Changing institutional logics and implications for supply chains: Ethiopian rural water supply

Purpose The institutional logic in developing countries is changing from aid toward trade, having implications for institutionally embedded supply chains (SCs) and their members. The purpose of this study is to investigate the transition from aid toward trade through a theoretical lens of institutional logics and the implications of changing logics for SC members and designs. Design/methodology/approach This is a large-scale qualitative study of the SCs of maintenance and repair operations (MRO) of water points. Empirical data were collected via 53 semi-structured interviews, observations, including photographs, and field notes from several echelons of MRO SCs in ten different Ethiopian districts. Findings In spite of the same underlying tenet of a unidirectional trajectory toward a business logic, the study shows that the co-existence or constellation of different institutional logics resulted in diverse practices that impacted SC design. Research limitations/implications The research was carried out in the MRO SC at a time of changing institutional logics, thereby being able to study their transition or constellation of logics. Practical implications The research has implications for policymakers and development practitioners: when designing and implementing rural water supply programs, the presence of co-existing logics and the lack of uniform SC designs should not be viewed as a hindrance. In fact, the study showed how constellations of logics can provide ways through which water points continue functioning and providing clean drinking water to the communities. Originality/value Few studies so far have focused on institutional logics and their implications for SC design.

Rural water supply systems (RWSS) in developing countries typically have deficiencies that threaten their sustainability. This research used Multi-Criteria Analysis and the Analytical Hierarchy Process to identify indicators that can be used to assess the sustainability of RWSS. The assessment tool developed is composed of 17 attributes with 95 quantifiable indicators. The tool enables the assessment of the sustainability of RWSS, using data collected through semi-structured interviews, social cartography, technical inspection, household surveys, and water monitoring. The tool was applied in a case study of a RWSS in the Andean region of Colombia, illustrating a participatory, holistic, and structured assessment that provided a single sustainability measure for the system (3.0/5.0). The tool’s completeness is represented by its extensive attributes and indicators that deliver a robust baseline on the state of a system, help identify improvement strategies, and monitor system performance over time that can assists rural community organizations with RWSS management.

Evidence supporting the claim that women's participation in large-scale rural water supply projects leads to improved project outcomes is largely limited to isolated case studies. This paper attempts to fill this gap by examining data from 45 villages in two World Bank-assisted projects in India. Using data from a variety of sources, including water committee members, household surveys and focus groups, women's participation is quantified - what percentage actually attend meetings or are involved at higher levels of participation such as decision-making? While it is determined that, in some cases, female committee members are nominal, or token, participants, there is evidence that being on a local water committee helps women develop skills and confidence. Overall community participation is found to have a positive and significant relationship with different measures of project success; however, women's participation at the levels observed in this study is found to have no relationship to project success.

Purpose – The purpose of this paper is to explore how a heterogeneous range of water efficiency responses were driven across a field of seven water consuming organisations in Australia at a time of acute drought conditions into the late 2000s. Design/methodology/approach – Semi-structured interviews were conducted with a range of individuals from 2008 to 2010. Findings – A loosely coordinated range of drivers motivated pervasive water efficiency responses in two of the seven case organisations. Would-be leaders sought to invoke a water efficiency field, and champion nascent logics and theorisation in order to gain some competitive advantage. There was little sense among others of any normative, mimetic or coercive pressure to adopt homogeneous practices. While the field lacked effective champions for change, an institutionalisation of novel water efficiency practices continued across the field into 2010. Research limitations/implications – Further research could investigate how water efficiency responses continued to develop or decline into the 2010s, and how such practices integrate with the management of other sustainability issues (including carbon). Practical implications – Global water resources are subject to increasing supply constraints. This paper responds by exploring how the institutionalisation of water efficiency change can be driven across a field of organisations. Originality/value – Relatively little is understood about “institutionalization” as an unfinished process. This paper responds by contributing an understanding of how institutional logics developed, and how theorisation for water efficiency progressed in the context of water scarcity in Australia in the late 2000s.

Purpose This study aims to understand basic elements that form and influence citizen engagement to sustain service delivery of rural water in Indonesia. Design/methodology/approach Citizen engagement is elaborated through a sociological perspective of basic elements of social life that consist of structure, culture and process within the realm of a community’s living environment. Sustainability is explored through the life cycle of rural water supply service delivery by means of a strategic plan, financing and budget allocation, construction/expansion, operational and maintenance and support system for sustaining services. A case study was conducted in four Pamsimas villages in two districts with comparable natural environment and water system but with a contrast sustainability performance. Pamsimas is the biggest rural water supply program in Indonesia that was started in 2008 and implemented in 27,000 villages. Findings Through in-depth interviews and focus group discussions, the study found that appropriate citizen and government engagement since the implementation of the strategic plan throughout the rest of sub-cycles is key to sustainable service delivery. In the four aforementioned villages, sustainability is influenced more by structure elements such as government policy, program governance and source of water than by social and cultural elements. Research limitations/implications The study was done in four Pamsimas villages located in a mountainous area with a gravitation type of water system. The findings may be different in other locations or settings. Originality/value Lessons from this study will guide sector stakeholders to better define the engagement of citizens and the government and to create activities that trigger better engagement between citizens and the government, particularly the village government, so that citizens can avail the services.

Purpose Adopting additive manufacturing (AM) can be challenging, especially in small- and medium-sized enterprises (SMEs) and as part of the supply chains of larger firms. The purpose of this paper is to explore SMEs’ perspectives on the adoption of AM in their specific supply chain positions. The paper develops new knowledge on the challenges SMEs face across the supply chain and the actions they need to promote the adoption of AM. Design/methodology/approach An exploratory interview-based research design is used. In total, 17 interviews were conducted and analyzed in four types of SMEs in their specific positions in AM supply chains. The challenges of adopting AM were mapped, and actions to promote AM adoption were identified. Findings SMEs in different supply chain positions experience different challenges when adopting AM. Strategic and operative actions are suggested as key solutions to overcome the challenges. The benefits of AM on a large scale will be achieved only if the broader supply chain adopts AM technology and experiences its benefits. Research limitations/implications The research is limited by its single-country context, its focus on SMEs, and the selection of early-phase AM-adopter firms. The findings imply a need to understand AM adoption as a shared concern and systemic innovation in the supply chain, instead of just a firm-specific implementation task. Practical implications The findings offer a framework for categorizing AM adoption challenges and propose ways to overcome the challenges of adoption. Originality/value The study reveals that AM adoption is not only a technology issue, but also an issue of strategic, organizational and operational challenges across the supply chain. It shows that when adopting AM, SMEs face particular challenges and require specific solutions according to their supply chain position.

Ground electromagnetic profiling, using a Geonics EM34-3 instrument, has been employed to identify areas of high conductivity in a Precambrian basement complex terrain of Nigeria. Field examples, conducted as part of a rural water supply programme, are presented. They indicate that the apparent conductivities are generally lower than about 60 mmho m−1. Subsequent borehole drilling suggests a good correlation between high EM34 anomalies, deep weathering and high well yield (> 1 1 s−1). On the other hand, boreholes sited on conductivity lows penetrated a thinner regolith with relatively lower yields.
