The power of third sector organizations in public education

Purpose The purpose of this paper is to address school–NGO interactions by analyzing the power of foundations – a specific type of third sector organization or NGO in education. Design/methodology/approach Data are collected through a quantitative survey, qualitative interviews, official documents, reports and websites. Social network analysis and grounded theory are used to analyze the data with the aim to develop a theoretical approach. Findings The study identifies three dimensions, i.e. relational, structural and discursive dimensions of power. Based on the analysis of an illustrative multi-stakeholder initiative, the paper highlights the role of foundations in framing educational settings, concepts and structures of the education system as such. Practical implications The three-dimensional power perspective offered in this paper is particularly useful for scholars investigating school–NGO interactions or multi-stakeholder partnerships in education. Furthermore, it is of crucial importance for practitioners, school principals and education administrators dealing with school–NGO interactions given that foundations seem to be increasingly able to draw on new sources of power in these interactions. Originality/value While the number and power of the third sector in education continues to rise worldwide, there is wide consensus that NGO power in education has, to date, hardly been researched. This paper contributes to this dearth of research by uncovering foundations’ different sources of power and by developing a theoretical approach for analyzing the power of third-sector organizations in education.

Purpose Adaptation appears to be regarded as a panacea in policy circles to reduce the risk of impending crises resulting from contemporary changes, including but not restricted to climate change. Such conceptions can be problematic, generally assuming adaptation as an entirely positive and non-conflictual process. The purpose of this paper is to challenge such uncritical views, drawing attention to the conflictual nature of adaptation, and propose a theoretical framework facilitating the identification and analysis of conflicts in adaptation. Design/methodology/approach The study is based on case study research using first-hand narratives of adaptation in Nepal and the Maldives collected using qualitative interviews, participant observation and document analysis. Findings The findings identify conflicts between actors in, and around, communities that are adapting to changes. These conflicts can be categorized along three dimensions: qualitative differences in the type of conflict, the relative position of conflicting actors and the degree of manifestation of the conflict. Originality/value The three-dimensional Adaptation Conflict Framework facilitate analysis of conflicts in adaptation, allowing for a critical examination of subjectivities inherent in the adaptation discourses embedded in disaster risk reduction and climate change adaptation research and policy. Such an inquiry is crucial for interventions supporting community adaptation to reduce disaster risk.

Purpose The purpose of this paper is to offer strategic advice and identify ways in which third sector organizations can work with United Kingdom (UK) universities for promoting business education and enterprise skills development. Design/methodology/approach The authors’ strategic advice is based on analysis of qualitative interviews, focus groups, interactive seminars/workshops, and working with third sector support agencies. Findings Advice for third sector organizations includes the following points: build your efficacy – share the burden, do not attempt everything on your own; partner, or own the business skills yourself – you decide upon your strategy; develop your “social mission” and be “business oriented”; develop applied student projects – everyone wins; think about student volunteers; and local universities are there for you – check and see. Originality/value This is the first article of Development and Learning in Organization (DLO) to consider relationships between UK’s third sector organizations and regional universities. The authors deal with important education, skills, and business development issues for the third sector. There are new opportunities in 2016 (and beyond) for universities to build closer relationships with their third sector communities.

Purpose The purpose of this paper is to design and fabricate a three-dimensional (3D) bionic airflow sensing array made of two multi-electrode piezoelectric metal-core fibers (MPMFs), inspired by the structure of a cricket’s highly sensitive airflow receptor (consisting of two cerci). Design/methodology/approach A metal core was positioned at the center of an MPMF and surrounded by a hollow piezoceramic cylinder. Four thin metal films were spray-coated symmetrically on the surface of the fiber that could be used as two pairs of sensor electrodes. Findings In 3D space, four output signals of the two MPMFs arrays can form three “8”-shaped spheres. Similarly, the sensing signals for the same airflow are located on a spherical surface. Originality/value Two MPMF arrays are sufficient to detect the speed and direction of airflow in all three dimensions.

The existence and uniqueness of solutions to the Yang-Mills heat equation is proven over R 3 \mathbb {R}^3 and over a bounded open convex set in R 3 \mathbb {R}^3 . The initial data is taken to lie in the Sobolev space of order one half, which is the critical Sobolev index for this equation over a three dimensional manifold. The existence is proven by solving first an augmented, strictly parabolic equation and then gauge transforming the solution to a solution of the Yang-Mills heat equation itself. The gauge functions needed to carry out this procedure lie in the critical gauge group of Sobolev regularity three halves, which is a complete topological group in a natural metric but is not a Hilbert Lie group. The nature of this group must be understood in order to carry out the reconstruction procedure. Solutions to the Yang-Mills heat equation are shown to be strong solutions modulo these gauge functions. Energy inequalities and Neumann domination inequalities are used to establish needed initial behavior properties of solutions to the augmented equation.

