The paper shows the results of an empirical study on the optimization of polymer waste supply chains based on the circular economy in Ukraine. The research shows that the main links in the activity should be harmonized for quality and quick optimization of polymer waste supply chains, including the processes of collecting, sorting, treatment, processing, and recycling of resources for maintaining the quality by total cost reduction. The research argues that the circular economy that stipulates the easy processing, recycling, disassembling, and restoring of products replaced the traditional linear model “take, produce, and throw out” that has dominated the economy by now. The study shows that the transformation of supply chains in production ecosystems forms competitive advantages at the enterprises that allow them to be more productive through efficient use of resources.

Through detailed analysis of the current situation of China coal industry, find out existing problems of Chinese coal industry sustainable development, and using the basic principle [3], to find suitable to Chinese coal industry sustainable development scientific proposition -- Circular Economy [4], using circular economy this scientific model to guide Chinese coal enterprises transformation and development, making Chinese coal enterprises realize sustainable development.

At present, the circular economy of China's coal industry achieved remarkable results, but there are many problems: extensive coal mining and utilization, corporate tax burden heavier, lack of funds of the circular economy development, the policies of the circular economy development absence. The main reasons for these problems are: lack of funds of circular economy development of coal industry, lack of professionals of circular economy development of coal industry, lack of technical support of circular economy development of coal industry, absence and not in place of policy of circular economy development of coal industry, industry and local protective effects of restricting the development of circular economy, industry regulations and standards are not perfect. To solve these problems, China should improve Industrial policy, vigorously promote technological innovation of the coal industry, should improve the tax policy, the investment budget policy and the government procurement policy.

The coal-dominated energy structure in China will not be changed for a long period of time due to the resource situation. The Chinese government officially released the first "Coal Industry Policy” on November 29, 2007, which made ​​it clear that 13 large coal bases would be constructed in China, and circular economy and resource comprehensive utilization would be priority developed. Therefore, environmental protection guide for developing circular economy in energy (coal) chemical industry base should be established to ensure the development of circular economy, protect the consumption of resource and energy, reduce emission of pollutants, and guide the development of energy (coal) chemical industry base. Based on the results of the present study, the article describes the methodology, framework, technical infrastructure and basic content of the “Environmental Protection Guide for Developing Circular Economy in Energy (coal) Chemical Industry Base”.
