This chapter shows a systems technologies framework to lead the approach to design information service system architecture standing on the systems concept. It also presents application examples for building smart public infrastructures. Moreover, it shows that a systems concept, autonomous decentralization, gives a consistent design approach for the reference architecture, the concrete architecture, and the implementation. The presented service system provides an autonomous process for a service receiver to get valued information changing the state of the receiver. The example of the service system provides, recursively, the information to see in smart public infrastructures (MIERUKA in Japanese) for rapid decision making among stakeholders in the business process.

In China, more and more enterprises have noticed the importance of informationization, and they performed as main body in informationization of manufacturing industry. Problems of information service system for manufacturing industry include government failure, market failure, mixed function of government and enterprise, authentication system and technology standard scarcity, and professional expert scarcity and low capacity. So the mission of information service system building in manufacturing industry include to establish technology service standard system, regulation and institution, establish networking and collaborating resource allocation system, set up market entry certification system, establish industry association, build human resource training system, and mix Chinese culture and western culture.

This paper explores information service system for manufacturing industry cluster from case of Wuhan Manufacturing Industry Informationization Productivity Development Center. Technology and information service for manufacturing industry cluster is an entity comprised of government, social group, economic entity and individual person. It focuses on information requirement from manufacturer, import/export enterprise, distributor, and supplier. The information includes manufacturing resource, technology, market, employment and policy which needs to be searched, processed, produced, stored, analyzed and released. The system provides information service and consulting service, and then makes new service system according to feedback from customers.

Using mobile phone GPS positioning module can obtain the vehicle speed and the basic information, through processing and optimization of information service system, the analysis of data useful, so as to divert traffic, both for the convenience of the user, but also improve the expressway management ability.
