Thus, the measures and metrics must be considered speculative and descriptive research is needed to validate their utility. Practical implications – Utilizing the performance measures and metrics identified in this research provides policy and decision makers with a foundation on which to build their local or regional economies. Originality/value – The research as presented contributes to the literature on the creative economy and is unique in its contribution to said literature.

Purpose – The purpose of this paper is to study the performance measures of world class manufacturing (WCM) and to establish relationship among them using interpretive structural modeling (ISM). Design/methodology/approach – The research paper presents a blend of theoretical framework and practical applications. In the paper, 16 performance measures are identified from literature survey and experts’ opinion, and then these are validated by questionnaire survey in India. Finally, ISM is used to obtain structural relationship among these performance measures of WCM. Findings – The results of the survey and the ISM methodology have been used to evolve the mutual relationships among these performance measures. Practical implications – The adoption of such an ISM-based model on WCM performance measures in manufacturing organizations would help managers, decision-makers and practitioners of WCM in better understanding of these performance measures and to focus on appropriate performance measures while implementing WCM in their organizations. Originality/value – Performance measures are of paramount importance for the implementation of WCM practices. Knowing the key performance measures and relationship among them can help many organizations to implement WCM practices. It is one of the foremost attempts to model performance measures of WCM. The paper provides useful insights into the WCM practitioners, consultants and researchers.

Purpose Science parks play an important role in development of technology and are able to stimulate economic growth of the countries. The purpose of this paper is to study the role that science and technology parks (STPs) play in growth of knowledge-based economy. Design/methodology/approach Key factors affecting the competitive advantages and the World Bank indicators resulting in knowledge-based economy were displayed in the form of a questionnaire which was examined by experts. The questionnaire was designed to evaluate main factors and sub-factors of competitive advantages of the institutions, including aspects of human resources, research and development and technology transfer, facilities, market development and to assess the main criteria of knowledge-based economy known as pillars of the overall economic performance, the institutional regime and economic incentives, innovation system, education and information technology and communications. Findings The obtained results from the study on competitive advantages were evaluated and analyzed by using SPSS software and the results of the review on development of knowledge-based economy were modeled by SmartPLS software with partial least squares method. Eventually, the obtained model was tested and analyzed. Originality/value This study is an original contribution to the theory of STPs and knowledge-based economy. It was initiated to examine the role of STPs in development of knowledge-based economy and presentation schematic model.

Purpose The purpose of this paper is to propose a quantitative methodology for setting targets in the framework of Balanced Scorecard (BSC) in order to achieve vision and goals. Design/methodology/approach Response Surface Methodology is proposed to find the significant relationships that should be included in the strategy map and the optimal values of performance measures are assessed by using the desirability function-based approach of RSM. The proposed method was created by reviewing the existing literature, modeling the problem, and applying it in an oil company. In fact, RSM is used to execute the design matrix, analyze the collected data, extract models, analyze the results, and optimize the procedures that generate multiple responses. Findings By applying this methodological design, a clearer picture of the relationships between strategic objectives is obtained and the influence of strategic objectives on one another is determined. Afterward, optimal values for performance measures are determined. Research limitations/implications This paper proposes a framework for constructing a strategy map and setting quantitative targets to translate the goals and strategies into corresponding performance measures and targets. Also, this paper presents a case study to demonstrate the applicability and effectiveness of the proposed approach. However, RSM-based techniques require a greater amount of data to generate more accurate results. Although the advent of the Information Age has forced organizations’ decision makers to provide sufficient information and data for business analysis, the data requirements of RSM-based techniques are met. Practical implications In practice, the process of setting targets for performance measures can be challenging in terms of reaching a consensus between managers and decision makers. The findings of this paper can offer a new approach for performance evaluation based on the BSC which allows the organization’s decision makers to reach a more accurate picture of the relationship model between organization goals and those objectives within the BSC. It also demonstrates how decision makers can be guided in the process of defining performance target values in the BSC method. Originality/value Reviewing the literature on setting quantitative targets within the framework of the BSC showed no prior study in which RSM is used. This approach has two main contributions: the associations among strategic objectives are investigated and obtained in an effective way which analytically identifies the direction and degree of the relations among the performance measures. Considering the performance evaluation structure based on the BSC, quantitative targets have been determined to help in achieving the long-term goals of the organization. The application of the proposed method in a company showed that the contributions of this research are not only theoretical, but practical as well.