Purpose This paper aims to propose a framework to map partnerships as practiced in higher education institutions (HEIs) and trace the current mode of engagement between HEIs and their partners. This paper reflects on the alignment between current practices and what is understood in the literature as “true” partnerships. We are interested in the different modes of engagement that are labeled by the HEIs as partnerships and consider the plasticity of the term. The interest is in how the term is operationalized by HEIs and how variations in approach can be accounted for while still maintaining some stability and common understanding of the term partnership. Design/methodology/approach Drawing on extant literature in the field of cross-sector partnerships, a three-dimensional framework is proposed to map partnerships as practiced in HEIs. Furthermore, this paper draws on insights gained from the partnership stories of 13 leading principles of responsible management education (PRME) signatories to evidence examples of how this framework can help us to categorize the different types of engagement that the HEIs call partnerships. These case stories were gathered in the fall of 2019, based on a brief inquiry form sent to the 39 PRME signatories who were part of the PRME Champions Cycle 2018–2019. Findings This paper sees cases where faculty drive interaction on sustainable development goal-related issues with external stakeholders, but where the impact of these interactions seems to reside within the main business of the HEI (teaching and research). In contrast, much partnering work addresses broader social impacts. Of particular, interest in partnerships that seek to address a specific local issue, first and foremost and doing so in such a way as to apply the unique resources of the HEI working in multi-stakeholder networks. This paper also notes important variation between individual faculty-driven initiatives and initiatives where the school provides a strategic framework to support these efforts. Research limitations/implications By focusing on the academic sector and its stakeholder partnerships, this paper contributes to the literature on cross-sector partnerships. In particular, the specifics of this context and the importance of, for example, academic freedom have been under-researched in this field. Furthermore, the framework presented is novel in that it helps us to grasp the nuances of external university partnerships that can form out of individual, programmatic and other institutional levels. Practical implications From a practice perspective, the framework offers a useable tool for HEI partnership managers to position themselves and their activities and reflect more on how they organize external partnerships. Further, this tool offers a more precise framework for the discussion on partnerships within the PRME to sharpen the partnership instrument and bring more clarity about what is meant by the partnership for the goals. Originality/value The paper offers a novel partnership portfolio framework that contributes both to theory and practice. The framework aids in mapping the locus of benefits/outcomes and the material and affective commitments made by the HEI to bring these collaborations about. In dimensionalizing partnerships in this way, this paper can conceptualize a balanced portfolio in an HEI’s partnerships for the goals.

Purpose In today’s globalized world, countries are becoming increasingly multiethnic. This raises questions about the different dimensions of consumers’ territorial identities, and how these dimensions are differentiated, interrelated and interlinked. The paper aims to discuss these issues. Design/methodology/approach Using qualitative interviews, this paper investigates how (40) respondents from two different ethnic minorities in a country that is not necessarily considered multiethnic perceive these dimensions of territorial identity (ethnic, regional and national) as a constituent element of their own person and of their behavior. Findings The authors highlight that these three dimensions of territorial identity co-exist as independent entities; they are distinct but interrelated and interconnected. Furthermore, idiosyncrasies in the ethnic sub-samples are investigated and described. These are related to the connection to the country of residence (being born there vs having immigrated there). Finally, avenues for future research, such as expanding the concept of territorial identities and its connection to consumer behavior, are suggested. Originality/value The authors extend the bipolarity commonly used in territorial identities (global vs local or ethnic vs national) to three conceptually independent dimensions. The authors explore the relationships between these dimensions of territorial identity and show that they may not conflict but, instead, co-exist.

