Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

Smart Cities aim to increase citizens’ quality of life. Smart Government is a part of Smart Cities domain aiming to enhance the communication and interactions of citizens and companies with government. The SIMPATICO framework combines machine and human intelligence to simplify e-services i.e., web accessible apps to accomplish administrative procedures online, and thus enable a more widespread adoption of electronic procedures. This paper reviews the impact of instrumenting e-services, in Galicia region in Spain, with SIMPATICO features, e.g., text and workflow simplication, autocompletion of personal data and public procedure documentation and support through crowdsourced questions and answers. Particularly, taking into account the lessons learnt at the first pilot evaluation with Elderly people, this paper describes the public procedure model proposed by SIMPATICO which backs the application of diverse strategies to better support users while facing the completion of complex administrative procedures.

Purpose The purpose of this paper is to analyze the research trends in smart cities (SCs) in order to demonstrate the most and the least active fields, researchers, institutions, frontier active centers/authors and funding institutions, as well as drawing the map of the most active countries in this scope. Design/methodology/approach Bibliometric data of 4,696 scientific works were collected from Web of Science, one of the most authentic bibliometric databases, within 1970–2018. The data were analyzed using scientometrics and content analysis methods and visualized by tables, charts and atlases. Findings The results showed an increasing trend in these studies mostly published as conference papers during 48 years. In this period, 0.6 percent of the papers got more than ten citations. Highly cited fields in the area of SCs were orderly smart IT infrastructure, smart government, smart environment, smart mobility, smart energy, smart economy and smart citizen. The geographic atlas of SC studies showed that the frontier countries in SCs were China, Spain and Italy, orderly. China’s main focus was on smart infrastructure while Spain’s focus was smart citizens and smart energy. Italy’s studies were mostly concentrated on smart government, smart mobility and smart environment. In general, it can be concluded that “smart IT infrastructure” was the most noted among the other components of SCs. Originality/value The scientometrics of SC literature has been conducted for the first time.

The advent of Smart Cities is one of the greatest challenges and field of opportunities in the goal to achieve sustainable, comfortable, and socially responsible living environments. A large number of factors, spanning from government/administration/citizen interaction models, heterogeneous communication network, interoperability, or security determine the capabilities and functionalities that can be deployed. In this chapter, different factors in the implementation and adoption of E-Government within Smart City scenarios are described. The authors include the Interoperability Principle as a part of the Open Government concept and link this concept with the Smart Cities view. Then, they describe a new model of public organization that they call “Intelligent,” characterized by the “Smart Government,” and they propose a matrix with the elements of this model. Then, the authors analyze the technical and infrastructure dimensions of the matrix.

The physical development of urban communities and cities, as well as the advancement of communication and information world, increased the need for advanced technologies. Nowadays, many urban planners and managers, especially the mangers of the intelligent transport system and smart government, are concerned with the transformation of physical cities to electronic cities and finally too smart cities in the real world. Making electronic cities smart requires the full participation of urban management organizations in different sectors. In addition, the required frameworks should be designed and implemented based on the close relations of these organizations with each other. This study aimed to investigate the key factors in transforming Birjand city into a smarter city by focusing on two components of the intelligent transport system and smart government. In smart government, a structure is recommended that is appropriate for launching and preparing the policies and regulations that need to be covered by different dimensions. In smart transportation component, one of the most important and valuable solutions to the problems of transportation is the intelligent transport system (ITS).  In this context, measuring potentials and implementing strategic planning can play a key role in increasing service delivery and reducing problems. This research design is an applied study. It intends to introduce the principles and dimensions of the intelligent transportation system and explore the potentials and strategic planning opportunities in Birjand city using a descriptive-analytical method. The data were collected by the library - documentary method. Furthermore, the study was conducted as field-survey research (interviews and questionnaires). In continuation, the strengths and weaknesses, opportunities and threats (SWOT) of the intelligent transportation system were determined and analyzed using the SWOT strategic planning model. Finally, appropriate strategies were presented.

There are many concepts to smart cities, but in general, a smart city is a combination of the use of Information and Technology (IT) with various dimensions to increase efficiency, transparency and service quality. The dimensions of smart cities most popular are six dimensions, namely smart mobility, smart living, smart environment, smart people, smart government, and smart economy. Some literature only mentions the role of IT in the smart technology dimension but has not explained the level of achievement indicators for the smart technology dimension. The dimensions of smart technology and indicators of achievement level are carried out using a Systematic Review (SR), where more than 7.302 papers were found that match the topic and then divided into the 20 main studies based on SR protocol. The indicator of the level of achievement of the smart technology dimension in a smart city is divided into four parts, namely the use of sensors in the smart city, integration between applications (application layer), the use of technological innovations in the intelligent layer such as the IoT, big data, and cloud computing etc., and to improving the quality and scope of applications, increasing the use of AI and engagement with all public stakeholders.
