PurposeThe purpose of this study is to examine product innovation as a means of addressing infrastructure shortages in developed economies and to improve the sustainability of infrastructure. The obstacles to product innovation in the road industry are compared between different types of participants in the supply chain to provide guidelines for interventions to improve innovation rates.Design/methodology/approachThis exploratory study uses descriptive data from a large scale survey of the Australian road industry. The three top-rated product innovation obstacles for the following four types of participants are examined: contractors, consultants, suppliers and clients.FindingsThe four groups were found to disagree about the relative importance of the obstacles. Contractors and suppliers ranked “restrictive price-only tender assessment” used by clients as their number one obstacle, while consultants thought there was too much emphasis by the clients on direct costs compared with whole-of-life costs. On the other hand, clients felt suppliers do not do enough thorough testing prior to proposing a new product and disagreed with suppliers about who should carry the risk of new product failure.Research limitations/implicationsThe conceptual framework was found to yield novel insights with significant policy implications. The construction-specific contextual determinants that were integrated by the authors into a broad innovation diffusion process proved useful in categorising road product innovation obstacles across the four surveyed supply chain groups – without overlap or omission. The new framework also proved useful in ordering the key obstacles across groups for interpretation and discussion. In disaggregating product obstacles according to groups, these contextual determinants were proven to be mutually exclusive and to represent important focal points in promoting the uptake of product innovation in construction. Although the current study has usefully provided quantitative data concerning construction innovation obstacles, there are limitations due to its reliance on descriptive statistics. Future work by the authors is proposed to analyse the relationships between innovation obstacles and supply chain partners using inferential statistics to further develop and validate these early findings. The current study is an interim step in this work and an important contribution in identifying and addressing firm-level barriers seen to be constraining construction product innovation.Practical implicationsResults suggest there is a need for government clients to carefully consider the differing perspectives across the supply chain when developing strategies to encourage the adoption of mutually-beneficial innovative products on their construction projects. Inclusive focus groups examining the drivers, configuration and benefits of collaborative procurement systems are recommended to reduce innovation obstacles.Social implicationsSociety relies on urban infrastructure for daily living and the current study contributes to stretching infrastructure investment dollars and reducing the environmental impact of infrastructure provision.Originality/valueNo previous study has compared the perception of product innovation obstacles across different road industry supply chain partners. This is a significant gap, as differences in opinions across the supply chain need to be understood to develop the shared expectations and the improved relationships required to improve product innovation rates. Product innovation is important because it has been shown to improve efficiency (potentially addressing the road investment gap) and reduce deleterious environmental impacts.

In this article, we review a growing empirical literature on the effectiveness and fairness of the US pretrial system and discuss its policy implications. Despite the importance of this stage of the criminal legal process, researchers have only recently begun to explore how the pretrial system balances individual rights and public interests. We describe the empirical challenges that have prevented progress in this area and how recent work has made use of new data sources and quasi-experimental approaches to credibly estimate both the individual harms (such as loss of employment or government assistance) and public benefits (such as preventing non-appearance at court and new crimes) of cash bail and pretrial detention. These new data and approaches show that the current pretrial system imposes substantial short-and long-term economic harms on detained defendants in terms of lost earnings and government assistance, while providing little in the way of decreased criminal activity for the public interest. Non-appearances at court do significantly decrease for detained defendants, but the magnitudes cannot justify the economic harms to individuals observed in the data. A second set of studies shows that that the costs of cash bail and pretrial detention are disproportionately borne by Black and Hispanic individuals, giving rise to large and unfair racial differences in cash bail and detention that cannot be explained by underlying differences in pretrial misconduct risk. We then turn to policy implications and describe areas of future work that would enable a deeper understanding of what drives these undesirable outcomes.

