Israeli Christians could influence the peace process

Subject Palestinian Christians tend to support a two-state solution. Significance Although Palestinian Christians comprise only about 2% of the population in both the West Bank and Israel, their views on the Arab-Israeli peace process are significant. They have higher rates of education than other communities and are overrepresented among Palestinian leadership. Impacts The issue of Christian service in the Israeli army may in the long term become a source of domestic political controversy. Concern over the economic consequences of a major flare-up in violence would limit Palestinian Christian support for any third intifada. Israeli Arab Christian voting turnout is lower than for the Arab population as a whole, which could undercut their political impact. The local influence of Palestinian Christian 'personalities' may be enhanced by their perceived influence in the West.

Subject Arguments about gas prices as a reflection of deteriorating relations. Significance Attempts by the Belarusian government to secure a lower price for gas imported from Russia have political undertones. The government is cautiously distancing itself from Moscow while signalling an openness to improved ties with the West. A long-term energy security programme adopted in December 2015 sets out steps towards diversifying fuel imports and would, if successful, undermine Russia's role as monopoly supplier. Impacts Reduced economic reliance on Russia is likely to be accompanied by greater political frictions. A worsening relationship could prompt Moscow to consider covertly undermining the Belarusian leadership. The government is unlikely to institute democratic and human rights reforms. This reluctance to change will be a constraint on closer EU ties.


Significance Abu Dhabi has long played a leading but quiet role in the Libya conflict, providing extensive military support to LNA leader Khalifa Haftar over the years, violating a UN arms embargo on Libya. Impacts The Berlin peace process and Europe will lose influence and relevance in a worsening security environment. A prolonged conflict gives Russia more opportunity to entrench at low cost, increasing the likelihood of a long-term ‘frozen conflict’. Algeria and Tunisia may be provoked to step up diplomatic action, as they face the prospect of prolonged instability on their doorstep. The LNA’s oil embargo will continue, harming mainly ENI and Repsol, and possibly provoking fighting around oil terminals.


Significance The US-brokered deal reflects Washington’s priorities in fostering regional partnerships against Iran and in upgrading Israel’s relationships in the Gulf (ostensibly as a step towards resolving the conflict with the Palestinians). Impacts There is speculation an accord could be signed as early as next month, but this may be delayed by the COVID-19 pandemic. Washington will seek to strong-arm other Arab states, notably Sudan, Bahrain and Oman, into following the UAE’s example. The agreement provides cover for Netanyahu to abort already troubled plans to annex parts of the West Bank. Netanyahu’s exclusion of coalition partners and security officials from talks has raised further public concern over his trustworthiness. In Israel, the deal remains overshadowed by preoccupations with the pandemic’s health and economic consequences.


Significance Minister of State Security David Mahlobo was quick to dismiss the alert, saying "there was no immediate danger", emphasising that South Africa is a "stable democracy". His defensive tone has come to characterise Pretoria's difficult relations with the West. Impacts Nigeria's role in representing Africa in global fora will grow, as indicated by its leader's prominent role in the UK's anti-graft summit. Zuma's unsuccessful attempt to energise the Burundi peace process could undermine his standing as a leading mediator in SSA. Trade with Iran could expand given the lifting of Western sanctions and growing bilateral diplomatic ties. Pretoria's criticism of Israel will persist, with rebukes claiming similarities between it and South Africa's previous apartheid system. The next AU head is unlikely to come from Southern Africa; a figure from a Francophone state is probable.


Significance It requires new legislation and changes to existing laws to establish and run the new government, including a mechanism to rotate the premiership between the pair. Many of the stipulations aim to provide guarantees, given the imbalance of power between Netanyahu and Gantz in the legislature, with the latter having split his own party by entering unity negotiations. Impacts The agreement paves the way for annexations of areas of the West Bank from July. The deal may yet be scuppered, and fresh elections called, if Netanyahu is forced from office because of his criminal indictments. Breaking conventions to offer key committee posts to the opposition may become contentious once the health crisis passes.


Significance The measures were designed to boost crisis resilience but they have depressed valuations and made capital-raising more difficult. Banks want them lifted but doing so might be risky if insolvencies rise in early 2021 as governments withdraw support for business. Impacts Unwinding the blanket ban on dividends would help investors differentiate among bank stocks and reduce opacity in an already complex field. Higher dividends would serve as a stimulus measure once populations are vaccinated and consumer sectors rebound. The length and long-term economic consequences of the pandemic are key concerns for banks, governments, firms and households.


Headline SYRIA/US: Peace talks are a long-term prospect


Significance Beijing has promised to donate millions of doses to other countries and committed to selling hundreds of millions. Impacts China’s attempts to develop its pharmaceutical sector will benefit from overseas publicity, experience and new business relationships. Vaccine deals and donations will not necessarily involve direct political quid pro quos; Beijing stands to gain in other ways too. China’s ability to offer vaccines confers a huge advantage in its campaign to make Taiwan’s few remaining diplomatic partners abandon it. India’s halting of vaccine exports will increase demand for supplies from China. In the medium and long term, the West could still outclass China in the quality, scale and generosity of its donations.

The findings demonstrate that place ideology develops and persists as a response to stress. The article concludes with a discussion of the importance of addressing ideological issues in social work interventions. Significance He has now introduced martial law to Mindanao and confirmed yesterday that habeas corpus had also been suspended on the island. Impacts Internal security risks will likely delay or halt Mindanao investment pledges. This could hit Duterte’s development aims and dent his support in his Mindanao political heartland. The Philippines will seek Russian investment especially in tourism, energy, infrastructure and transport. Philippines-Russia trade will likely expand but this will be a long-term process, as will trade diversification. Retaliating against martial law, the New People's Army will conduct more attacks, underming the government-communist peace process.
