Network security, data management, data synchronization Abstract. The aim of Network of Satellite and Ground Security Management Instrument (NSGMI) is to increase network availability, improve network performance and control operation costs. After analyzing the shortcomings of traditional data synchronization mechanism, this paper reconstructs data processing method to improve communication ability of NSGMI, and provides a solution to guarantee real time and reliable on the application layer. The new mechanism provides buffer areas and operation flows to satisfy the high efficiency of data processing demand and the strong real time request. It solves how to open the buffer size when a direct access changes records.

Speech is a highly skilled motor activity that shares a core problem with other motor skills: how to reduce the massive degrees of freedom (DOF) to the extent that the central nervous control and learning of complex motor movements become possible. It is hypothesized in this paper that a key solution to the DOF problem is to eliminate most of the temporal degrees of freedom by synchronizing concurrent movements, and that this is done in speech through the syllable—a mechanism that synchronizes consonantal, vocalic and laryngeal gestures. Under this hypothesis, gestures are articulatory movements toward underlying targets; the onsets and offsets of the gestures are synchronized at the syllable edges, although more so at syllable onset than at the offset; and the realization of the synchronization is facilitated by sensorimotor feedback, especially tactile feedback, during consonant closures. This synchronization theory of the syllable also offers a comprehensive account of coarticulation, as it explicates how various coarticulation-related phenomena, including coarticulation resistance, locus, locus equation, diphone etc., are byproducts of syllable formation. It also provides a theoretical basis for understanding how suprasegmental events such as tone, intonation, phonation, etc. are aligned to segmental events in speech. It may also have implications for understanding vocal learning, speech disorders and motor control in general.

The way of heterogeneous data synchronization based on WEB service mode used in the Internet of things is analyzed, the problem of synchronization mechanism of heterogeneous data based on internet web port is solved. Combined with the characteristics of SOA architecture, this paper proposes synchronization model WLDSS (Web-level Data Synchronization System) of distributed heterogeneous data, and gives the design principles and the key strategies of the model. Through the application of distributed solar water heating system of control system data synchronization, it verifies the stability of the WLDSS model.

Implementing the KIR e-test program at the UPTD of the Garut Regency Transportation Service has been carried out since October 1, 2019. The KIR e-test program is a service innovation by changing the manual KIR test system using an IT-based system so that the KIR e-test application can simplify and shorten the service time for people who will do the KIR test. This study uses a qualitative method with descriptive analysis. The data collection techniques used include observation, interviews, and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. From the results of the study, it was concluded that the implementation of the KIR e-test program had been implemented but encountered several obstacles, including information on changes in testing procedures from manual to electronic has not been informed to the public, so there are still people who think that the testing procedures carried out take a long time, so that vehicle owners prefer to use the services of brokers in testing the UPTD PKB Dishub Garut still lacks testers, especially testers who are certified and do not have a backup of e-KIR infrastructure. Implementing the KIR e-test is still prone to illegal levies because there are still brokers who call themselves service bureaus in collaboration with unscrupulous officers.
