Enhancing heritage tourism in small and medium towns by leveraging their cultural heritage, traditional knowledge and skills

Purpose The Gurgaon district in Haryana represents a region that has little-known remains from the past and craft traditions that are under threat because of the rapid pace of urban development and changing demography. The heritage resources of the towns in the district, such as Farrukhnagar and Sohna, are neither integrated in the development agenda nor acknowledged appropriately in formal hospitality and tourism planning. Local knowledge in the form of traditional crafts, food and building techniques has dwindled over the recent decades. Stories about the heritage resources are embedded in public memory and personal histories, though not necessarily explicit. The purpose of this study is to reveal the possible connections between sustenance of the cultural resources and skill development in the context of these small and medium towns. Design/methodology/approach The skills, stories, knowledge and historic built form are examined as a part of this research to establish existing and potential community connections. The research entails identification of areas where capacity building is required, to enhance visitor experience and to develop heritage tourism, drawing from existing skill sets and traditional knowledge systems rather than looking outwards. Findings One of the challenges is the discontinuation of use of traditional building techniques for the physical conservation of historic structures/buildings into heritage hotels/bed-and-breakfast locations and tourism visitation spots. Tackling this gap can help development of homestays or heritage hotels, offering a unique experience for visitors who appreciate historic built form. Poor appreciation and interpretation of the heritage resources by the local community is another significant issue, as is the lack of skills that can help increase the appeal of these towns for the visitor interested in heritage tourism. The question is whether these skills are accessible for the residents of these towns and how this gap is being addressed. Research limitations/implications These explorations can result in informed approaches to capacity building and community engagement that are the key to establishing heritage-oriented hospitality and tourism in historic small and medium towns. Originality/value The paper brings the heritage of small and medium towns into focus and suggests an integrated approach for hospitality and tourism development through skill development, an area that has been neglected and disconnected till now.

Learning outcomes The learning outcomes are to sensitise with the cause of sport development in India; to familiarize with the concepts of SDGs and sport development continuum in context of the Tata Trusts work in sports (Sports Portfolio); to relate strategy concepts of resources, SWOT analysis, cooperative implications, Carroll's CSR pyramid and Porter-Kramer strategic corporate social performance and shared value framework of inside-out and outside-in linkages with the Sports Portfolio strategy at the Tata Trusts; and to link sport development concepts like sport and development, sports development continuum and capacity building with the Sports Portfolio work at the Tata Trusts. Case overview/synopsis The case explores the sport and development issues faced by Ms Neelam Babardesai, Head of Sports Portfolio, Tata Trusts in Mumbai, India. The Trusts had a long history of contributing to the development of sport in India and looked forward to aligning their work in the sport with the United Nations (UN) sustainable development goals (SDGs). They started Sports Portfolio in 2016–2017 intending to complement their work in education and generate positive socio-economic change at the grassroots (local community) level in India. They also had the resources to implement the programmes. However, they were faced with issues like the deficiency of physical literacy in schools resulting in the disinterest of children and parents in sport and physical activity, which also might lead to health issues, later in life, minimal cooperation between entities involved with sport and development, lack of structured sports programmes and skilled human resources and the national sports policy needing better details and implementation and follow-up plans in India. Their strategic response was based on the use of a “sports development pyramid”, capacity building, alignment with the SDGs and complementary partnerships and collaborations. What were the outcomes? Should they continue with the same strategic approach? What should be their future course of action for sport and development? How should they respond to the COVID-19 crisis? Ms Babardesai reflected upon the above questions while concluding that India needed a long-term strategy for the development of sport. Complexity Academic Level The case is intended to be taught in the class of strategic management for postgraduate or master's level participants of business administration for concepts like resources, SWOT analysis, cooperative implications, corporate social responsibility (CSR), shared value and introducing the concept of the UN SDGs (SDGs), capacity building and sports development continuum (sports development domain) in context of the Indian sports scenario. The case should be equally useful in teaching relevant courses related to sports management and development. It may also be used for courses related to development studies and sustainability at the master’s level. PurposeThe aim of this paper is to conceptualise entrepreneurial capacity-building as an integrated approach within the international higher education sector. Whilst university–enterprise collaboration is recognised as being essential to promoting graduate employability and entrepreneurship, the lack of an integrated approach towards embedding entrepreneurship education and entrepreneurial capacity-building with an entrepreneurial skill and mind-set prevails in the higher education sector. With reference to the retail sector, increasingly competitive job markets and the need for entrepreneurial capacity-building place growing pressures on universities to nurture career-ready graduates with entrepreneurial acumen.Design/methodology/approachThe theoretical paper presents a rationale for embedding entrepreneurship education into university curricula and for promoting university–business collaboration. Secondly, it reviews the extent to which entrepreneurial capacity-building is institutionally embedded to foster graduate entrepreneurship, university–business collaboration and business incubation within one strategic framework. Finally, the paper proposes five propositions within a tripartite approach that can foster graduate entrepreneurs with entrepreneurial skills and mind-set, useful for existing enterprises and start-ups. Case overview The case on Priscila Matta focuses on the role of social intrapreneurship and social inclusion at Natura, the largest cosmetics company in Brazil and a corporate responsibility leader. Centred in the complexity stemming from dealing with a local community which supplies key ingredients to the Ekos product line, the company's most prominent and innovative brand, it illustrates the difficulties of establishing inclusive forms of business with a traditional community in the northeast of Brazil. Ekos builds on the rich Brazilian biodiversity and traditional knowledge. Brazilian law requires Natura to share the benefits obtained from the access to genetic heritage and associated traditional knowledge with those communities who supply such resources. Implicitly, the case focuses on the role of the social intrapreneur – Priscila Matta – and how she navigated corporate politics to structure the company's community relations. The case demonstrates the difficulties of social intrapreneurs who aim to create sustainable innovations to execute shared value strategies. Expected learning outcomes The case has the following four learning objectives: to illustrate best practices in intrapreneurial activities that aim to create shared value – in this case, value for Natura and for the community; to define the role and characteristics of social intrapreneurs – people inside big corporations who drive sustainable innovation; to discuss obstacles the corporate environment presents in the process of social innovation; and to illustrate how individuals within companies can implement a shared value strategy. PurposeThe study aims to understand the nature of traditional knowledge by examining how it is used and reinvented in the context of Xochimilco in Mexico City.Design/methodology/approachThe paper is based on field site visits and focus group interviews.FindingsTraditional knowledge was being reinvented in two contrasting ways. One was based on heritage tourism drawing on syncretism between Aztec and Spanish culture in the formation of Xochimilco. The other was agro-ecological focussed on traditional farming practices on the chinampas, their productivity, their ability to sustain biodiversity and their link to social justice. There were some common elements, such as a passionate concern with retaining a valued past in the face of growing threat.Research limitations/implicationsTraditional knowledge is often seen as a static heritage, under threat. But it also has the potential to be a fertile source of strong identities and sustainable practices.Originality/valueThe paper helps to conceptualise the dynamic character of traditional knowledge.

