I examine the work being done by the Linguistic Research and Revitalization Institute (IPILC) at the University of the Autonomous Regions of the Caribbean Coast of Nicaragua (URACCAN) and the dilemmas faced in claiming and implementing the linguistic rights that were granted under the 1987 Law of Autonomy for the Caribbean Coast Regions. The problems I discuss in this case are not unique to Nicaragua’s Creoles, nor to Black diaspora cultures, they are merely part of larger issues which affect all minoritized groups who seek to assert the legitimacy of their languages and cultures within hegemonic discourses around cultural difference.

La Universidad de las Regiones Autónomas de la Costa Caribe Nicaragüense (URACCAN), tiene presencia en 4 Recintos Universitarios del Caribe. En la Región Autónoma Atlántico Norte en Siuna y Bilwi; en la Región Autónoma Atlántico Sur en Bluefields y Nueva Guinea, se asimilan en relación a la estructura orgánica y líneas de trabajo: extensión, docencia e investigación. El Recinto Siuna-Las Minas surge en 1995, para dar respuesta a una demanda histórica de siglos de exclusión económica, política, cultural y social por parte del Estado nacional nicaragüense. El objeto de esta sistematización fue rescatar la historia y la generación de propuestas alternativas en la construcción de la autonomía de la Costa Atlántica. Es de tipo longitudinal de 1995-2005 y se realizó en el 2007 a partir de un enfoque cualitativo básicamente con entrevistas In situ individuales y grupales, además se estudiaron las memorias de los talleres, actas, resúmenes de los debates, datos estadísticos, evaluaciones y diagnósticos institucionales. Con un enfoque sistémico se ha concluido que en el ámbito nacional la URACCAN por su perfil multiétnico, intercultural bilingüe y su praxis de acompañamiento comunitario con­tribuye al desarrollo identitario en la forja de la Autonomía de la Costa Caribe donde conviven seis culturas: miskitu, sumu-mayangna, rama, garífuna, creol y los pueblos del mestizaje. SUMMARY The University of the Autonomous Regions of the Caribbean Coast of Nicaragua (URACCAN), is present in four Campuses. In the North Atlantic Autonomous Region in Siuna and Bilwi; and in the South Atlantic Autonomous Region in Bluefields and Nueva Guinea, as they are treated in relation to the organizational structure and working lines: extension, teaching and research. The Siuna Campus was founded in 1995, in response to a historical demand of centuries of economic, political, cultural and social exclusion by the Nicaraguan national state. The purpose of this systematization was to rescue the history and the generation of alternative proposals for the construction of the autonomy of the Atlantic Coast. It’s a longitudinal study from 1995-2005 and it was carried-out in 2007 from a primarily qualitative approach with individual and group interviews in situ; we also examined the reports of the workshops, the minutes, summaries of discussions, statistics, evaluations and institutional diagnostics. It was concluded -using a systemic approach- that URACCAN at a national context and due to its multiethnic and intercultural-bilingual profile, as well as it community accompaniment praxis contributes to identity development in forging the autonomy of the Caribbean Coast where six cultures coexist: Miskitu, Sumu-Mayangna, Rama, Creole, Garifuna, and Mestizo.

Se ha investigado la pertinencia del currículo de la carrera de Informática Administrativa de la Universidad de las Regiones Autónomas de la Costa Caribe de Nicaragua (URACCAN) Recinto Bilwi. El estudio fue cualitativo, evaluativo y de corte transversal, el objetivo fue el estudio de la pertinencia del currículo en la carrera de Informática Administrativa, de dicho Recinto Universitario. Las técnicas de recolección de información fueron: entrevistas, grupo focal y revisión de documentos. Para el procesamiento de la información se utilizó la tabla matricial para analizar críticamente estas informaciones.El hallazgo principal del estudio ha reflejado que el currículo de la carrera de Informática Administrativa, tiene varios aspectos positivos. Sin embargo, este no es pertinente, ya que la evaluación de la dimensión externa es pertinente, no así la interna y la administrativa. Como las tres dimensiones deben estar íntimamente interrelacionadas y al no haber congruencia en una de estas dimensiones afecta la pertinencia de todo el currículo de la carrera. Esta investigación es útil porque ha brindado insumos a la URACCAN, para realizar la readecuación curricular de la carrera de Informática Administrativa.SummaryThe pertinence of the curriculum of the Administrative Computing career at the University of the Autonomous Regions of the Caribbean Coast of Nicaragua (URACCAN), Bilwi Campus, has been investigated. The study was qualitative, evaluative and transversal; the purpose was to study the pertinence of the curriculum of this career in the campus. The data collection techniques were based on interviews, focus groups and document review. For information processing matrix table was used to make a critical analysis of the results. The main finding of the study has shown that the curriculum of the career of Administrative Computing has several positive aspects. However, this is irrelevant, since the evaluation of the external dimension is pertinent, contrary to the internal and administrative dimensions. As the three dimensions should be closely interrelated and in the absence of one of these dimensions it affects the pertinence of the entire curriculum. This research is useful because it has provided inputs to URACCAN, in order to do the curricular readjustment of the Administrative Computing career.