Purpose The purpose of this paper is to evaluate the case of Kish, which is a small island off the coast of Iran, using the creative indicators of a creative economy. Design/methodology/approach Based on the extant literature, a set of performance measures and factors are identified for the creative economy. This set is mainly based on Florida’s theory on the creative class. The case of Kish Island is evaluated based on these indicators, and after analysis, conclusions are drawn. Findings Kish Island, with its numerous tourist attractions, shows remarkable creative industries that highlight the presence of the creative class and the development of a creative economy in this area. Originality/value The paper illustrates the model of a creative economy assessment for the small Kish Island and finally provides a good understanding of the concept of the creative economy as a key element of the creative city.

Purpose This study aims to assess future prospects for Russian energy exports until 2040, as global energy markets are undergoing major changes, with possible impacts on Russia. Design/methodology/approach Qualitative and quantitative approaches are integrated under a proposed foresight framework. The qualitative method involves an expert survey aimed at identifying major energy trends and their influence on Russia. As the trends are validated, an algorithm is proposed to assess the contribution of separate trends to Russian energy exports. Findings Experimental quantitative scenarios are conducted to assess the prospects for Russian energy exports until 2040 under the given exogenous scenario calculations of the IEA. Factor analysis allows for an assessment of the contribution of separate factors in dynamics of net energy imports into the regional economies. The future prospects for fossil fuels’ exports on regional markets are considered. Priority markets for Russian energy exporters are identified. Practical implications The results of the paper may be used by decision-makers for adjustments in the system of government policy or corporate strategy. Originality/value The paper provides an algorithm to assess energy export flows to macroregions based upon the synthesis of quantitative and qualitative information. Experimental scenario calculations of the Russian fossil fuels’ exports are provided. Strategic decision-making map is elaborated.

Purpose – This paper aims to investigate and provide insights on knowledge-based urban development (KBUD) in the context of emerging economies. KBUD has been an effective strategy and an opportunity for emerging economies for catching up with the developed economies. Design/methodology/approach – The paper scrutinizes the Multimedia Super Corridor (MSC) of Malaysia by focusing on the planning, development and orchestration of the knowledge corridor. Findings – The paper reveals a number of lessons and insights drawn from the development of MSC as the largest manifestation of the KBUD initiative in Malaysia. Originality/value – The paper provides lessons and recommendations on the planning, development and management of KBUD for emerging economies that are seeking a prosperous development.

Purpose The purpose of this paper is to draw a comparison of the Web traffic ranking, usage and popularity of websites of databases of reputed publishers, namely, ScienceDirect and Emerald Insight, that provide access on subscription basis with Sci-Hub, on the basis of data obtained from Alexa databank (www.alexa.com). Sci-Hub is a website that provides pirated open-access to the research literature, where piracy, according to The Economic Times (2020), refers to the unauthorized duplication of copyrighted content. Design/methodology/approach Under present study, the quantitative study of the collected data was carried out with help of descriptive research methodology. The Alexa databank was singled out as the source of data. This study crawled through Alexa databank on 01.12.2019 and collected relevant data regarding Sci-Hub, ScienceDirect and Emerald Insight using the search terms Sci-hub.tw, Sciencedirect.com and Emeraldinsight.com sequentially. Different criteria were taken into consideration, which include global traffic rank, the average number of page views per user, time taken for uploading, bounce rate, percentage of users, the number of in-links and daily time spent on the site. Findings The results of this study showed that ScienceDirect has the highest traffic rank and in-linking sites among the surveyed databases. But highest number of page visits were recorded for Sci-Hub with fastest downloading speed. It has also been observed that the users spent less time on ScienceDirect and Emerald Insight as compared to Sci-Hub. This study further observed that Sci-Hub has the lowest bounce rate. Users from both the developing and developed economies use the Sci-Hub, though the highest number of visitors belongs to the developing nations. Originality/value This study provides an overview of the performance of toll-based publishing databases with pirated database based on different criteria through World Wide Web. Though, this study in no way supports or endorses the unauthorized and illegal access to knowledge, but such data helps in depicting and analyzing how much a particular database is accessed by its users all over the globe and also determines and illustrates the time spent by users while accessing a specific database, thus, providing the user preferences in information seeking activities. This study provides an overall view of adoption of open resources.