PurposeThis paper aims to provide empirical insights about the economic benefits as well as the useful strategies to preserve and conserve heritage sites in Southeast Asia. The benefits of heritage tourism include high tourist arrivals and receipts, the multiplier effects within the industry and creation of employment opportunities for the local community.Design/methodology/approachThis paper used systematic literature review of secondary data to discover the benefits and strategies for preserving and conserving heritage sites. The data were obtained from peer-review journals, documentary analysis, industrial report, working paper and books.FindingsThis paper provides empirical insights about the economic benefits as well as the useful strategies to preserve and conserve heritage sites in Southeast Asia. The benefits of heritage tourism include high tourist arrivals and receipts, the multiplier effects within the industry and creation of employment opportunities for the local community. The strategies proposed include stakeholder collaboration and involvement, stakeholder empowerment and the adaptive reuse approach.Practical implicationsThis research is useful for sites’ managers as local stakeholders are highly motivated in participating in the decision-making process on the future development of heritage sites. Involving and empowering stakeholders in heritage management programs increase the stakeholders’ values and willingness to participate in heritage preservation program. In addition, the implementation of adaptive reuse approach enables the conservation of heritage originality and values.Originality/valueThis paper has discovered three benefits and three strategies toward positive heritage management. Stakeholders’ involvement and collaboration is the easiest way to promote heritage management programs and empower stakeholders. Finally, adaptive reuse program is the hardest approach, but the most beneficial approach in maintaining the value and rejuvenating the heritage sites.

Purpose – The purpose of this paper is to report on an action inquiry (AI) evaluation of the Natureways project, a time-limited collaboration between an NHS Trust Vocational Service and a voluntary sector horticulture-based community interest company (CIC). Design/methodology/approach – Natureways produced positive employment outcomes and an AI process – based on co-operative inquiry with trainees, staff, and managers – explored how these had been achieved. Findings – Natureways’ efficacy was based on features of the setting (its supportiveness, rural location, and workplace authenticity), on its embeddedness (within local care-planning pathways, the horticultural industry, and the local community), and on effective intersectoral working. The inquiry also generated actionable learning about creative leadership and adaptability in the changing landscape of service provision, about the benefits of the CIC's small scale and business ethos, about the links between trainees’ employability, social inclusion and recovery, about horticulture as a training medium, and about the role of AI in service development. Practical implications – The inquiry highlights how an intersectoral CIC can be an effective model for vocational rehabilitation. Social implications – Community-embeddeness is an asset for mental health-orientated CICs, facilitating social inclusion and recovery. Social and therapeutic horticulture settings are seen to be conducive to this. Originality/value – This case study suggests that AI methodology is not only well-suited to many practitioners’ skill sets, but its participatory ethos and focus on experiential knowledge makes it suitable for bringing a service user voice to bear on service development.

