Anti-West bias mars South Africa's global influence

Significance Minister of State Security David Mahlobo was quick to dismiss the alert, saying "there was no immediate danger", emphasising that South Africa is a "stable democracy". His defensive tone has come to characterise Pretoria's difficult relations with the West. Impacts Nigeria's role in representing Africa in global fora will grow, as indicated by its leader's prominent role in the UK's anti-graft summit. Zuma's unsuccessful attempt to energise the Burundi peace process could undermine his standing as a leading mediator in SSA. Trade with Iran could expand given the lifting of Western sanctions and growing bilateral diplomatic ties. Pretoria's criticism of Israel will persist, with rebukes claiming similarities between it and South Africa's previous apartheid system. The next AU head is unlikely to come from Southern Africa; a figure from a Francophone state is probable.

Case overview/synopsis Kaya FM derives its name from the isiZulu word “ikhaya”, which means “home”. The name reflects the mission of the radio station to provide a home for black South Africans who were denied many opportunities during the apartheid era in South Africa. Kaya FM has been broadcasting since 1997, following the deregulation of the media landscape in South Africa. However, by 2018, the radio landscape has become very challenging. Mainstream advertisers still do not consider Kaya FM as a preferred channel to reach their target audience. Overall, radio listenership is dwindling and advertising sales growth is not encouraging. Greg Maloka, Kaya FM’s station manager is considering how to preserve the station’s unique positioning as it competes with both more dominant stations and new entrants so that Kaya FM can truly be a home for Afropolitans for many years to come. Significance The deal aims to create a 'Government of National Accord' to resolve the rivalry between the two competing parliaments, the Tripoli-based General National Congress (GNC) and the Tobruk-based House of Representatives (HoR). Although the HoR signed the deal, the GNC refused to accept it. Yet several other important GNC allies signed the agreement. This skirted outright failure of the UN peace process, but gives the mooted unity government a very shaky basis on which to proceed. Impacts Fissures within the Muslim Brotherhood and the GNC will likely dilute their influence in Libya. The UN Security Council will increase pressure on rejectionists to come into the fold or face sanctions and isolation. The deal may well result in peaceful, functioning areas, such as Misrata, keen to attract investment. However, other areas, such as Benghazi, will likely continue to see violence, which would cloud prospects for investment in stable areas.


Subject Prospects for Africa's economies to end-2016. Significance The IMF's most recent forecast of 3% GDP growth for sub-Saharan Africa (SSA) in 2016 represents a significant cut from the 4.25% it expected in October 2015. This is a consequence of sharp slowdowns in the region's two largest economies, Nigeria and South Africa, droughts in previously buoyant economies (notably in eastern and southern Africa), a variety of idiosyncratic shocks and a prolonged commodity price downturn.


Subject African oil and gas exploration. Significance Stakeholders in the African oil industry met in Cape Town in early November, for the annual Africa Oil Week conference, amid speculation of new prospects in South Africa and Namibia. While several countries in West and Central Africa are offering acreage in licensing rounds, oil and gas companies are focused on upcoming wells in Southern Africa, which will dictate decisions on companies’ future exploration focus. Impacts Exploration success for Southern Africa’s most watched wells could bring an investment boost to new areas, such as South Africa. Angola and Nigeria will try pushing reforms and new licensing to revive a largely moribund exploration sector to renew reserves and growth. IOCs will need more reassurance before committing to new Nigerian investment after Buhari's failure in 2018 to sign a key industry bill.

South Africa is a country of global, continental and regional strategic importance. It is a global actor with the well-entrenched and long-standing international political and corporate role and presence and relative global strength. It is Africa’s qualitatively largest and strongest diversified economy. It is African continental and Southern African regional power with considerable continental and regional strength. These factors give it enormous advantages and privileges in playing a leading role in African affairs. They also, dialectically, serve as its key challenges it faces in its efforts to structurally transform its society and to contribute towards structural regional and continental restructuring. How given these factors should South Africa strategically invest on its national security in Southern Africa – the region where it has considerable power and authority – a region whose dependence upon it is a dominated process? There is a fundamental need for this process to be substantially reduced for South Africa’s long-term strategic interests. Its sustainable national security and increased progressive role in African affairs require truly regional allies in a requisite position to come to its aid in a period of its urgent need. Weak regional countries crucially depending on South Africa are of less importance to it. The achievement of their sustainable development is in the long-term strategic interests of South Africa in its internal and external relations. It is not only regional countries which need South Africa for their national security. South Africa also critically needs them particularly as a country expected to substantially increase its leading role in the structural regional and continental transformation. Its sustainable national security lies not only with the majority of its people, based on the satisfaction of their interests, investing on its defence, but also with the structurally restructured region walking together with it in the advancement of the structural continental transformation.


Subject Rightward shift of the Supreme Court. Significance The Supreme Court has historically checked political power through judicial review. However, under the present government its independence has been challenged by a battle with Justice Minister Ayelet Shaked of the ultra-nationalist Jewish Home party. The right-wing-dominated Knesset (parliament) has in recent months passed several controversial laws affecting the rights of Arab Israelis and Palestinians, which are likely to come before the court. Impacts Expanded Israeli control over the West Bank would reduce the likelihood of a political agreement with the Palestinians. Unchecked pro-settler legislation could create diplomatic crises with partners in Europe and potentially with the Trump administration. Conservative legislation could also constrain minority and individual rights, over such issues as gender, sexuality and freedom of religion. Ultra-nationalist legislation will further alienate US Jewish supporters who believe it undermines democracy in Israel.