Purpose – There are strong similarities and striking differences in Estonia's and South Korea's entrepreneurial ecosystems. The purpose of this paper is to seek to compare and contrast these two economies in terms of key indicators related to impacts, performance measures and determinants of entrepreneurship. Design/methodology/approach – The approach of this study can be described as theory building from multiple case studies. The analysis is based on secondary data from a number of sources related to impacts, performance measures and determinants of entrepreneurship. Findings – Among the major findings is that in order to shift to a higher gear, South Korea's entrepreneurial weakness must be addressed through broad institutional reforms that include the corporate governance, and policies and attitudes toward immigrants and immigration. In Estonia's case, while continuing attention must be paid to institutional reforms, immediate action is needed to improve policies that affect basic economic, technological and infrastructural conditions. Research limitations/implications – A crucial lesson from a comparison of these two economies is that multiple paths of entrepreneurial success exist. Practical implications – The lessons each can learn from the other to improve the entrepreneurial ecosystem are suggested. Other emerging, developing and less developed economies also have much to learn from the success paths of these two economies. Originality/value – This paper provides unique insights into alternative ways that emerging economies can follow to develop successful entrepreneurial ecosystems and achieve entrepreneurial success as well as advantages and limitations of the alternatives.

Purpose Creativity is an important skill for design teams to reach new and useful solutions. Designers often use one or more of creativity and innovation techniques (CITs) to achieve the desired creative potential during new product development (NPD). The selection of adequate CITs requires considerable expertise, given the multiple application contexts and the extensive number of techniques available. The purpose of this study is to present a creativity support system able to manage this amount of information and provide valuable knowledge to improve NPD. Design/methodology/approach This study presents a knowledge-based system prototype using artificial intelligence (AI) to support knowledge management on the selection of CITs for design. CITs assertion is modelled through a double inference process using five categories, correlating over 500 different entry scenarios to 24 implemented CITs. The techniques are classified according to: design stage, innovation focus, team relationship, execution method and difficult of use. Prototype outputs explanations on the inference process and chosen techniques information. Findings To demonstrate the system scope, two opposite design cases are presented. The system was validated by experts in knowledge management and mechanical engineering design. The validation process demonstrates relevance of the approach and improvement directions for future developments. Originality/value Though literature contains toolkits and taxonomy for CITs, no work applies AI to identify design scenarios, select best CITs and instruct about their use. Validators reported to know less than half of the available techniques, showing a clear knowledge gap among design experts.

Purpose Existing supply chain (SC) performance models are not able to cope with the potential of intensive SC digitalisation and establish a relationship between decisions and decision criteria. The purpose of this paper is to develop an integrated knowledge-based system (KBS) that creates a link between decisions and decision criteria (attributes) and evaluates the overall SC performance. Design/methodology/approach The proposed KBS is grounded on the fuzzy analytic hierarchy process (fuzzy AHP), which establishes a relationship between short-term and long-term decisions and SC performance criteria (short-term and long-term) for accurate and integrated Overall SC performance evaluation. Findings The proposed KBS evaluates the overall SC performance, establishes a relationship between decisions (long-term and short-term) and decision criteria of SC functions and provides decision makers with a view of the impact of their short-term or long-term decisions on overall SC performance. The proposed system was implemented in a case company where the authors were able to develop a SC performance monitoring dashboard for the company’s top managers and operational managers. Practical implications The proposed KBS assists organisations and decision makers in evaluating their overall SC performance and helps in identifying underperforming SC functions and their associated criteria. It may also be considered as a tool for benchmarking SC performance against competitors. It can efficiently point to improvement directions and help decision makers improve overall SC performance. Originality/value The proposed KBS provides a holistic and integrated approach, establishes a relationship between decisions and decision criteria and evaluates overall SC performance, which is one of the main limitations in existing supply chain performance measurement systems.
