The introduction of the Energy Management System into the industrial sector of the Republic of Serbia, as one of the sectors within the System, formally started on March 15, 2013, when the National Assembly of the Republic of Serbia adopted the Law on Efficient Use of Energy. This indigenous and legally established system of organized management of energy flows, from the processes of production through the processes of transmission, distribution, and ways of consumption of energy, for the purpose of optimization and rationalization of this processes, includes a wide range of regulatory, organizational, incentive, technical, and other measures and activities that within the scope of their powers are determined and implemented by the subjects of this system: the Government of the Republic of Serbia, the Ministry of Mining and Energy, designated organizations, energy managers, and authorized energy advisors. For the purpose informing the industrial sector, as one of legal obligors of the Energy Management System, the achieved results, next steps and future plans for the development of this System are present in this paper.

Statistics show that energy is one of the highest operating costs in a manufacturing enterprise. So, improving energy efficiency can lead to a significant increase in profits and reduce the impact of the enterprise on the environment. To increase the performance of energy efficiency activities, it is necessary to implement an energy management system. One of the components of this system is energy monitoring, which, in turn, is based on the periodic collection and analysis of data to assess the state of the monitoring objects in terms of energy efficiency. In this paper, the role and place of energy monitoring in the energy management system of an industrial enterprise are noted. The paper proposes the concept of creating energy monitoring system in industrial companies, which is based on the combination of a monitoring system based on specific energy consumption, and usage of group energy characteristics of production facilities. Implementing such energy monitoring systems will allow to conduct operational control of energy efficiency of production facilities by creating individual systems for monitoring energy efficiency, as well as successfully carry out such monitoring at the enterprise and its subdivisions over longer periods of time using specific energy consumption indicators. It also provides general guidelines for conducting energy monitoring. These guidelines were formed based on the results of studying various methods and scientific publications in the field of energy monitoring, as well as on the basis of practical experience in the development and implementation of energy management systems. Particular attention is paid to the issues of processing and analysis of information about the objects of energy monitoring of industrial enterprises. The practical application of the concept of creating energy monitoring systems envisages gradual improvement of the existing monitoring system based on the specific energy consumption, which will be further completely replaced with individual energy efficiency monitoring systems.

Energy efficiency improvement in industrial companies is an essential prerequisite for the enhancement of their competitive positions in the national and global markets. Yet, the approaches currently employed in respect of the energy management do not fully utilize the innovative potential of energy technologies to achieve strategic goals. One way to further develop energy management is theoretical justification of the use of new approaches based on the suggested concept of the energy saving and energy efficiency processes’ positioning in the system of a company’s management priorities. In this article, we consider the applied use of the developed conceptual approach from the perspective of the energy saving and energy efficiency program development at the company. The main purpose of this paper is to justify the relations between energy management and strategic decision making in industrial companies. The results of the research conducted, firstly, make a certain contribution into the research of strategic multiple benefits of energy efficiency in a company; secondly, they expand understanding of the impact of energy saving and energy efficiency improvement on the achievement of operational, tactical and strategic results of the company’s activities; thirdly, they provide methodological decision support for the development of energy saving and energy efficiency programs taking into account the management and organizational barriers.

It is an increasingly urgent demand for Cigarette manufacturers to promote energy conservation. Energy management system is an important tool to further reduce energy consumption and improve energy efficiency for cigarette manufacturers. In this paper, the design principles, the overall framework and the system function of the energy management system in a cigarette manufacturer are introduced. After energy management system is put into operation, comprehensive energy consumption per unit product is about 16.35% shorter than before. It has some reference value for the construction of other cigarette enterprise.

Energy consumption in the industrial sector in Indonesia is increasing as a result of population and economic growth. The government is aware of this and seeks the answer to improve industrial competitiveness and increase energy security through energy efficiency programs. Some industries have implemented energy efficiency programs as ad-hoc, but have not applied systematically, so the results are not optimal. Through the cooperation of the Ministry of Energy and Mineral Resources (ESDM) with the United Nations Industrial Development Organization (UNIDO), there has been training and mentoring activities for industry on Energy Management System (EnMS) based on SNI ISO 50001. Based on the results of identification through survey conducted to 226 industry that has attended the training and 64 industries that have been trained and received assistance, obtained data that 45% of industries have fully adopted EnMS SNI ISO 50001, 17% industry has adopted a part of EnMS SNI ISO 50001 and 38% industry does not adopt EnMS SNI ISO 50001 altogether.
