Ice jams amplify flooding problems in northern countries such as Canada. During spring flood, ice jams are often the cause of severe damages and affect considerably the production of hydroelectric power plants. This study presents a brief description of ice jams and the various types of analysis associated with this phenomenon. The effect of ice jams on the water level of 21 hydrometric stations in New Brunswick is investigated. Key words: ice jam, ice breakup, hydrometric analysis, New Brunswick, influenced level. The problems associated with ice cover formation, development, and breakup are numerous. In fact, every year ice breakup and ice jams cause damage throughout Canada. In New Brunswick, ice breakup is responsible for 35% of floods and 70% of damage to bridges. This paper describes a hydro-meteorological analysis of ice breakup along the Nashwaak River in New Brunswick. Thirteen events that occur between 1969 and 1982 were studied. First, river records were used to determine a breakup initiation index. A dimensional analysis was then performed integrating the index with meteorological variables and river flows. Although there was no resemblance between variations of meteorological factors from one event to the next, the results suggest that the index formulated has potential as a tool for development of predictive models for ice breakup. In Canada, flooding due to the rise in water levels upstream of an ice jam, or the temporary exceedance of the flow and ice-carrying capacity of a channel upon release of an ice jam, has resulted in the loss of human life and extensive economic losses. Ice jam mitigation is a component of river ice management which includes all activities carried out to prevent or remove ice jams, or to reduce the damages that may result from an ice jam event. This paper presents a brief overview of measures to mitigate the damaging effects of ice jams and contains a discussion on their application to Canadian rivers. The main theoretical aspects of the environmental risks as a scientific category, the definition of environmental risk in the Ukrainian legislation, as well as major environmental risks associated with the construction and operation of hydroelectric power have been described. Taking into account the largescale plans of the hydroelectric power plants building in Ukraine after the implementation of "green" tariff the determination and issue the appropriate environmental risks assessment is crucial for making the reasonable management decisions on the construction of hydroelectric power or abandon it. The author reveals that Ukrainians are the closest people to him, since some important events in his life are related to Ukraine (obtaining higher education). The article describes the professional and diplomatic path of the author, characterises the circumstances of his rise as Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Afghanistan to Ukraine, and aspiration to forge good-neighbourly relations between Ukraine and Afghanistan. The article also provides information on the structure and peculiarities of the diplomatic mission with a focus on over 15,000 Afghanistan-born Ukrainians resident in Ukraine, which accounts for the operation of the consular office of the embassy. It also outlines interesting facts about specificity of gender politics in Afghanistan. It is constitutionally enshrined that 30 percent of all deputies shall be women. Four out of 25 ministerial portfolios are currently held by women, which the author applauds, since he has no doubt that women’s experience and ideas are invaluable and must be taken into account in policy-making and public administration processes. The author narrates about bilateral cooperation at high official levels. For instance, there were held several visits of Ukrainian people’s deputies to Afghanistan; in turn, a delegation of nine Afghani ministers and deputy ministers paid a reciprocal visit to Ukraine. The article stresses that Afghanistan highly appreciates Ukrainian experience. Many Ukrainians in Afghanistan work at the NATO mission or in organisations engaged in building roads and hydroelectric power plants. The author lays emphasis on the fact that dozens of Ukrainians obtain visas for employment in Afghanistan every month. Special attention is drawn to certain aspects of the history of Afghanistan, namely the heroic upholding of state independence and struggle against foreign invaders. The author stresses the peculiarities of Ukrainian mindset, his affection to and respect for Ukraine. The Ambassador makes a conclusion that the development of bilateral cooperation will allow strengthening the positions of the two states on the international arena. On behalf of Afghanistan, he voices his support for Ukraine and entertains hopes that the terrible war in Ukrainian territory will soon be over.
