Based on rural as research object, this paper mainly combines the local rural development present situation to measure rural carbon emissions, and with the help of Kaya model respectively. The rural residents' energy consumption and carbon emissions are generated by the impact factors of agricultural production LMDI decomposition. And it established the cointegration model of influence factors of the carbon in the empirical analysis. It seek a accord with the actual situation of rural low carbon economy development path.

Over the years, economic development in Heilongjiang province high energy dependence of heavy industrialization, the consumption structure is given priority to with high carbon energy resources, the demand of saving energy and reducing consumption of energy is growing fast, industrial production is mostly comes from the production of raw coal, crude oil and timber products, rather than the value of processing from the product itself. The development of heavy chemical industry relies on high energy consumption , inevitably lead to the ecological destruction, impeded the development of low-carbon economy. This paper analyzes the current finance and taxation policy of the crux of the development of low carbon economy, And puts forward the related countermeasure proposal.

Low-carbon tourism is a new tourism form under the background of low-carbon economy. The development of the tourism industry of Heilongjiang Province is very rapidly. From the view of low-carbon economy, this paper analyzed the development advantage and development status of low-carbon tourism in Heilongjiang Province, and put forward some countermeasures of low-carbon tourism in Heilongjiang Province. This paper calculates the per capita carbon emissions, builds the LMDI model and determines the larger influence factor of per capita carbon emissions in Baotou by identifying the characteristics of problems of western old industrial base in the process of developing low carbon economy, typical old industrial base-- Baotou. Finally, this paper aim at corresponding influence factors to put forward several feasible measures in the process of developing low-carbon economy of Baotou, and then to provide reference for the western old industrial base in developing low carbon economy.