PurposeThe purpose of the paper was to explore the latent function of geographic information systems (GIS) in sustainable tourism, community-based natural resource management (CBNRM) and local community development in Southern Africa, broadly Africa, and diverse rural areas elsewhere globally. Hence, significantly liaising with data and literature review on the Musina Municipality natural resource management, livelihoods, and tourism development issues in Limpopo Province, South Africa.Design/methodology/approachThe study utilizes a general literature review, document reviews, focus group discussions and field observations to examine the Musina Municipality's rural, environmental and tourism resources management situations along with African and worldwide pertinent implications. The study benchmarks with CBNRM and GIS in sustainable tourism nature within the Musina Municipality.FindingsThe study reveals a fitter dormant-synergetic link among tourism and agrarian (rural) exercises that GIS along a concept of CBNRM can expand within the Municipality. Hence, the study has presented a necessity for a proper and a GIS-unified tourism approach to permit the local communities in Musina Municipality and towards the entire continent.Originality/valueSeveral rural populations in Southern Africa and Africa broadly dwell in low-income areas; Musina Municipality is no exception. Such environs are rich in natural biodiversity, including tourism entities host regions. GIS, sustainable tourism and CBNRM can create a gestalt of local community development projects within such milieus.

Purpose The idea of convergence of cultural institutions, especially the libraries, archives and museums (LAMS) to operate as one, has a long theoretical history which unfortunately has not been translated into practice. This subject has been discussed by a number of scholars but the implementation has just remained theoretical with only a few countries practically adopting such an organisational structure. In Africa, this concept of LAMS is yet to gain traction. Therefore, the purpose of this paper is aimed at proposing such LAMS structures for African nations, especially in Zimbabwe and South Africa considering the emergence of community “archives” which have blurred further the distinction between museology, archiving and librarianship. The motivation in advocating for the adoption of LAMS is also driven by the theory behind participatory archives which thrive on the advanced use of internet including social media platforms that can make it possible to have one-stop virtual archive on the cloud that also incorporates museums and libraries. Design/methodology/approach This is a concept paper which reviewed the literature on national and community archives in Zimbabwe and South Africa which were purposively selected because of their long history in archiving. This was done to come up with a proposed “independent” national heritage organisational structure. “Independent” structure because this paper was based on the assumption that the independence of decision-making in national archival structures in Zimbabwe and South Africa is compromised and biased towards the ethos of political parties’ ruling governments. Findings Proposed integrated framework for community archives into the sustainable national archival system which also incorporates the role that can be played by universities. The framework is likely to be feasible and of benefit in the countries that are struggling to have national mainstream independent archives which are just not paying allegiance to those who are in power. Originality/value This study is unique in the sense that it mixes LAMS and the concept of independent archival structure in a regional comparative nature that involves Zimbabwe and South Africa.

South Africa adopted a human security orientation at the start of its democratic epoch in 1994, but its operationalisation by the South African National Defence Force (SANDF) proved difficult to implement. Human security is an approach to security which prioritises the protection of the people over security of the state. One of its central tenets is that security is best achieved through development as opposed to arms. Against this backdrop, the principal objective of this article is to critically analyse and understand South Africa's official human security orientation. Two indicators, the functions performed by the SANDF as well as South Africa's strategic defence posture, were assessed to achieve the objective. The securitisation model associated with Barry Buzan and Ole Wæver was used as a theoretical framework to understand South Africa's official conception and utilisation of human security. It was found that the SANDF's operational functioning was compromised by having to perform its primary responsibilities along with secondary developmental tasks demanded by the broad mandate of human security. Furthermore, while South Africa lexically took human security and state security to be equally important, in practice the SANDF tended to prioritise state security ahead of human security both at home and abroad. Some analysts detected lack of strategic coherence in South Africa's security engagements in Africa while ignoring extensive efforts of the SANDF to bring peace, and not destabilisation, on the continent as part of the strategic defence posture. Ultimately, this article argues that the competency with which the SANDF ensures Strategic Review for Southern Africa, Vol 38, No 2 Thuso Benton Mongwaketse  29 state security must be cascaded down to the human level by taking up more secondary functions with some provisos. Alignment of defence policy and adequate resources as well as the involvement of the people will be indispensable towards realisation of true human security.


Subject Outlook for the Southern Africa Customs Union. Significance Botswana, Lesotho, Namibia and Swaziland (BLNS) are highly dependent on income from the Southern African Customs Union revenue sharing formula (RSF). This distributes customs duties among members (BLNS and South Africa), resulting in substantial fiscal transfers from South Africa to its smaller neighbours. The latter's deteriorating economic situation is creating fresh pressures for reform. Impacts South Africa could plausibly replace SACU transfers with aid linked to governance reforms in BLNS states. However, the disruption caused by adapting to a new system would probably destabilise Lesotho and Swaziland's finances. SACU could also pursue limited expansion by including only Mozambique and Angola, reducing the burden on South Africa. This is unlikely in the short term since both states face their own fiscal problems; moreover, Angola is disengaged from regional matters.
