Sino-Western Cultural Collisions on “Belt and Road” Initiative: A Comparison of Confucian Culture and Christian Culture

“Belt and Road” Initiative is a major strategy for China’s further reform and opening up, and it welcomes participation of all the countries around the world. This paper mainly discusses the possible collisions between China’s Confucian culture and the Western Christian culture. The paper thinks that there exist the following seven culture collisions: Theism versus Atheism; Limited Government versus Authoritarian Government; Centralism versus Federalism; Freedom Autonomy versus Authority Order; Multiple Speeches versus Social Order; Majority Rule versus Minority Resistance; Morality versus Rule of Law. The paper concludes that whether East or West, benevolence and love are the basic elements recognized and shared by both parties, and that rightly may be the possibilities for mutual beneficial and win–win cooperation.

China has achieved rapid economic growth and become involved in the economic globalization through its policy of reform and opening-up and modernization. It has attracted much investment from lots of Taiwanese enterprises, including some small and medium-sized enterprises featuring a high labor cost and facing difficult operation in the traditional industries. Thanks to the policy, many Taiwanese enterprises have got a chance to rebirth by transforming their crises into opportunities. With the implementation of the policy of urbanization, the people from rural areas in China have been moving to urban areas, and the enterprises of the second and third industries have been concentrating in cities. This has not only fueled the livelihood-oriented consumption in China but also expanded the domestic demand market of the Taiwanese medium and large-sized livelihood enterprises in China. The Belt and Road trade foundation construction program, which aims to link Europe, Asia and Africa and was proposed in 2013, is an extension of the Great Development of Western Part of China and offers Taiwanese enterprises a chance to get fully involved in the development of the international market. The 31 Measures to Benefit Taiwan announced by the Chinese government in February 2018 has significant influence on the future development of the Taiwanese enterprises in China. Therefore, this paper will elaborate on the effects of the Belt and Road and the 31 Measures to Benefit Taiwan on the Taiwanese enterprises.

The Belt and Road Initiative is a strategic initiative that aims to expand the opening up in China in recent years. The implementation and practice of the Belt and Road Initiative has proved that this strategy has played a significant role in opening up a new, comprehensive pattern. The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to train a group of high-tech leading talents, international-level strategic scientific and technological talents, young scientific and technological talents, and high-level innovation teams for the development of the country. In the context of Belt and Road Initiative, colleges and universities have more arduous missions and responsibilities. Only by constantly innovating the talent training model can we improve our competitiveness in the international market.

As China’s opening-up grows wider under the Belt and Road Initiative, the exploration and construction of free trade ports have received increasing attention. In 2018, China’s first free trade port was settled in Hainan instead of Shanghai. In 2019, after the Lingang New Area of China (Shanghai) Pilot Free Trade Zone was approved by the central government, six new pilot free trade zones were launched in Shandong, Hebei, Heilongjiang, Jiangsu, Yunnan, and Guangxi provinces. As the bridgehead of the Belt and Road Initiative, Shanghai established the first and biggest pilot free trade zone in China and gained the priority of institutional innovation exploration in Lingang New Area. Whether and how Shanghai will lead the construction of free trade ports and the new round of higher-level opening-up has become a research agenda that requires further study. Based on the document analysis, competition analysis and factor analysis in this paper, the following results were drawn out: (1) The construction of a free trade port is an upgrade of the 18 free trade zones and the 50 cities involved, and it needs more high-level opening-up, more sophisticated services, more rigorous supervision, and more professional talent; (2) With its geographical location, economic foundation, development support, and industrial services, Shanghai has the potential, foundation, and momentum to explore institutional innovation in the construction of pilot free trade zones and free trade port; (3) Development basis, port shipping, talent attraction, service support, risk supervision and control are the five major comparative advantages and the important driving factors that need to be considered in exploring and leading the construction of China’s free trade port under the higher quality development of the Belt and Road Initiative.

Abstract This article identifies and clarifies some of the miscommunication between Chinese and English in the discussion of rule of law or rule by law. “Rule by law” is not a concept readily understandable by a Chinese audience because there is no acceptable translation or equivalent in Chinese. At the same time, the historical and contextual significance of the different denotations of “rule of law” in Chinese is often overlooked in an English-speaking environment. Meanwhile, the abstraction in critical examination of Chinese law often masks significant changes taking place in China’s construction of a “socialist rule of law with Chinese characteristics”, such as the emergence of a system of case law. The different components and aspects of such a system, ranging from the guidance cases system published by the Supreme People’s Court, to the largest database of judicial decisions in the world, and the newly established China International Commercial Court under the Belt and Road Initiative could fundamentally alter and structure, nature and principles of Chinese law as we know it.
