Supporting delivery of diagnostic assessments for apprentices with undiagnosed additional needs

Purpose The purpose of this paper is to address the fact that under current Education Skills Funding Agency (ESFA) funding guidelines, diagnostic assessments for apprentices with additional learner needs are deemed an ineligible cost, which has the potential to reduce access to additional funding and support. Design/methodology/approach The approach of this paper is to critically evaluate the surrounding literature, government reports and Mencap review produced since the apprenticeship levy and present the implications of these funding guidelines relating to access to apprenticeships and the practical effects of apprentice’s experience and development. Findings The finding presented by this paper is that the definition of diagnostic assessments as an ineligible cost reduces the quality of training delivered by providers and assurances to apprentices that they will be fully supported from the start of their training. Research limitations/implications The limitation of this research was the minimal amount of government/ESFA documentation addressing this subject within apprenticeships. Practical implications The practical implications of this paper relate to the on-going delivery of apprenticeship training in the UK, and the detrimental effect of reducing access to diagnostic assessments for apprentices with undiagnosed additional learner needs under the current wording of the Education Skills Agency guidance. Social implications The government policy is currently under review to address this area which is considered an ineligible cost for supporting apprentices with recognised additional learner needs. Originality/value The value of this paper is to align with recent Mencap review and collaboratively readdress the ESFA’s current positioning of diagnostic assessments for apprentices with undiagnosed learning difficulties and disabilities as an ineligible cost and non-standardised requirement.

Purpose The purpose of this paper is to illustrate the history of relevant legislation before and after the 1971 Misuse of Drugs Act (MDA). Design/methodology/approach A chronological narrative of laws and reports with concluding discussion. Findings That UK legislators have not made use of the evidence base available to them and have favoured enforcement rather than treatment approaches. That current UK practice has exacerbated not contain the use of and harms caused by illegal drugs. Research limitations/implications The paper does not cover all relevant documents, especially those from non-governmental sources. Practical implications The practical implications centre on the failure of consecutive governments to reflect on and review the impact of current legislation, especially on people who use drugs. Social implications That the situations of people who use drugs are currently ignored by the government and those proven responses which save lives and reduce harm are rejected. Originality/value The paper attempts to show the historical contexts of control and dangerousness of which the MDA is one instrument.

Purpose Frameworks for understanding victim harm and vulnerability have become central to priority-setting and resource allocation for decision-makers in the police and government in the UK. This paper aims to look at the meaning of vulnerability in the context of fraud. Design/methodology/approach The research took a mixed methods approach, including analysis of national crime data (n = 61,902), qualitative data collected from interviews with practitioners (n = 107) and a survey of strategic lead officers in the police (n = 32). Findings There was a lack of clarity across practitioners and organisations in their understanding of vulnerability and the way it informed the police response to fraud, and a lack of resources and capability for identifying it. Research limitations/implications The authors invite reconsideration of the approach to fraud victims which have for too long been forgotten by response and support agencies. Practical implications We need to standardise and agree the definition of “vulnerability”; rethink eligibility levels; and refocus police on fraud victims taking vulnerability as a meaningful criterion in deciding who to support. Originality/value There is very little research on vulnerability and fraud victims; this paper, based on original research, fills this gap.

PurposeThis paper considers the accounting and accountability practices of the UK government’s response to COVID-19 for England, focussing on the first wave of the pandemic in 2020.Design/methodology/approachBased on a close reading of the news media and official reports from government departments, Parliament select committees and the National Audit Office, among others, this paper frames the UK government's uses of accounting and accountability in its response to COVID-19. This is by using the categories of “apparatuses of security”, Foucault's schematic of government for economising on the uses of state power.FindingsThe paper shows that an important role for accounting is in the process of enabling the government to gauge the extent of the crisis and produce calculations to underpin its response, what Foucault called “normalisation”. This role was unlike statistics and economics. The government relied most on monthly statistical reporting and budgeting flexibilities. By contrast, the multi-year Spending Review and financial reporting were not timely enough. That said, financial reporting fed into financial sustainability projections and enabled audit that could provide potential accountability regarding regularity, probity, value for money and fairness. The authors’ findings suggest that, conceptually, accountability should be added to the object–subject element of Foucault's apparatuses of security because of its significance for governments' ability to pursue crisis objectives that require popular assent.Practical implicationsIn view of the ongoing uncertainty, with the crisis extending over longer budget and financial reporting periods, a Spending Review is becoming ever more necessary for better planning, without limiting, however, the budget flexibilities that have proven so useful for rapid government responses. Moreover, the government should continue its accounting reforms post COVID-19 so that improved accountability and audit can contribute to enhanced future financial resilience.Originality/valueThis is the first paper to apply Foucault's notion of apparatuses of security to an analysis of government accounting and accountability practices.

