A decision-making framework for sustainable land use in Hong Kong's urban renewal projects

Purpose – Urban renewal projects provide an effective channel for adjusting land-use allocation and improving land-use efficiency, which effectively increases land supply. The purpose of this paper is to support the decision-making process of sustainable land use in urban renewal projects. A GIS-based framework, consisting of a planning support model and a land information database, has been developed in a typical high-density city – Hong Kong. Design/methodology/approach – A qualitative and quantitative combined methodology is designed for this research. Several research methods such as expert interviews, focus group meetings, and case studies and technical approaches such as GIS, MCA, and AHP are adopted in this research. Findings – General and sustainability criteria for land-use decision making in urban renewal along with associated data are identified, and an integrated approach to quantitatively assessing land-use suitability is developed. Research limitations/implications – The framework was developed in a loosely coupled form rather than a software package installed on a computer, and the development of the land information database was a time-consuming process as a large amount of data were collected, processed, and analyzed. Originality/value – Application of the proposed framework is reported by showing analyzed results of land-use suitability. The framework proves a useful tool for both practitioners and researchers involved in sustainable land use for urban renewal.

PurposeThe risk of adverse events in a hospital evaluation is an important process in healthcare management. It involves several technical, social, and economical aspects. The purpose of this paper is to propose an integrated approach to evaluate the risk of adverse events in the hospital sector.Design/methodology/approachThis paper aims to provide a decision-making framework to evaluate hospital service. Three well-known methods are applied. More specifically are proposed the following methods: analytic hierarchy process (AHP), a structured technique for organizing and analyzing complex decisions, based on mathematics and psychology developed by Thomas L. Saaty in the 1970s; decision-making trial and evaluation laboratory (DEMATEL) to construct interrelations between criteria/factors and VIKOR method, a commonly used multiple-criteria decision analysis technique for determining a compromise solution and improving the quality of decision making.FindingsThe example provided has demonstrated that the proposed approach is an effective and useful tool to assess the risk of adverse events in the hospital sector. The results could help the hospital identify its high performance level and take appropriate measures in advance to prevent adverse events. The authors can conclude that the promising results obtained in applying the AHP–DEMATEL–VIKOR method suggest that the hybrid method can be used to create decision aids that it simplifies the shared decision-making process.Originality/valueThis paper presents a novel approach based on the integration of AHP, DEMATEL and VIKOR methods. The final aim is to propose a robust methodology to overcome disadvantages associated with each method.

PurposeThis research focuses on suggesting an optimized model for selecting best employees using advanced multi-criteria decision making method to a supply chain firm, who is planning to start a new cold chain business vertical.Design/methodology/approachStudy has been conducted in a supply chain firm in North India, who wants to expand its business with the help of efficient team members. In total 38 applicants were considered for the study, as selected by the firm after initial screening from pool of talent. AHP-LP and TOPSIS-LP integrated approach were applied separately for evaluation and implementation of personnel selection model. Further, both the approaches were compared to find the best fit and optimized model.FindingsAs per the findings, both AHP and TOPSIS can be used to select the best candidate among the alternatives available. TOPSIS was found easier to implement as it involves ranking of applicants with respect to each skills required for respective job profile only once, whereas AHP involves pair-wise comparison among candidates with respect to each skills required for respective job profile and normalization of each comparison, resulting in the formation of number of comparison matrices. However, AHP is more reliable as it considers consistency check for each level of pair-wise comparison. Hence, there is a chance to avoid or revise the human judgment error. Integrated ranking and optimization approach minimizes the cost by suggesting the relevant positions to be filed to make an efficient team.Research limitations/implicationsGroup of interviewers are involved in the decision-making process, hence there are chances of biasness in ranking method which can influence the group decision. Research is limited to a particular geography of North India therefore needs to be tested for other regions also in order to generalize. The research will help the third party logistics (3PL) and other related firms in efficient team selection.Originality/valueThe researcher focuses on formalizing a method for potential candidate selection by considering the constraints of the organization. It has been observed that limited researches have been done on the application of AHP-LP or TOPSIS-LP integrated approach for selection process. Hence, this research proposes two integrated ranking-optimization method and suggests the best fit by comparing both the approaches.