Esta investigación tuvo como propósito adecuar la oferta académica de la URACCAN, basada en las realidades y necesidades de formación profesional en el nivel de grado de la Costa Caribe de Nicaragua para el quinquenio 2014-2018. Se desarrolló en las Regiones Autónomas, específicamente en los municipios donde la Universidad tiene presencia (Bluefields, Laguna de Perlas, Nueva Guinea, El Coral, Almendro, San Miguelito, Siuna, Rosita, Bonanza, Waslala, Bilwi y Waspam). Se trabajó con los estudiantes finalistas de Secundaria (undécimo grado) de todos los centros educativos, incluyendo a los directores de estos colegios. Asimismo, se entrevistaron a autoridades territoriales, gobiernos municipales y regionales. Participaron en el estudio los principales empleadores de nuestros graduados/graduadas de las diferentes carreras, los que dirigen las principales instituciones de gobierno regional, municipal y central, así como el análisis de la Estrategia de Desarrollo de la Costa Caribe y el Plan Nacional de Desarrollo del País.Las carreras más demandadas para ser ofertadas e implementadas en los cuatro Recintos son: Medicina Intercultural, Ingeniería Civil, Ingeniería en Sistema, Derecho con énfasis en Derecho Autonómico y Administración de Empresas. La oferta académica de la Universidad cubre algunas áreas en la formación de profesionales de la estrategia en desarrollo de la Costa Caribe; pero, otras quedan pendientes como: Ordenamiento territorial, seguridad alimentaria, agua y saneamiento, convivencia comunitaria y administración de justicia, protección de los bosques y los ecosistemas, transporte (canal intercostero, construcción de carreteras), energía renovable y agua (hidroeléctricas) y  agroforestería comunitaria, por lo que estas deben ser parte fundamental en la nueva oferta académica que llevará a cabo la Universidad en el próximo quinquenio.SummaryThis research was aimed to adjust URACCAN academic offer, based on the realities and needs of professional training in the degree level of the Caribbean Coast of Nicaragua for a period of five years (2014 to 2018). The research was developed in the Autonomous Regions, specifically in the municipalities where the University is present (Bluefields, Pearl Lagoon, Nueva Guinea, El Coral, Almendro, San Miguelito, Siuna, Rosita, Bonanza, Waslala, Bilwi and Waspam). We worked with the finalists high school students (eleventh grade) of all the schools, including the directors of these schools. Likewise, interviewed were applied to authorities of the territorial, municipal and regional governments. The major employers who run the principal institutions of the central, regional and municipal government participated in the study of our graduates from different careers, making an analysis of the development strategy of the Caribbean Coast and the Country National Development Plan.The most demanded careers to be offered and implemented in the four campuses are: Intercultural Medicine, Civil Engineering, System Engineering, and Law with emphasis on Autonomy Law and Business Administration. The academic offer of the University covers some areas in the professional training of development strategy in the Caribbean Coast, but they are others that remain pending as: Land management, food security, water and sanitation, community life and administration of justice, protection of forests and ecosystems, transportation (intercoastal canal or waterway, road construction), renewable energy and water (hydroelectric power) and community agroforestry; so these should be a fundamental part of the new academic offer that the University will carry out during the next five years.