Purpose – The Government of UK is committed to reducing Green House Gas emissions by 80 per cent based on the 1990 levels, by 2050. In order to achieve this reduction, the UK Government, along with their European counterparts, have implemented various directives and incentives, which progressively and incrementally are intended to move them towards this target. One such directive is the European Energy Performance of Buildings Directive, which sets the policy for achievement. The paper aims to discuss these issues. Design/methodology/approach – This paper seeks to examine the complexities of these changes when considered against the real world use and operation of buildings, most particularly at lease end. It explores the inter-relationship of landlord and tenant at lease expiry and renewal. Findings – It argues that the Energy Act regulations might have significant impact on the actions of landlords and tenants; both in advance of and shortly after the lease is determined. Practical implications – One of the key mechanisms contained within this directive for the reduction in emissions is the Energy Performance Certificate (EPC). An EPC must be produced where a building is being constructed, rented or sold. EPCs rate buildings on their asset energy performance and in conjunction with building regulations are becoming increasingly more stringent to achieve targets. Regulations under the Energy Act 2011, due to take effect from April 2018, will mean that it will be unlawful to let or re-let a building which fails to reach minimum energy performances standards, currently defined as an E rating; further it is intended that the regulations will extend to all lettings from 2023. Originality/value – This paper looks at the inter-relationship of landlord and tenant at lease expiry and renewal with the proposed directives on EPCs.

PurposeThis paper outlines the UK Government's move to increase the numbers of apprentices. It explores how employers are looking to increase take up of apprenticeships with focus on Black, Asian and Minority Ethnic (BAME) communities, the solutions they have identified and the role of higher education institutions (HEIs).Design/methodology/approachThis is the viewpoint of the BAME Apprenticeship Alliance and its Director through engaging with BAME apprentices and collecting a variety of research to show the benefit of recruiting from BAME backgrounds for individuals and organisations. Examples of good practices are included.FindingsThis paper shows there has been an increased effort from UK Government to increase apprenticeship representation from BAME communities. The UK Government has supported the role of apprentices in raising awareness of apprenticeships through recognition of their work.Research limitations/implicationsThis research is limited to the last five years from when the first degree apprenticeship was announced in 2015. Its real impact must be measured after a degree apprentice graduates finding what influence this has on job role, salary and subsequently promoting it to prospective apprentices from under-represented communities.Practical implicationsPractical implications include promoting apprentices as role models for the community and engaging with regional and stakeholder networks between HEIs, employers and the Government to share best practice.Originality/valueInitiatives mentioned within this paper are original to the BAME Apprenticeship Alliance.

Purpose The aim of this paper is to investigate the role that halal certification organisations (HCOs) play in the UK in assuring quality in halal cosmetics. Design/methodology/approach The study evaluates whether halal certification assures the quality of halal cosmetic products. This research evaluated the quality assurance systems of major UK HCOs, using a hypothetical product as a test vehicle. The investigation considered whether these organisations differ in their definition of “halal” and “halal cosmetics” and also considered how effectively their certification signals quality assurance. Findings The study indicated that there is a failure to adopt holistic halal terminology which implies that within the UK halal cosmetics industry, manufacturers may not be working within agreed standards for halal product integrity. Research limitations/implications This study focussed on UK certification for halal cosmetics by three HCOs and disregarded other forms of halal businesses. The literature review is based solely on literature available in the English language. The study lacks generalisability, as only one hypothetical product was tested; therefore, it was not possible to reach an understanding of all the costs involved in UK HCO certification. Practical implications This study undertook a comprehensive literature review on halal certification to produce a comparison of halal sanctioning laws, certification processes and the level of supply chain verification by UK HCOs. Originality/value This study adds value to the knowledge on UK halal certification.

Purpose The purpose of this paper is to explore older men’s perceptions of the health and wellbeing benefits of participating in men’s sheds. Design/methodology/approach Qualitative semi-structured interviews with eight men aged 65 and over from men’s sheds in London. Interviews were audio recorded and transcribed by hand, and analysis was conducted through coding of the transcripts. Findings The results of this study suggested that men’s sheds improved older men’s perceived level of social interaction, men’s outlook, led to self-reported improvements in depression, and all perceived themselves to be fitter since joining. Despite the research being conducted in an urban area, it highlighted the lack of prior community engagement. Research limitations/implications The sample size used in the research was small and may not be representative of other men’s sheds in different areas, therefore further research with a larger sample should be conducted. Practical implications A health policy dedicated to males which includes the promotion and funding of men’s sheds, such as in Ireland, should be considered by the government. In addition, clinical commissioning groups should recognise men’s sheds as a non-clinical alternative for their patients through social prescribing in general practice. Finally, in order to achieve the World Health Organisation initiative of creating “age friendly cities” community groups such as men’s sheds need to be promoted and further utilised. Originality/value There has been little research in the UK.

