With the application of engineering management in smart city construction under Industry 4.0, the intelligent design of urban street landscape has attracted extensive attention. Affected by the low intelligent level of traditional landscape design, the existing urban landscape composite system has difficulty in meeting the needs of smart city construction. Therefore, this paper proposes the construction of street landscape big data-driven intelligent decision support system based on Industry 4.0. Based on the complex network theory, this paper analyzes the structure, links, nodes, driving forces, and functional requirements of urban street landscape and then puts forward the construction content and implementation method of urban street landscape intelligent decision support system. The system consists of four aspects: intelligent infrastructure, service, protection and maintenance, and management and evaluation system. Its implementation not only reflects the cooperation and effective application of intelligent technology in each stage of street landscape construction, but also provides reference for the application of engineering management in other fields under Industry 4.0.

Smart city evaluation is a critical component in smart city construction and plays an important role in guiding and promoting smart development of cities. Currently, existing research and applications of smart city evaluation are still in the exploration stage. They mainly focus on evaluation of one single aspect, use indicators with distinct regional characteristics and poor extensibility, and cannot be well-integrated with common and shareable smart city frameworks; these limitations have led to biased evaluation results. Based on a common and shareable smart city framework, this paper proposes a well-integrated, universal, strongly practical, and highly extensible evaluation system. Then, using the above-mentioned evaluation system, 17 smart cities in China are assessed. This application demonstrates that the evaluation system plays an important guiding role for better understanding the overall smart city platform construction situation in China, performing horizontal comparisons and establishing benchmarks among smart cities. Comparative analyses of indicators demonstrate that future smart city construction in China should pay more attention to novel innovations, the construction of dynamic information resources and spatiotemporal big data.

Smart City Platform is a software that optimally allocates resources and provides services to citizens by utilizing ICT technologies such as artificial intelligence, IoT, virtual reality, augmented reality, and 5G mobile communication to solve various urban problems occurring in the city.In order to implement the Smart City environment, basic platform technologies such as artificial intelligence, big data, network, Internet of Things(IoT) and Cloud computing are essential.In this paper, we used the big data analysis tool ‘BigKinds’ to lookup the topic 'Smart City Technology' and 'Smart City IoT' in news, editorials and quotations. After analyzing them, we then derived the core technologies needed in building a Smart City. Furthermore, we introduced the concept of the basic Smart City technologies and then deduced implications and drew a conclusion by analyzing both the local and foreign Smart City construction services. In addition, it compared and analyzed the core technologies for supporting services in various smart cities.The Smart City’s basic technologies and service analysis can be utilized by the local government to effectively establish policies and technology strategies in the Smart City industry.