Purpose The purpose of this paper is to show the positive effects of a cross-sector collaboration between public administration and third sector in the Basque Country. Solidarity within European society is a concern increasingly addressed from broader perspectives in broader territories. Civil society involvement has also reached public administrations. The European Commission H2020 project, SOLIDUS Solidarity in European societies: empowerment, social justice and citizenship (2016–2018), responds to the need to build a “renewed” Europe after the economic crisis, addressing social areas as employment, education, housing, health, civic engagement. Design/methodology/approach The communicative methodology (CM) has been used in this research paper, including qualitative fieldwork involving representatives of third-sector organizations. The CM already showed its impact on society, through several research projects in which it has been applied. CM is based on including stakeholders’ voices into research from the initial design until the end, responding their needs from research evidence. Thus, it contributes to put in common the knowledge of experts and stakeholders. Findings Searching for successful practices of social innovation, this paper analyzed which elements enable such relationships between public administration and third-sector organizations to promote successful public policies. Even some risks and barriers have been highlighted, the authors’ specific aim focuses on the positive aspects. Therefore, it shows drivers for a most efficient way of public management, which could potentially be extrapolated to other contexts. Some of these drivers are the following: support and collaboration between sectors, institutional trust, co-creation, active participation of the third sector, solidarity and commitment, efficient social policies and workers’ professionalization. Originality/value This paper contributes to returning to institutions and society the atmosphere of trust that the crisis context has damaged. The Basque Countries’ comprehensive model of action proves to attend citizenship contributing to a better society, from engaging a successful collaboration across sectors. The creation of two models of collaboration helps to progress in the positive interaction between the third sector and government. This paper is also original because it gives voice to people directly involved on the field and uses their knowledge to describe drivers and assess collaboration and participation of the third sector. Purpose The simulation of eddy currents in laminated iron cores by the finite element method (FEM) is of great interest in the design of electrical devices. Modeling each laminate by finite elements leads to extremely large nonlinear systems of equations impossible to solve with present computer resources reasonably. The purpose of this study is to show that the multiscale finite element method (MSFEM) overcomes this difficulty. Design/methodology/approach A new MSFEM approach for eddy currents of laminated nonlinear iron cores in three dimensions based on the magnetic vector potential is presented. How to construct the MSFEM approach in principal is shown. The MSFEM with the Biot–Savart field in the frequency domain, a higher-order approach, the time stepping method and with the harmonic balance method are introduced and studied. Findings Various simulations demonstrate the feasibility, efficiency and versatility of the new MSFEM. Originality/value The novel MSFEM solves true three-dimensional eddy current problems in laminated iron cores taking into account of the edge effect.

Purpose The purpose of this paper is to develop a health harm of work scale from the sustainable HRM perspective. Design/methodology/approach A three-dimensional model was proposed for the health harm of work scale and validated (Total n=527) using a five-part study (item generation, item reduction, convergent, construct and discriminant validity). Findings Exploratory and confirmatory factor analyses supported that the three dimensions (restrictions for positive health, the risk factors for psychological health and the side effect harm of work) simultaneously tap into different aspects of the health harm of work construct. The results from the construct validity revealed that health harm of work as a phenomenon has manifested itself in different facets of health harm of work intensification. Finally, the discriminant validity study revealed that the overlap between the dimensions of the health harm of work scale and the dimensions of recovery experience from the work questionnaire is low and it provides support for the discriminant validity of dimensions between these two scales. Practical implications The proposed measure can be used as potential leading indicators for negative occupational health to prevent or delay the onset of work-related illness manifestation or health consequences (sick leave, absenteeism, presenteeism, etc.). Originality/value This is the first study to validate a measure of health harm of work and to provide tangible evidence of health harm of work which will subsequently trigger organizations to introduce a planned intervention to improve occupational well-being to promote sustainable HRM.

Purpose – The purpose of this paper is to examine the roles played by third sector organizations in forming and managing health innovation networks, and their contribution to the co-production of new health services. Design/methodology/approach – Using data collected in four case studies, the findings highlight the central role of third sector organizations in forming and organizing public-private health networks. Findings – They are trusted organizations, commonly patient advocates, with perceived neutrality. Members of these organizations take leading roles in innovations networks, using their excellent network connections and their prominent positions within their organizations to leverage competences and funding. A key asset of key third sector individuals is their prior experience of public and private sector organizations and, hence, the ability to move across public-private boundaries. Practical implications – The research findings have important implications for practitioners. The author identifies a set of key drivers and barriers for the successful organization of innovation networks and the innovative services they develop. Prior knowledge and experience of partners, often linked to personal ties, in initial partner selection but are also important for trust and the effective organization of complementary competences during innovation projects. The absence of direct competitors – whether public, private or third sector organizations – is also highlighted. Non-rivalry and different partners’ interests in the outcomes of the innovation reduces moral hazard and the associated costs of setting up and monitoring formal contracts. Heterogeneity requires flexibility by actors; to understand partners’ different values, cultures, and organizational drivers. Finally, the research findings identify policy and practitioner enrolment as critical for the successful roll out and diffusion of service innovations. Originality/value – The paper examines an important, but under researched issue – the role of third-sector organizations in collaborative innovation projects.