Purpose Fraud has a significant effect on society. It has been estimated to cost the UK economy more than £50bn annually. The Government have signalled their determination to tackle these losses through a range of preventative, enforcement and collaborative activities. Diminishing police resources allocated to fraud means that this activity will need to be delivered by both law enforcement and civilian counter fraud teams. This paper aims to establish whether UK central government organisations have the legal powers, skills and regulation needed to tackle fraud effectively. Design/methodology/approach This research was based upon a literature review, which included academic and other material, a semi-structured interview programme and a survey of counter fraud champions. Findings Empirical data suggested that the effectiveness of central government civilian counter fraud teams is hampered by a fragmented legal landscape and a lack of skills, and that further professionalisation and regulation is needed to protect professional standards and individual legal rights. Research limitations/implications Postal survey had 50 per cent response rate – below gold standard of 70 per cent. Practical implications There are no practical implications, as this is a topical research area which is intended to inform counter fraud practice and development. Social implications This research highlights limitations on the UK central government’s ability to tackle fraud. There is therefore a low risk that, when published, this research could inform those considering fraudulent actions. Originality/value This research was undertaken for a professional doctorate and has been sent to the Cabinet Office to inform their professionalisation programme. It filled a potential gap in the academic literature by looking at the perceived powers, skills and regulatory pressures in place within the UK central government and the extent of the current gap between current practice and the delivery of a fully professionalised service.

Purpose Betting games have become a global industry worth billions of dollars providing employment to millions and contributing to the gross domestic product (GDP) of several countries. While there are debates and controversies surrounding betting games discourse, a growing body of literature shows that it has been exacerbated by growing unemployment rates. This paper aims to examine the nexus between the increasing involvement of youth in betting games and unemployment from the Nigerian perspective. Design/methodology/approach The study adopts simple random and stratified sampling techniques to select participants for the study. Three hypotheses were tested for this study and confirmatory factor analysis (CFA) and structural equation model (SEM) was used to test the hypotheses. Findings The three hypotheses tested in this study were coined from previous literature. The study established a direct link between technology advancement, promises of winning big coupled with bonuses while unemployment was not significant to youth involvement in betting games. The study also showed that playing betting games provides another source of income to the youth, who are already engaged in one form of work or another. Finally, youth involvement in betting games has created awareness regarding different sports in the world, while contributing to Nigeria’s economy. Practical implications As betting games centre as a business in Nigeria has contributed substantially and positively to unemployment in Nigeria; the Government of Nigeria are encouraged to streamline and regulate the activities of the sector such that they can contribute significantly to the country GDP and provide employment opportunities to the youths. Originality/value The research shows that the reason why betting games have a massive turnaround of youths in Nigeria is not majorly because of unemployment but as another means to a substantial financial individual/family income. Thus, Nigerian youths see betting games as an avenue to make more money. The study is the first of its kind to examine the nexus between betting games, technology and unemployment hence, its contribution to knowledge.

PurposeThe paper aims to quantitatively investigate vacant industrial land valuation accuracy in China, given the importance of the industrial market as an underlying pillar to promote urban growth especially in emerging economies.Design/methodology/approachIn China, the government formulates a Land Benchmark Price (LBP) to serve as a price reference point to sell land rights. To gain an in-depth understanding of the valuation practice by LBP, this paper uses correlation analysis to investigate the varying dynamics between the transaction-based prices and LBP appraisal-based estimates. Furthermore, a margin of error examination investigates the distortion in LBP land appraisals, with an amended LBP presented to improve the accuracy of the current LBP method.FindingsDifferent influencing factors are identified to impact the actual market transaction prices and the LBP construction, leading to a large discrepancy in industrial land appraisals. A systematic problem is recognised that the construction of the LBP follows urban bid curve theory, whereas the land transaction prices do not, demonstrating that an urgent LBP update is needed to capture the market dynamics for industrial market.Practical implicationsThe paper sets out discrepancies in valuation accuracy surrounding the application of the LBP valuation approach in China. This has practical implications for valuers in terms of raising their awareness of the deficiencies in the approach and the pitfalls they need to guard against in their appraisals. It also has implications for developers and investors who rely on valuer appraisals to assess the viability of land purchases; hence, they need to express caution in the appraisal advice sought. Finally, the results demonstrate to the standard setters how they need to modify the LBP equations to better capture market dynamics.Originality/valueThe paper examines valuation accuracy in transitional economies, through valuation differentials between appraised price and the transacted price. The value of the work lies in the analysis of the fundamental differentials between market price and appraised value, which is of importance to investors/developers, practicing valuers, as well as government officials responsible for setting the valuation standards.