The crime–terror nexus is the convergence of two types of disruptive nonstate group activities, crime and terrorism. The phrase can also be used to refer to cooperation between criminal and terrorist groups. When conceptualizing the crime–terror nexus, it’s helpful to categorize relationships in three ways. To achieve nexus status, groups either collaborate, combine, or convert. The most common presentation of nexus (or hybrid) groups is terrorist “conversion,” when a purely terrorist organization transitions into a more diversified model, rather than criminal groups moving toward political violence (though there are some notable exceptions) or two groups of different types “joining forces.” Responses to the crime–terror nexus have been uneven. Organized crime and terrorism research have traditionally been siloed from each other, with academics, policymakers, and law enforcement specializing in one or the other—an artificial divide that has become particularly problematic given the modern interconnectedness of political and economic systems wrought by globalization. Traditional security thinking is biased against crime–terror convergence because it emphasizes the difference in motivation between criminal and terrorist groups. Adherents have argued that any such relationships would be transactional and short-lived because criminal groups are interested in remaining out of the public eye, while terrorist groups are explicitly interested in drawing attention to themselves. However, this perspective misses both the potential benefits of diversified activities for violent nonstate groups, and the idea that groups can pursue a range of goals simultaneously across different levels of the organization. Notable exceptions to this institutional siloing include “deep web” and “dark networks” research, which have identified criminal–extremist relationships as relying on similar infrastructure and thus persisting over a longer time span. Both law enforcement and researchers should take their cue from this wholistic orientation. Siloing crime and terrorism from one another presents operational problems: while these groups and their activities may move easily between criminal and political violence, states often separate their law enforcement from their military and domestic security agencies, creating bureaucratic hurdles for effective disruption of hybrid groups. A small cadre of researchers, however, have begun to rectify these artificial disciplinary boundaries. Recent literature on the crime–terror nexus can be broadly categorized into four major buckets: the causes and enabling conditions that allow for such interactions, the spectrum of possible relationships, the ways that groups change as they move into the other’s area of operation, and the policy implications for melded groups. Drawing on work across criminology, sociology, political economy, history, and organizational behavior, in addition to political science, we can more effectively map and understand the contours of the crime–terror nexus. Criminally diversified terrorist groups are a distinct security threat because they are more adaptable, resilient, and entrenched than their traditionally resourced counterparts. Further, criminal activity may alter a group’s long-term political goals, making negotiated settlements and demobilization agreements more challenging. By including the crime–terror nexus in assessments, both academics and policymakers can make more accurate assessments of the contours of low-intensity and asymmetric warfare, leading to better policy outcomes, durable institution building, and increased protections for populations impacted by violent nonstate actors.

Purpose The purpose of this study is to explore the contextual determinants of HIV risk among people who inject drugs (PWID) in public settings in Nigeria. Design/methodology/approach In-depth, individual interviews were conducted with 29 street-based PWID recruited through snowball sampling in Uyo, Nigeria. Interviews were tape-recorded, transcribed, coded and analysed hematically. Findings Homelessness and withdrawal pains encouraged consumption of drugs in public spaces (e.g. bunks, public parks). Conversely, the benefits of participation in street drug-use scenes, including reciprocity norms that guarantee free drugs during withdrawal and protection during overdose, fostered a preference for public injecting. Although participants recognized the need to inject with sterile syringes, scarcity of syringes compelled them to improvise with old syringes or share syringes, increasing risk for HIV transmission. HIV risk was exacerbated by unlawful and discriminatory policing practices, which deterred possession of syringes and encouraged risky behaviours such as rushing injection and sharing of equipment. Practical implications Contextual factors are key determinants of HIV risk for street-based PWID. Implementation of needle and syringe programmes as well as reforming legal frameworks and policing practices to support harm reduction are needed responses. Originality/value This is one of very few qualitative studies that explore risk factors for HIV transmission among PWID in West Africa. The focus on scarcity of sterile syringes and HIV risk is unique and has important policy implications.

While research suggests a growing proclivity amongst contemporary fathers towards emotional involvement and child caregiving, studies indicate that most men still experience unrelenting pressure to provide financially for their family. For some fathers, the ability to spend time with their children is contingent on financial provision. Fathering, therefore, can be dependent on employment. The intersection of Blackness, maleness, and a criminal record, however, often results in employer discrimination, which hinders reentering Black men’s ability to secure legitimate revenue streams and achieve fathering expectations. In response to these barriers, many men agentically create opportunities for themselves in order to provide for their families. Framed using Sites of Resilience and Posttraumatic Growth, the current study draws from qualitative data and adds to the literature by focusing on the act of hurdling rather than the hurdles faced upon reentry. Findings demonstrate how hustling upon reentry is not a display of persistent criminal character but, rather, reflects a resilient response to systemic racism and blocked opportunities. The discussion on policy implications is led by participant suggestions on how to deter criminal activity while providing opportunities for men with criminal records to support their families.