Purpose – The purpose of this paper is to address the overarching question, which was whether the incentives programmes formulated for the community have been found to be suitable to the aspirations and needs of the local residents. Design/methodology/approach – This study has resulted from the authors’ experience through conducting a survey with the local residents in three locations, namely the Bukchon Hanok Village located at Seoul metropolitan city; the Hahoe Village, Angdong and the Yangdong Village, Gyeongju; both the latter are located towards the west of the Korean peninsula in the Gyeongbuk-do Province. This study has hopefully tried to analyse the residents’ perception of the effectiveness of the current incentives policy by using the Bennett’s programme evaluation method. Findings – Results show that there was a divergent direction between the current incentives policy and the local aspirations between sites. In most cases, the cultural heritage conservation has been found to be a catalyst to fulfil a heritage tourism advantage rather than to cater to the local community needs. Originality/value – The paper is the first insightful study of the historic villages which attempts to draw out the importance of the effectiveness of the incentives programme in guiding the conservation efforts for the local economic development.

PurposeThis study presents an example of sustainable cultural heritage tourism. The heritage tourism at the site of the ship USAT Liberty in the small fishing village of Tulamben on the northeast coast of Bali Island plays a significant role in the lives of the local people who live nearby, who actively participate in the site's management.Design/methodology/approachThis study assessed the management of the site by the local community by means of formal interviews with major stakeholders, informal conversations, and observations in the field.FindingsAlthough it lacks any direct historical connection with the local community, the reuse of the shipwreck as a tourist asset has motivated the community to participate in the conservation of the site and sustain its values. This article argues that the case of the USAT Liberty demonstrates that the management of heritage sites can be effectively sustained using bottom-up approaches.Originality/valueThe USAT Liberty case study provides insights and practical recommendations that could be valuable for other cultural heritage sites in implementing management with a bottom-up approach. This paper enriches the knowledge of community-based management and promotes it as a pathway to sustainable cultural heritage tourism.

Purpose The purpose of this paper is to describe the process through which an organization develops organizational capabilities by tapping the technical skills and social skills of its employees in the use of Building Information Modeling (BIM) to deliver lean and green project outcomes. The resulting framework for BIM-based organizational capabilities development comprising of three hierarchical layers – technology, process and outcomes – is explained. Design/methodology/approach For this study, BIM has been identified as an enabler and a process for achieving lean and green outcomes on construction projects. Based on a detailed literature review, this paper identifies the organizational capabilities needed by the architecture, engineering and construction organizations to effectively implement BIM on construction projects. The study has been conducted through a sequential mixed-method approach involving semi-structured interviews, focus groups and qualitative comparative analyses. Findings It was discovered that to attain desired project outcomes, an organization needs to embrace an underlying BIM adoption culture not only within its project teams but also within the organization as a whole. The study also concluded that an integrated approach to BIM usage – connecting it with lean and green initiatives – on construction projects resulted in improved project outcomes, especially ones targeting lean and green aspects of improvements. Practical implications The proposed outline for BIM-based organizational capabilities will help the organizations focus on the “human factors” along with the technical factors while striving for successful usage within their organizations. Originality/value Using the organizational capabilities matrix, this paper highlights the importance of technical and social skill sets of an individual employee and their role in developing the organizational capabilities to gain the desired lean and green outcomes.

Purpose Because of the increased global competition and the need for environment consciousness, organisations have started focusing on incorporating sustainability dimensions into suppler selection criteria. In the past decade, sustainable supplier selection has received much attention from researchers as well as industry practitioners. The purpose of this paper is to identify various sustainable supplier selection criteria (SSSC) and underlying interdependencies among prominent selection criteria to develop a framework for sustainability dimensions. Design/methodology/approach The sustainable criteria for supplier selection were established through comprehensive literature review. An interpretive structural modelling (ISM) approach is used to investigate the interrelationships among these criteria. Findings A total of 21 SSSC under 3 dimensions (social, environmental and economic) are established. Ten criteria related to quality, capability, flexibility, waste management, pollution prevention, local community, employment practice, labour, etc. are exhibiting strong driving as well as dependence power, as demonstrated through ISM and matriced’ impacts croises-multiplication applique’ and classement (MICMAC) analysis. The findings show that delivery/service, eco design and rights of stakeholders are the “key” criteria having a high-driving and low-dependence power. These criteria require high attention from managers, while other criteria having low-driving and high-dependence power require secondary actions. Research limitations/implications The inter-relations for the development of ISM model and MICMAC analysis were obtained through the opinion of industry experts and academicians, which may tend to be subjectively biased. Further exploration is proposed to statistically validate the developed interdependency model. Practical implications This paper might act as a reference for the supplier development managers of organisations by providing an appraisal of various SSSC based on their interdependencies. Originality/value This study contributes to the knowledge base by proposing a framework of the interrelationships of the SSSC and also provides an additional perspective for managing these criteria based on ISM.