Purpose – Land use change in the Alpine Regions is dominated by two main factors: a process of re-naturalization and a process of expansion for settlements with the relevant occupation of low-valley areas. The purpose of this paper is to present an overview of land take measures in the Lombardy Alpine context and the recent proposals of spatial planning instruments for land resource management. New solutions to limit soil sealing have to be confronted with qualitative proposals at local scale. Design/methodology/approach – The paper collects different research outputs regarding land take in the Italian Alpine context and carried out by GIS software and tries to show the new methodologies available for limiting and mitigating soil sealing, in accordance with DIAMONT aims. Findings – The paper argues that the data are now available to analyze the problem and new operative methods have to be settled in the recent context of European Union (Soil Sealing Guidelines) to support decision making in planning, suggesting land use allocation and possible ecological compensation. Research limitations/implications – The new qualitative decision models have to be assessed for a better ecological integration in supporting land use decisions. Practical implications – An evaluation of land take at local scale caused by land use changes is a good support in the decision-making process of planning. Originality/value – In this paper a method based on a local scale is reported, which can be used for the specific assessment of land take in order to support land-use decisions.

AbstractExisting literature on China's urbanization focuses primarily on the expansion of cities and towns, with little attention being paid to urban renewals. The wasteful use of urban land has conventionally been attributed to the ambiguous definition and ineffective protection of property rights. This study examines recent practices in urban redevelopment in Guangzhou – a site chosen by the central authorities to pilot urban renewals (sanjiu gaizao). The research identifies a local practice in which institutional changes are made not in the delineation of land property rights but instead in the redistribution of the benefits to be made from land redevelopment. Current users of the land are offered a share of the land conveyance income previously monopolized by the state as an incentive to encourage them to engage in urban renewal. Land-use intensity and efficiency have increased, along with social exclusion and marginalization. Research findings cast doubt over the perceived notion that the uniform and unambiguous definition of property rights is the prerequisite for improved land-use efficiency and call for a critical evaluation of the current urban renewal policies that completely ignore the interests of the migrant population who outnumber local residents by a large margin.

Land conversion to organic agriculture is the answer to land degradation problems that interfere with land resources sustainability. An evaluation of land-use suitability is crucial to measure the appropriateness of land for agricultural cultivation. Specifically, organic rice cultivation has some particular standard criteria such as temperature, rainfall, soil depth, pH, c-organic, slope, erosion level, a transition period that influence ranking results, and land suitability classes. Eight organic farmlands were used as alternatives, namely Sawangan, Mangunsari, Tirtosari, Podosoko, Butuh, Krogowanan, Kapuhan, and Jati. Fuzzy Analytic Hierarchy process is used to determine the level of importance of the criteria based on weight assessments by three agricultural experts. The ELECTRE method is applied to rank the most suitable land from several alternatives for organic rice cultivation. The combination of these two multi-criteria decision-making methods complements each other to solve problems in land suitability evaluation. A web-based decision support system (DSS) was created to accelerate data processing integration and present factual information from the land suitability selection process. The implementation of DSS with fuzzy-AHP ELECTRE for evaluating land-use suitability in organic rice cultivation provided the best score for Tirtosari with Ekl=4 and spearman rank correlation the system comparison results with actual data rs=0.95. This study's results indicate that integrating the web with fuzzy-AHP ELECTRE is quite effectively applied for decision-making in organic farming.

The mathematical programming has been reviewed focusing on optimization algorithms that include optimization modeling and simulation modeling for decision making. Finally, the example of methodology development for sustainable land use and watershed management in response to climate change in Dong Nai watershed, Vietnam is presented.
