This paper calculates the per capita carbon emissions, builds the LMDI model and determines the larger influence factor of per capita carbon emissions in Baotou by identifying the characteristics of problems of western old industrial base in the process of developing low carbon economy, typical old industrial base-- Baotou. Finally, this paper aim at corresponding influence factors to put forward several feasible measures in the process of developing low-carbon economy of Baotou, and then to provide reference for the western old industrial base in developing low carbon economy.

Based on rural as research object, this paper mainly combines the local rural development present situation to measure rural carbon emissions, and with the help of Kaya model respectively. The rural residents' energy consumption and carbon emissions are generated by the impact factors of agricultural production LMDI decomposition. And it established the cointegration model of influence factors of the carbon in the empirical analysis. It seek a accord with the actual situation of rural low carbon economy development path.

Along with global climate warming, low-carbon economy attracts much attention and has become one of the research hotspots. As the old industrial base, Northeast China is the key to emission reduction. This paper analyses the development status of low-carbon economy in the northeast old industrial base from the economic development, energy consumption and carbon emissions, and then concludes four problems, including heavy industry which dominated in the economy, the severe disproportion in the energy consumption structure, the lack of technological innovation and the outdated equipment, the unreasonable supporting policy mechanism, finally puts forward corresponding countermeasures, transform traditional industries and develop burgeoning industries, optimize energy structure and develop clean energy, introduce highly efficient equipments and encourage technical innovation, make the planning strategies and innovate in policy mechanism.

In low carbon economy, carbon emissions permit has become a kind of resource; in the market economy system, new economic relations between enterprises have appeared, these characteristics make enterprise operation cost structure and profiting pattern changed. The paper reviews the previous literature on carbon footprint, production optimization theory individual enterprise and supply chain operation management with carbon emissions constraints. Then the paper put forward four worth further research directions: Carbon emission cost distribution and scientific measurement in supply chain; supply chain operation based on consumer behavior in Low Carbon Economy Era; optimizing the allocation of carbon emissions permit in supply chain; Dynamic Multi-period operation optimization of carbon efficient supply chain.

Low-carbon economy has become a hot research field in all walks of life currently. As a way to achieve low-carbon economy, industrial restructuring has been widely studied. In order to promote research in the field, and lead to the development of China's low-carbon economy, this article will give us a summary and a brief review of representative research achievements referring to industrial structure low-carbon adjustment in China's academia. They contain four aspects: intensions of industrial restructuring from the perspective of low-carbon economy, influence of industrial restructuring on carbon emissions, low-carbon industries, and strategies of industrial restructuring from the low-carbon economy aspect.

After the UN climate conference in Copenhagen and the Cancun conference in Mexico, the world pays more attention to low-carbon development. Low-carbon city is an important path to develop the low-carbon economy. Countries all over the world have take action now: Britain’s climate change action plan; Danish’s low-carbon communities; Japan’s low-carbon society action plan. In the sixth nationwide population census, urban population closes to the rural population. Urban create 70 percent GDP, it is also a major source of carbon emissions. How economic development decouple from carbon emissions in the process of industrialization, it is a major problem encountered in China. In this paper, it describes the process of the low-carbon city evolution and the concept of the low-carbon city firstly, then it analyses the status of low-carbon city construction in our country secondly, finally the paper puts forward countermeasures. The countermeasure will has important meaning to develop low-carbon economy in our country.

This paper analyzed the background of developing low economy in China, included restricts and advantages. China is the world’s largest carbon emitter and its emissions continue to rise with rapid growth. The most important is that coal will continue to dominate China's energy mix for decades to come. The measures to reduce carbon emissions mainly include laws and regulations, carbon taxes or carbon trading, subsidies or tax cuts on clean production, technological innovation. Low carbon economy is an important growth point sustainable development.
