This paper is in three main parts. Firstly, we summarize key features of the history of trade relationships between the People’s Republic of China (PRC) and the Association of South East Asian countries (ASEAN). This includes a brief examination of the different visions held by ASEAN and PRC and the implications for the various trade partners. In the second part we turn our focus to the Guangxi Zhuang Autonomous Region (GAZR) that is on the shores of the South China Sea and a key region being developed as the Beibu Gulf Economic Rim. The port city of Qinzhou is the nearest deep-water port to the ASEAN countries like Malaysia, Vietnam, Philippines etc and lies at the eastern end of the Southern Transport Corridor (STC) that links Lanzhou on the Yellow River in NW China, to the coast. Finally, we present a cameo on Qinzhou’s Free Trade Port Areas and their role in the ASEAN–China Free Trade Agreement (ACFTA).

With the tendency of internationalisation and globalisation, signing regional economic agreements among multiple countries has become a trend. Under such an integration environment, some free economic zones with port transportation functions have become crucial for FDI (foreign direct investment) investors in selecting investment locations. The free trade port zone (FTPZ) is argued to be one of the most well-known. This paper aims to assess the FDI performance of FTPZs. On the basis of the FTPZ's features and relevant literature, assessment criteria (ACs) are initially identified. An evaluation model based on the fuzzy AHP (Analytic Hierarchy Process) approach is then introduced to evaluate the FTPZs' FDI performance from foreign investors' viewpoints. Finally, the FTPZ of the Kaohsiung port in Taiwan was empirically investigated to verify the assessment model. Results point out that for the FTPZ of Kaohsiung port, ACs with higher priorities needing improvement are raw material acquired, local government efficiency, and political stability and social security. Theoretical and practical recommendations for the FTPZ managers are discussed based on the results.

In 2018, the government of China decided to develop Hainan Province as the country's first free trade port operating within the country's socialist system. Based on this strategy, Hainan reformed its medical laws and policies to make it freer and more open. For example, Hainan formulated policies for more rapid and convenient access of foreign medicine and sanitary equipment (MSE), allowed manufacturers to register MSE in China with real-world data (RWD), and provided legal and visa conveniences for international medical teams to carry out various activities, including: diagnosis, treatment and scientific research. Hainan's reforms are not only conducive to the improvement of local medical and public health levels, but also provide opportunities for international MSE manufacturers and medical research institutions swiftly to enter China's huge medical market. However, with opportunity comes risk: Hainan should be on guard against public health risks associated with medical tourism, and decide how to strike a reasonable balance between protecting local MSE enterprises and improving the accessibility of imported MSE through policies and legislation. Finally, the paper recommends that Hainan should improve the regulatory system as soon as possible to ensure the quality of diagnosis and treatment in its new hospitals, and deal with data and information security risks in the RWD research.

In 2020, “Overall Scheme of Hainan Free Trade Port Construction” emphasized that Hainan should focus on developing modern service industry represented by medical and educational fields. In this context, the public health law education in Hainan, as a representative course integrating the dual characteristics of 'medical' and 'education', should also keep pace with the times to better meet the practical needs of the construction of Hainan free trade port. Through the extensive and in-depth investigation of five hospitals, two courts and five universities randomly selected in Hainan Province, and the analysis of 815 effective questionnaires collected by SPSS statistical method to form a survey database, the key and difficult points that need to be broken through in the innovation of Public Health Law education under the background of the construction of Hainan Free Trade Port are systematically summarized, and the scientific structure of strategic discipline orientation to improve the attention of Health Law, the adoption of immersion-type Health Law teaching methods.

The Hainan Free Trade Zone represents not only Hainan’s significant contribution to China’s modernization and the advancement of Asian civilization, but also the historical responsibility that China’s revival and Asian prosperity has entrusted to Hainan. The orientation of industrial development will be carried out in accordance with national demands, regional strategic needs, and local development needs, assuming that the location of Hainan Free Trade Zone and Free Trade Port has been clarified. This article focuses on the analysis of Hainan University’s student management concept innovation and the construction of a high-quality campus culture system from the perspective of Hainan University’s development during the construction of the free trade zone.

Improving the high-top tourism service capacity is an important requirement for the construction of Hainan free trade port and the development of innovative service industry. Based on the evaluation indexes of high-top tourism development, this paper uses the methods of quantitative research, information research and descriptive analysis to deeply analyze and evaluate the development of high-top tourism in Hainan. From the perspective of high-top tourism elements, this paper uses the application of the evaluation standard system of high-top tourism development to study and analyze the development of high-top tourism in Hainan. This paper holds idea that the development of high-top tourism in Hainan has unique advantages in market, industry, investment and environment, and has broad prospects for development. In the future, the focus of Hainan's high-top tourism development lies in adjusting the supply structure of high-top tourism, improving the management of high-top tourism, focusing on the key points, making up for the weaknesses and strengthening the weak points, so as to help Hainan's high-top tourism develop in an all-round way.
